A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the
City Hall, of Riverside, Missouri, on March 2, 2004 at 7:30 p.m.
Those in attendance were Mayor Betty Burch, Aldermen Burns, Looker, Darata, Legaard, Super
and Beard.
Also present were, David Blackburn, City Administrator, Holly Phillips, Administrative Assistant,
Chief Wylie Simpson, Director of Public Safety, John Jackson, City Engineer, Brent Miles, Planning &
Zoning and Community Development Coordinator, Matt Kitzi, City Attorney's office.
Visitors Comments, A resident of Kansas City, Missouri ex~ressed her concerns about Northwood
Northwood Road Road around the I-29 and South of 52° Street area. Her daughter's friend
Improvements recently rolled her car off of the shoulder, one car accident, and no injuries.
She would like to see guardrails installed in that area of the roadway, or
something to improve the road for it to be less treacherous.
Minutes, Feb 10, 2004 Alderman Burns moved that the minutes of February 10, 2004 be approved
Approved as corrected, seconded by Alderman Legaazd, the vote was:
Aye: Aldermen Beazd, Looker, Dazata, Super, Legaard and Burns.
Motion carries.
Minutes, Feb 17, 2004 Alderman Legaard moved that the minutes of February 17, 2004 be approved,
Approved seconded by Alderman Super, the vote was:
Aye: Aldermen Looker, Legaazd, Burns, Dazata, Beard and Super.
Motion carries.
Public Heazing Aldermen Looker moved to table the Public Hearing until March 16, 2004
Continued for Beverly Lumber's request for a Building Pernrit, seconded by Aldermen
until March 16th Darata, the vote was:
Aye: Aldermen Burris, Super, Beard, Legaazd, Darata and Looker.
Motion carries.
Board of Zoning Brent said the Board of Zoning Adjustment approved a variance on February
Adjustment Approval 19`s for Flavia Tarwater, 3005 NW Florence.
Building Pemrit Alderman Looker moved to approve a Building Pemrit for Flavia Tarwater,
Flavia Tarwater- 3005 NW Florence for a front porch within the front yard setback, seconded by
3005 NW Florence, Alderman Darata, the vote was:
Approved
Aye: Aldermen Burns, Legaard, Super, Beard, Darata and Looker.
Motion carries.

Corps of Engineers- Bob Dimmitt with the Corps of Engineers brought the following guests: Charles
Cost of Design for Detrick; Siv Sivakumar; and Fred Kraft, 700 Federal Bldg., 601E 12'~ St.,
Stoplog Gap at Kansas City, MO. Bob Dimmitt passed out the "Memorandum of Agreement
W. Platte Rd. between The Department Of The Army and The Riverside-Quindazo Bend
Levee District of Platte County Missouri For Reimbursable Work For Others On
Missouri River Levee Unit L-385" and stated below:
• Page SA2-1 is the scope of the Corps agreement and estimated
cost.
• Page SA2-2, #7 reflects the design cost of $75,000.00 that is
negotiated with the contractor and maybe more or less.
• Attachment 1 is the scope of the design.
• Line Creek Wall has been built, Stoplog gap will tie in to Line
Creek Wall, and different loading conditions will apply due to
the walls existence.
• Aluminum square is standazd for stoplogs.
• Bolts are 8-10 feet of center, so the stoplogs can slide
between.
• 83% complete on Levee.
• Contractors plan to be done in June, and turn it over to the
Levee district.
• Working on Stoplog on 9 highway
• Up & Over is Underway.
Comments Alderman Super this has been approved and agreed upon. In addition, Alderman
Burris said the straight Stoplog cost was already set and designed. Bob Dimmitt
said there is a steel shortage and they will probably go with a different type of
foundation floodwall that is already in place and tie into the Stoplog structure.
Mr. Sivakumar said the Stoplog would have to be specially designed to tie into
the Line Creek Wall and this is a complication because the wall is akeady in
place. Different loading conditions apply because of the wall.
Bob Dimmitt said the aluminum square is a standazd, the difference is the logs
could be different lengths. Mr. Sivakumar said the logs are 8-10 feet offcenter
where the logs slide between the bolts.
Bob said the contractors plan to be fmished in June. The levee is 83% complete.
ESI will be fmished by June-July 4th and all turned over to the Levee District
Alderman Looker said the cost is a mute point if we have akeady agreed to it.
Mayors Comments Proceed with project.
Scott Postam Mr. Postam said he has been trying for several yeazs to purchase property in
7709 Roberts Rd Riverside for selling fireworks. He is currently looking at the 14 acres off of
Weatherby Lake- Van-De-Populiaz and spoke with the property owner Bob Varker.
Sale of Fireworks
Brent's Comments Fireworks Code - 605.320C states it shall be unlawful for fireworks sale if not
under zoning of City. That property is zoned "GPI".
Mayors Comments That property is not currently zoned for selling of fireworks.

Court Report Alderman Dazata moved to approve the Court Report for January, seconded by
for Januazy, Alderman Looker, the vote was:

Bill No. 2004-21 Alderman Beard moved to place Bill No. 2004-21 on its first reading,
Payment of said Bill authorizing the payment of certain indebtedness listed therein,
Indebtedness seconded by Alderman Darata, the vote was:
Aye: Aldermen Burris, Super, Looker, Legaazd, Dazata and Beard.
Motion carries.
Ordinance No. 2004-21 Alderman Looker moved to place Bill No. 2004-21 on its second reading,
Approved and upon passage of same become Ordinance No. 2004-21, seconded
by Alderman Legaard, the vote was:
Aye: Aldermen Beard, Darata, Bums, Super, Legaard and Looker.

Bill No. 2004-22 Alderman Super moved to place Bill No. 2004-22 on its first reading,
Author. the Mayor said Bill authorizing the Mayor to enter into an Intergovernmental

Intergovernmental Management District, to provide Household Hazazdous Waste Management
Agreement with the Services to the residents of the City of Riverside, seconded by Alderman Mid-

Ordinance No. 2004-22 Alderman Beazd moved to place Bill No. 2004-22 on its second reading,

Ordinance No. 2004-23 Alderman Burris moved to place Bill No. 2004-23 on its second reading,

Brent's Comments James Hare is now a Certified Residential Inspector.
Aldermen's Comments Aldermen Burris said the fence that has been taken down in front of Quik Trip
is great.
Aldermen Looker said that Evelyn Poe has complained about the orange
fence between the sidewalk and Available Constmction. Brent said he spoke
with Paul and he would like to install stucco. With the improvements to NW
Gateway, a variance would have to be approved.
Aldermen Looker asked about the transportation tax and she was told this is
sales tax and utilities apply to franchise tax. Alderman Looker asked if the
sewer bonds had been retired. Mayor Burch said "yes."
Aldermen Darata said there is still a problem with the street light going off and
on at Hermosa.
Aldermen Legaadd called KCP&L about the light problem and got shuffled
around on talking to people. She is still waiting for a resolution on the defective
light.
Aldermen Legaard said that she received a call from Betty Johnson complaining
about the unevenness (dirt sinking) aoound the retaining wall in her yazd. The
City Engineer will investigate. Aldermen Beard thought the problem was
resolved by the previous City Engineer, Dick Winner.
Motion for Closed Alderman Legaard moved that the meeting go into closed session, pursuant to
Session RSMo 610.021(1) for discussion of Legal Issues, RSMo 610.021(2) Real Estate
and 610.021(3) Personnel Issues with the City Attorney, seconded by Alderman
Looker, and the vote was:
Aldermen Super, Beazd, Legaard, Bums, Darata and Looker.
Motion carries.
Motion for Open Alderman Legaadd moved that the meeting go into open session, seconded by
Session Aldem~an Looker, and the vote was:
Aye: Alderman Burris, Beard, Super, Dazata, Looker and Legaard.
Motion Carries.
Adjournment By unanimous decision the meeting adjourned at 8:53 p.m.
