REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, August 21, 2018
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
August 21, 2018.
Mayor Rose called the regular meeting to order at 5:45 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Nathan Cretsinger, Mike Fuller (arrived at 6:50), Sal LoPorto, Al
Bowman, and Jill Hammond.
Alderman Aaron Thatcher was absent.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Fire Chief Gordon
Fowlston, Police Chief Chris Skinrood, Human Resources Manager Amy Strough, Community
Development Director Mike Duffy, Finance Director Donna Oliver, City Engineer Travis Hoover,
and City Planner Sarah Wagner. Also present were City Attorney Paul Campo and Special
Counsel Joe Bednar.
MOTION TO ENTER INTO Alderman Bowman moved that the meeting go into closed
CLOSED @ 5:45 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, purchase or sale of real
estate where public knowledge might adversely affect legal
consideration, and RSMo 610.021(3) hiring, firing, disciplining or
promoting a particular employee, when personal information
about the employee is discussed, second by Alderman
Hammond.
Yes: Bowman, Hammond, Cretsinger, and LoPorto.
Motion carried 4-0.
MOTION TO ADJOURN Alderman Hammond moved at 7:02 p.m. to adjourn closed
CLOSED @ 7:02 P.M. session with action taken, second by Alderman Bowman.
Yes: Hammond, Bowman, Fuller, LoPorto, and Cretsinger.
Motion carried 5-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at
7:04 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Nathan Cretsinger, Al Bowman, Jill
Hammond, Sal LoPorto, and Mike Fuller.
Alderman Aaron Thatcher was absent.

Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Community
Development Director Mike Duffy, Public Works Director Tom Wooddell, City Engineer Travis
Hoover, Chief Gordon Fowlston, Police Chief Chris Skinrood, Finance Director Donna Oliver,
and City Planner Sarah Wagner. Also present was City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
PROCLAMATION Mayor Rose read the proclamation for the 2018 Diaper Needs
Awareness Week, September 24"' and 30'". This will be mailed to
the Happy Bottoms organization.
CONSENT AGENDA Alderman Bowman moved to approve the consent agenda as
presented, second by Alderman Hammond.
Yes: Bowman, Hammond, LoPorto, Cretsinger, and Fuller.
Motion carried 5-0.
MINUTES OF 08-07-18 Alderman Bowman moved to approve the minutes of the August
7, 2018 regular meeting, second by Alderman Hammond.
Yes: Bowman, Hammond, LoPorto, Cretsinger, and Fuller.
Motion carried 5-0.
COURT REPORT Alderman Bowman moved to approve the July 2018 Court Report,
second by Alderman Hammond.
Yes: Bowman, Hammond, LoPorto, Cretsinger, and Fuller.
Motion carried 5-0.
RESOLUTION 2018-083 Alderman Bowman moved to approve Resolution 2018-083
AT&T Service Agreement approving a service agreement with AT&T corporation, second by
Alderman Hammond.
Yes: Bowman, Hammond, LoPorto, Cretsinger, and Fuller.
Motion carried 5-0.
RESOLUTION 2018-084 Alderman Bowman moved to approve Resolution 2018-084
MAW Second Amendment approving the second amendment to contract with Missouri
American Water Company as successor in interest to Missouri
Cities Water Company, second by Alderman Hammond.
Yes: Bowman, Hammond, LoPorto, Cretsinger, and Fuller.
Motion carried 5-0.
REGULAR AGENDA
RESOLUTION 2018-082 Alderman Cretsinger moved to approve Resolution 2018-082
Bill Pay authorizing the expenditure of funds for fiscal year 2018-
2019, for week ending August 10'" and August 1r in the amount
of$311,632.70, second by Alderman LoPorto.
Yes: Cretsinger, LoPorto, and Fuller.
No: None.
Abstain: Bowman and Hammond.
Motion carried 3-0-2.

BILL NO.2018-033 City Clerk Robin Kincaid gave first reading of Bill No. 2018-033.
Fire Hire-Part-time Myer Alderman Hammond moved to accept first reading and place Bill
No. 2018-033 on second and final reading, second by Alderman
Bowman.
Yes: Hammond, Bowman, Fuller, Cretsinger, and LoPorto.
Motion carried 5-0.
Alderman Bowman m was pulled from the agenda.
BILL NO. 2018-035 Mayor Rose announced that Bill 2018-035 was pulled from the
agenda.
BILL NO.2018-036 City Clerk Robin Kincaid gave first reading of Bill No. 2018-036.
PT Fire Hire-Roy Alderman Cretsinger moved to accept first reading and place Bill
2018-036 on second and final reading, second by Alderman
Hammond.
Yes: Cretsinger, Hammond, Bowman, LoPorto, and Fuller.
Alderman Cretsinger moved to approve Bill 2018-036 and enact
said bill as ordinance, second by Alderman Bowman.
Yes: Cretsinger, Bowman, LoPorto, Fuller, and Hammond.
Motion carried 5-0.
BILL NO.2018-037 City Clerk Robin Kincaid gave first reading of Bill No. 2018-037.
Amend Code-Golf Carts City Administrator explained the regulations amending the code to
allow golf carts on city streets.
Alderman Cretsinger moved to accept first reading and place Bill
2018-037 on second and final reading, second by Alderman
LoPorto.
Yes: Cretsinger, LoPorto, Hammond, Fuller, and Bowman.
Alderman Cretsinger moved to approve Bill 2018-037 and enact
said bill as ordinance, second by Alderman LoPorto.
Yes: Cretsinger, LoPorto, Fuller, Bowman, and Hammond.
Motion carried 5-0.
BILL NO.2018-038 City Clerk Robin Kincaid gave first reading of Bill No. 2018-038.
Final Plat Hansen West 2"d Plat Community Development Director Mike Duffy reported the
purpose of this final plat and the Planning and Zoning Commission
voted to approve unanimously.
Alderman Hammond moved to accept first reading and place Bill
2018-038 on second and final reading, second by Alderman
Cretsinger.
Yes: Hammond, Cretsinger, Bowman, Fuller, and LoPorto.
Alderman Bowman moved to approve Bill 2018-038 and enact
said bill as ordinance, second by Alderman Hammond.
Yes: Bowman, Hammond, Cretsinger, LoPorto, and Fuller.
Motion carried 5-0.
CITY ADMINISTRATOR Nothing to report.
COMMUNITY DEVELOPMENT Nothing to report.

ENGINEERING City Engineer Travis Hoover reported that the first of 14 meetings
for the Route 9 and Mattox Road Interchange Project was held.
Design is beginning now and they will let the project in May 2019.
FINANCE Nothing to report.
FIRE Fire Chief Gordon Fowlston updated the Board that Captain
Stubler, Captain Clark, Assistant Chief Taylor and I attended the
International Association of Fire Chiefs Conference in Dallas,
Texas. Captain Stubler and Captain Clark finished a three-year
program for company officers. We now have five of our guys that
have completed the program.
POLICE Nothing to report.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Nothing to report.
MAYOR'S DISCUSSION Mayor Rose wanted to thank Tom and the Public Works
Department for clearing areas by the new signage Travis and Noel
have installed on the MRT trail, making it look really nice for photo
shoot with the Mayor of Parkville and myself for the cover of a
magazine. Thank you to Travis for keeping on top of our dirt
projects. September is going to be busy with the MML
Conference, Brian Koral starts the NRCC Leadership this week,
the Washington DC trip and ICMA commitment Brian will be
involved in for September. There is the Legislative Breakfast at
the Argosy coming up and the Northland Regional Chamber lunch
was today where they discussed Proposition D.
BOARD OF ALDERMEN Alderman Hammond— Nothing to report.
Alderman Bowman—Nothing to report.
Alderman Fuller— Nothing to report.
Alderman LoPorto—Asked Chief Skinrood if there had been any
development on the hits on vehicles in our neighborhoods. Chief
Skinrood said that there has been, but nothing that may be
discussed at this time.
Alderman Cretsinger— Nothing to report
MOTION TO ADJOURN Alderman Bowman moved to adjourn the meeting at 7:22 p.m.,
,second by Alderman LoPorto.
Yes: Bowman, LoPorto, Hammond, Cretsinger, and Fuller.
