HomeMy WebLinkAbout2018-07-17 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, July 17, 2018 The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, July 17, 2018, Mayor Rose called the regular meeting to order at 6:15 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Aaron Thatcher, Nathan Cretsinger, Mike Fuller, Sal LoPorto, Al Bowman, and Jill Hammond. Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Fire Chief Gordon Fowlston, Finance Director Donna Oliver, Police Chief Chris Skinrood, Community Development Director Mike Duffy, City Planner Sarah Wagner, and HR Manager Amy Strough. Also present were City Attorney Paul Campo and Special Counsel Joe Bednar, MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed CLOSED @ 6:15 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021 (2) Leasing, purchase or sale of real estate where public knowledge might adversely affect legal consideration, and RSMo 610.021(3) hiring, firing, disciplining or promoting a particular employee, when personal information about the employee is discussed, second by Alderman Bowman. Yes: Thatcher, Bowman, LoPorto, Hammond, Cretsinger, and Fuller. Motion carried 6-0. MOTION TO ADJOURN Alderman LoPorto moved at 7:05 p.m. to adjourn closed CLOSED @ 7:05 P.M. session with action taken, second by Alderman Hammond. Yes: LoPorto, Hammond, Thatcher, Bowman, Cretsinger, and Fuller. Motion carried 6-0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:08 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Nathan Cretsinger, Al Bowman, Jill Hammond, Sal LoPorto, Mike Fuller, and Aaron Thatcher. Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Community Development Director Mike Duffy, City Engineer Travis Hoover, Chief Gordon Fowlston, Police Chief Chris Skinrood, City Planner Sarah Wagner, Finance Director Donna Oliver, Capital Projects & Parks Manager Noel Challis, and HR Manager Amy Strough. Also present was City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. N 1 PUBLIC COMMENT None. Mayor Kathy Rose welcomed Boy Scout Jacob with troop 395 and his Mom, Rebecca Noble, receptionist for the City to the meeting. Jacob is in attendance to earn a merit badge. PRESENTATION Parks Manager Noel Challis introduced Dolores Silkworth with Confluence, LLC presented the final draft of the E.H. Young Riverfront Park Master Plan along with a PowerPoint presentation. Time was given to answer questions from the Board. Alderman LoPorto moved to approve the E.H. Young Riverfront Park Master Plan as presented, second by Alderman Thatcher. Yes: LoPorto, Thatcher, Fuller, Bowman, Cretsinger, and Hammond. Motion carried 6-0. CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda as presented, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Cretsinger, Fuller, Hammond, and Bowman. Motion carried 6-0. MINUTES OF 07-03-18 Alderman Thatcher moved to approve the minutes of the July 03, 2018 regular meeting, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Cretsinger, Fuller, Hammond, and Bowman. Motion carried 6-0. COURT REPORT Alderman Thatcher moved to approve the June 2018 Court Report, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Cretsinger, Fuller, Hammond, and Bowman. Motion carried 6-0. RESOLUTION 2018-077 Alderman Thatcher moved to approve Resolution 2018-077 USASHADE & Fabric Approval approving a quote from USAShade & Fabric Structures, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Cretsinger, Fuller, Hammond, and Bowman. Motion carried 6-0. RESOLUTION 2018-078 Alderman Thatcher moved to approve Resolution 2018-078 CO 1 Larrison Construction approving Change Order 1 to the agreement with Larrison Construction, Inc. for the fitness Court Project resulting in a revised contract amount of $55,590.75, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Cretsinger, Fuller, Hammond, and Bowman. Motion carried 6-0. 2 REGULAR AGENDA RESOLUTION 2018-076 Alderman Thatcher moved to approve Resolution 2018-076 Bill Pay authorizing the expenditure of funds for fiscal year 2018- 2019, for week ending July 6 1 and July 13th in the amount of $344,252.77, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Cretsinger, and Fuller. No: None Abstain Bowman and Hammond. Motion carried 4-0-2. BILL NO. 2018-031 City Clerk Robin Kincaid gave first reading of Bill No 2018-031. QuikTrip Real Estate Purchase Alderman Thatcher moved to accept first reading and place Bill No. 2018-031 on second and final reading, second by Alderman Hammond. Yes: Thatcher, Hammond, Cretsinger, LoPorto, and Fuller. No: Bowman Motion carried 5-1. Alderman LoPorto moved to approve Bill 2018-031 and enact said bill as ordinance, second by Alderman Hammond. Yes: LoPorto, Hammond, Thatcher, Cretsinger, and Fuller. No: Bowman. Motion carried 5-1. BILL NO. 2018-032 City Clerk Robin Kincaid gave first reading of Bill No. 2018-032. Amend Local 42 Agreement Fire Chief Gordon Fowlston explained the need for this ordinance due to the latest Supreme Court Ruling. Alderman Thatcher moved to accept first reading and place Bill No. 2018-032 on second and final reading, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Hammond, Bowman, and Fuller. No: None. Abstain: Cretsinger. Motion carried 5-0-1. Alderman Thatcher moved to approve Bill 2018-032 and enact said bill as ordinance, second by Alderman Bowman. Yes: Thatcher, Bowman, Fuller, LoPorto, and Hammond. No: None. Abstain. Cretsinger. Motion carried 5-0-1 BILL NO. 2018-033 Mayor Rose announced that Bill 2018-033 was pulled from the agenda. BILL NO. 2018-034 City Clerk Robin Kincaid gave first reading of Bill No. 2018-034. PT Fire Hire - Ramirez Alderman Thatcher moved to accept first reading and place Bill 2018-034 on second and final reading, second by Alderman Hammond Yes. Thatcher, Hammond, Cretsinger, Bowman, LOPorto, and Fuller. Alderman Hammond moved to approve Bill 2018-034 and enact said bill as ordinance, second by Alderman Bowman. Yes: Hammond, Bowman, Fuller, LoPorto, Thatcher, and Cretsinger. Motion carried 6-0. CITY ADMINISTRATOR City Administrator Brian Koral informed the Board that there will be a draft of the ordinance for use of golf carts on public streets for them to review and consider at a meeting in the near future. We are excited to see the fitness court construction has begun and hope the Board noticed that project is underway. d COMMUNITY DEVELOPMENT Community Development Director Mike Duffy reported to the Board that letters are being sent out to residents notifying them to start mowing the right of way and we will have a slight modification to the nuisance ordinance defining this area of concern. ENGINEERING Nothing to report FINANCE Nothing to report. FIRE Nothing to report. POLICE Nothing to report. PUBLIC WORKS Nothing to report. LEVEE BOARD City Engineer Hoover reported that the monthly meeting is tomorrow. MAYOR'S DISCUSSION Mayor Rose announced that approximately 80 mayors had an event last week at MPR in Independence and to discuss Proposition D that will be on the November ballot. There is a primary election on August 711, and I encourage everyone to go vote on that day. I want to welcome Amy Strough, our new Human Resources Manager, we are happy to have you on board. Congratulations to Jill Hammond on her new job with the YMCA. The FPAL Golf Tournament exceeded all expectations. It was fabulous. Chief Skinrood shared information, but final numbers are not in at this time. BOARD OF ALDERMEN Alderman Fuller — Nothing to report. Alderman Thatcher— Sal and I got to play in the FPAL tournament and the NRCC golf tournament. Comparatively, I believe the FPAL golf tournament ran smoother and was a great time. Kudos to those organizing the FPAL tournament. N 4 Alderman LoPorto— I agree with Aaron and the FPAL tournament offered more events and activities that made it really fun. It was a pleasure to play in both. Alderman Cretsinger— Brian, I appreciate you checking on a codes enforcement issue that I had a question about. Alderman Hammond — Nothing to report. Alderman Bowman — Nothing to report. MOTION TO ADJOURN Alderman Bowman moved to adjourn the meeting at 7:37 p.m., second by Alderman Hammond.
