HomeMy WebLinkAbout2004-02-17Minutes of Regular Meeting of Board of Aldermen of City of Riverside, Missouri February 17, 2004 A regular meeting of the Boazd of Aldermen of the City of Riverside, Missouri, was held in the City Hall, of Riverside, Missouri, on February 17, 2004 at 7:30 p.m. Those in attendance were Mayor Betty Burch, Aldermen Burris, Looker, Darata, Legaard, Super and Beard. Also present were, David Blackburn, City Administrator, Louise Rusick, City Clerk, Director of Public Safety, Brent Miles, Planning & Zoning and Community Development Coordinator, Matt Kitzi and John McClelland, City Attorney's office. Minutes, Jan 27, 2004 Alderman Beard moved that the minutes of January 27, 2004 be approved, Approved seconded by Alderman Legaazd, the vote was: Aye: Aldermen Bums, Darata, Super, Legaard, Beard and Looker. Motion carries. Minutes, Feb. 3, 2004 Alderman Looker moved that the minutes of February 3, 2004 be approved, Approved seconded by Alderman Beard, the vote was: Aye: Aldermen, Darata, Super, Legaard, Beard, Bums and Looker. Motion carries. Mike's Fireworks Alderman Looker made a motion to approve a building permit for Mike's Building Permit Fireworks and Toys, 2421 Vivion Road for a new awning and front porch to Approved replace the existing ones, seconded by Alderman Burris, the vote was: Aye: Aldermen Super, Darata, Burris, Legaazd, Beard and Looker. Motion carries. Build Wiser-Remodel Alderman Super moved to approve building permit for Build Wiser 4801-4867 Homestead Construction. Mark Hanson and Paul Arnold to repair and remodel buildings at Rd & Homestead Ten 4801-4867 Homestead Road and 4801-4867 Homestead Terrace consisting of 26 duplexes, three threeplexes and fourplexes damaged during the tornado, approval with recommendations the condition, if any enduonmental material is found, they will have Approved, with con- it tested (EPA requirements), seconded by Alderman Butris, the vote was: dition. McGowan Gordon Alderman Looker moved to approve McGowan Gordon's request for Change Orders Change Orders Number11,12,13,20 and 26 for the new Public Safety Appoved Building in the amount of $16,135, seconded by Alderman Darata, the vote was: Aye: Aldermen Burris, Legaard, Beard, Looker, Super and Darata. Motion carries. Mins. 2/17/04 1 1 Frank Weatherford Frank Weatherford, TranSystems met with Bob Varker, Hydro Conduit TranSysterns update regazding the fifteen acres as to how the proposed I-635 Exchange on highway project project will impact his property and the access to the property. Hydro Conduit does not need the highway exposure and has plans to move sometime in the next three years. Right-of--Way and access to properties discussions took place and the meetings seem to be positive. Regarding the proposed senate bills referring to the new highway, the senate has the version, then the House of Representatives and the bill sits there and then on to President Bush for signing. If the bill passes, there will be fifty per cent more federal dollazs per yeaz to MoDot. Senator Talent is the sponsor of proposed bills. TranSystems to move Alderman Darata moved to approve $2.7 million for TranSystems engineering forwazd on Phase 2 & services to more forward on Phases II and III of the I-635 and Vandepopulier 3 of the I-635 & Van- Interchange Design, subject to confirmation by Ordinance, seconded by depopulier Interchange Alderman Legaazd, the vote was: Approved Aye: Aldermen Bums, Super, Darata, Legaazd, Beard and Looker. Motion carries City Administrator David reported MoDot said the shoefly is in place at NW Tullison and they require a traffic study. Bucher, Willis Ratliff There will be two driveways at Available Construction and Central States Discussion Mortuary. Bucher, Willis, Ratliff Alderman Legaard moved to approve an amendment to Bucher Willis's contract $130,000 amendment in the amount of $130,000 to redesign due to many roadway changes since the to contract, Approved original contract in 1996, this is including the coordination with the Corps of Engineers and work within the right-of--way that is now obtained (no changes in the easements) and construction to begin in 2005, seconded by Alderman Burris, the vote was: Aye: Aldermen Burris, Super, Darata, Legaard, Beard and Looker. Motion carries. Don Kessel/Lobbyist Alderman Beazd moved to approve Don KesseULobbyist to lobby for the Home Approved Dock Cities at a cost of $2,000, seconded by Alderman Dazata, the vote was: Aye: Aldermen Beazd, Looker, Bums, Darata and Legaard. Abstain: Alderman Super. Motion carries. Minn. 2/17/04 Bill No. 2004-OS Alderman Legaard moved to table Bill No. 2004-05, said Bill authorizing Tabled until Feb. 24`~ Mayor to complete and execute, an enter irno agreement by and between the City of Riverside Missouri and Affinis regarding design of the West Platte Road Bridge over Line Creek, seconded by Alderman Looker, the vote was: Aye: Aldermen Looker, Burris, Darata, Legaard and Super. Motion carries. Bill No. 2004-15 Alderman Looker moved to place Bill No. 2004-15 on its first reading, Payment of said Bill authorizing the payment of certain indebtedness listed therein, Indebtedness seconded by Alderman Burris, the vote was: Aye: Aldermen, Beard, Looker, Burris, Super, Darata and Legaazd. Motion carries. Ordinance No. 2004-15 Alderman Burris moved to place Bill No. 2004-15 on its second reading, Approved and upon passage of same become Ordinance No. 2004-I5, seconded by Alderman Darata, the vote was: Aye: Aldermen Beard, Bums, Legaard, Super Looker and Dazata. Motion carries. Bill No. 2004-16 Alderman Bums moved to place Bill No. 2004-16 on its first reading, Employment of said Bill authorizing the City of Riverside, Missouri, to employ Judith Judith A Volkman A. Volkman as a full time Public Safety Dispatcher in the Department as a full time P.S of Public Safety and the salary for this position be set at $26,500 annually Dispatcher with full benefits and aone-year work test period to be effective February 23, 2004, seconded by Alderman Darata, the vote was: Aye: Aldermen Burris, Legaard, Super, Looker, Darata and Beard. Motion carries. Ordinance No. 2004-16 Alderman Darata moved to place Bill No. 2004-16 on its second reading, Approved and upon passage of same become Ordinance No. 2004-16, seconded by Alderman Looker, the vote was: Aye: Aldermen Beazd, Bums, Legaazd, Super Looker and Darata. Motion carries. Bill No. 2004-17 Alderman Looker moved to place Bill No. 2004-17 on its first reading, Ratifying the Appoint- said Bill ratifying the appointment of Dean Lefstad, Resident of Ward III ment of Dean Lefstad for a five year term as member of the Board of Zoning Adjustment effective as a BZA member February 17, 2004, seconded by Alderman Darata, the vote was: Aye: Aldermen Bun•is, Legaazd, Super, Looker, Darata and Beard. Motion carries. Motion carries. Aldermen's comment Alderrriarr Super mentioned the meeting with Patti Banks & Assoc. regazding e maintenance issues with landscaping. He suggested this be t scap the stree made to be maintenance free as possible. Recess A brief recess was called at 9:23 p.m. Reconvened The Mayor and board answered to roll call.
