HomeMy WebLinkAbout2018-09-04 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, September 4, 2018 The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, September 4, 2018. Mayor Rose called the regular meeting to order at 6:15 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Aaron Thatcher, Jill Hammond, Nathan Cretsinger, Mike Fuller, Sal LoPorto, and Al Bowman. Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Police Chief Chris Skinrood, Community Development Director Mike Duffy, City Engineer Travis Hoover, Fire Chief Gordon Fowlston, and Human Resources Manager Amy Strough. Also present was City Attorney Paul Campo. MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed CLOSED @ 6:15 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, and RSMo 610.021(3) hiring, firing, disciplining or promoting a particular employee, when personal information about the employee is discussed, second by Alderman Bowman. Yes: Thatcher, Hammond, Bowman, Cretsinger, Fuller, and LoPorto. Motion carried 6-0. MOTION TO ADJOURN Alderman Hammond moved at 6:59 p.m. to adjourn closed CLOSED @ 6:59 P.M. session with action taken, second by Alderman Cretsinger. Yes: Hammond, Cretsinger, Bowman, Fuller, LoPorto, and Thatcher. Motion carried 6-0. Mayor Rose called the Regular Session Meeting to order at 7:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Nathan Cretsinger, Al Bowman, Sal LoPorto, Mike Fuller, Aaron Thatcher, and Jill Hammond. Also present was City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. 1 PUBLIC COMMENT None. CONSENT AGENDA Alderman Bowman moved to approve the consent agenda as presented, second by Alderman LoPorto. Yes: Bowman, LoPorto, Hammond, Cretsinger, Fuller, and Thatcher. Motion carried 6-0. MINUTES OF 08-2148 Alderman Bowman moved to approve the minutes of the August 21, 2018 regular meeting, second by Alderman LoPorto. Yes: Bowman, LoPorto, Hammond, Cretsinger, Fuller, and Thatcher. Motion carried 6-0. RESOLUTION 2018-086 Alderman Bowman moved to approve Resolution 2018-086 Real Estate Conveyances accepting certain real estate conveyances from Laurence V. Reece, Baldin &Oslin Reece and Phyllis A. Reece, second by Alderman LoPorto. Yes: Bowman, LoPorto, Hammond, Cretsinger, Fuller, and Thatcher. Motion carried 6-0. RESOLUTION 2018-087 Alderman Bowman moved to approve Resolution 2018-087 Proxy for Levee District granting and approving the execution of a proxy for the annual Annual Meeting meeting of Landowners of Riverside-Quindaro Bend Levee District, second by Alderman LoPorto. Yes: Bowman, LoPorto, Hammond, Cretsinger, Fuller, and Thatcher. Motion carried 6-0. REGULAR AGENDA RESOLUTION 2018-085 Alderman Thatcher moved to approve Resolution 2018-085 Bill Pay authorizing the expenditure of funds for fiscal year 2018- 2019, for week ending August 24'" and August 31"in the amount of$293,535.93, second by Alderman Hammond. Yes: Thatcher, Hammond, Cretsinger, LoPorto, and Fuller. No: none. Abstain: Bowman. Motion carried 5-0-1. BILL NO.2018-041 City Clerk Robin Kincaid gave first reading of Bill No. 2018-041. Renaissance Engineering Serv. Alderman LoPorto moved to accept first reading and place Bill No. 2018-041 on second and final reading, second by Alderman Cretsinger. Yes: LoPorto, Cretsinger, Thatcher, Hammond, Fuller, and Bowman. Motion carried 6-0. Alderman Bowman moved to approve Bill 2018-041 and enact said bill as ordinance, second by Alderman Cretsinger. Yes: LoPorto, Cretsinger, LoPorto, Hammond, Thatcher, and Fuller. Motion carried 6-0. 2 BILL NO.2018-035 City Clerk Robin Kincaid gave first reading of Bill No. 2018-035. PT Fire Hire- Burgess Alderman Hammond moved to accept first reading and place Bill 2018-035 on second and final reading, second by Alderman Bowman. Yes: Hammond, Bowman, Fuller, Thatcher, Cretsinger, and LoPorto. Alderman Bowman moved to approve Bill 2018-035 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Bowman, Thatcher, Fuller, Cretsinger, LoPorto, and Hammond. Motion carried 6-0. BILL NO.2018-040 City Clerk Robin Kincaid gave first reading of Bill No. 2018-040. PT Court Hire-Zink Alderman Hammond moved to accept first reading and place Bill 2018-040 on second and final reading, second by Alderman Bowman. Yes: Hammond, Bowman, Cretsinger, Thatcher, Fuller, and LoPorto. Alderman Cretsinger moved to approve Bill 2018-040 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Cretsinger, Thatcher, LoPorto, Bowman, Fuller, and Hammond. Motion carried 6-0. Liquor License Approval Alderman Hammond moved to approve the picnic not-for-profit Carved Event— 10.27.18 liquor license contingent upon State of Missouri approval for the Riverside Chamber of Commerce, Managing Agent Shelbi Neel for the Carved Event on October 27, 2018, second by Alderman LoPorto. Yes: Hammond, LoPorto, Fuller, Thatcher, Bowman, and Cretsinger. Motion carried 6-0. CITY ADMINISTRATOR City Administrator Brian Koral asked the Board to determine an alternate date for the next meeting due to several staff and Board being gone to MML Annual Conference September 16— 19. Following discussion, consensus of the Board was to move the next regular meeting to September 25, 2018. In a November meeting we will have a fund balance discussion as we approach the next fiscal year. There is a legislative breakfast this Thursday morning, 7:30 a.m. at Argosy, if anyone would like to attend, let Robin know to make reservations. We also had a meeting with the owner of River Roll and how to manage the special events that he plans in the future. COMMUNITY DEVELOPMENT Nothing to report. 3 ENGINEERING City Engineer Travis Hoover informed the Board of a Confluence presentation on September 20'" at 6:00 p.m. at a special Park Board Meeting to discuss future destination playground design at E. H. Young Park. FINANCE Nothing to report. FIRE Fire Chief Gordon Fowlston stated that the guys will be out this weekend doing their Boot Block for MDA. This coming Sunday there will be a crew of guys downtown at Crown Center participating in the 911 Climb for firefighters in New York. I will be helping to escort a fallen firefighter's family from Mayview, Missouri to the National Firefighters Memorial Service in Emmetsburg, Maryland. The Fire Department Open House is in October. POLICE Nothing to report. PUBLIC WORKS Nothing to report. LEVEE BOARD City Engineer Hoover stated the next meeting is on September 19'". MAYOR'S DISCUSSION Mayor Rose the Legislative Breakfast on Thursday morning, and in October, Argosy is holding a three-day event for their special customers from across the United States are invited. Make sure you find out all you can on the Carved Event the Chamber is hosting on October 27"'. The Truck Show is this weekend at the park. BOARD OF ALDERMEN Alderman Fuller-Nothing to report. Alderman Cretsinger-Scheduling for next month's meetings were Discussed and determined that the second meeting in October will possibly be on Tuesday, October 231".
