HomeMy WebLinkAbout2018-09-25 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, September 25, 2018 The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, September 25, 2018. Mayor Pro Tem Thatcher called the regular meeting to order at 6:15 p.m. Those in attendance were Mayor Pro Tem Aaron Thatcher, Aldermen Nathan Cretsinger, Mike Fuller, Sal LoPorto, Al Bowman, and Jill Hammond. (Mayor Rose arrived at 6:38 p.m.) Also present were Community Development Director Mike Duffy, City Clerk Robin Kincaid, Fire Chief Gordon Fowlston, Finance Director Donna Oliver, and City Engineer Travis Hoover. Also present was Attorney Padraic Corcoran associate with Williams and Campo. MOTION TO ENTER INTO Alderman Bowman moved that the meeting go into closed CLOSED @ 6:16 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, and RSMo 610.021 (2) Leasing, purchase or sale of real estate where public knowledge might adversely affect legal consideration, second by Alderman LoPorto. Yes: Bowman, LoPorto, Hammond, Fuller, Thatcher, and Cretsinger. Motion carried 6-0. MOTION TO ADJOURN Alderman Bowman moved at 7:11 p.m. to adjourn closed CLOSED @ 7:11 P.M. session with no action taken, second by Alderman LoPorto. Yes: Bowman, LoPorto, Fuller, Hammond, Cretsinger, and Thatcher. Motion carried 6-0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:12 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Nathan Cretsinger, Al Bowman, Jill Hammond, Sal LoPorto, Aaron Thatcher, and Mike Fuller. Also present were Community Development Director Mike Duffy, City Clerk Robin Kincaid, City Engineer Travis Hoover, Chief Gordon Fowlston, Police Captain Gary McMullin, Finance Director Donna Oliver, and Capital Projects & Parks Manager Noel Challis. Also present was Attorney Padraic Corcoran with Williams &Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. 1 CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda with Resolution R-2018-090 removed from the agenda and will be heard at the next meeting, second by Alderman Hammond. Yes: Thatcher, Hammond, Cretsinger, Bowman, Fuller, and LoPorto. Motion carried 6-0. MINUTES OF 08-04-18 Alderman Thatcher moved to approve the minutes of the September 4, 2018 regular meeting, second by Alderman Hammond. Yes: Thatcher, Hammond, Cretsinger, Bowman, Fuller, and LoPorto. Motion carried 6-0. COURT REPORT Alderman Thatcher moved to approve the August 2018 Court Report, second by Alderman Hammond. Yes: Thatcher, Hammond, Cretsinger, Bowman, Fuller, and LoPorto. Motion carried 6-0. RESOLUTION 2018-088 Alderman Thatcher moved to approve Resolution 2018-089 Declare Surplus Police Equip. declaring certain police equipment to be surplus and authorizing disposal, second by Alderman Hammond. Yes: Thatcher, Hammond, Cretsinger, Bowman, Fuller, and LoPorto. Motion carried 6-0. RESOLUTION 2018-080 Mayor Rose requested to pull this resolution from the agenda this Pulled from Agenda evening and place it on the next regular meeting agenda. REGULAR AGENDA RESOLUTION 2018-088 Alderman Thatcher moved to approve Resolution 2018-088 Bill Pay authorizing the expenditure of funds for fiscal year 2018- 2019, for week ending September 7"', September 14th, and September 2151 in the amount of$363,434.06, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Fuller, and Cretsinger. No: None. Abstain: Hammond and Bowman. Motion carried 4-0-2. BILL NO.2018-042 City Clerk Robin Kincaid gave first reading of Bill No. 2018-042. Slaughter—Community Dev. Alderman Thatcher moved to accept first reading and place Bill No. 2018-042 on second and final reading, second by Alderman Hammond. Yes: Thatcher, Hammond, Bowman, Cretsinger, LoPorto, and Fuller. Motion carried 6-0. 2 Alderman Hammond moved to approve Bill 2018-042 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Hammond, Thatcher, LoPorto, Bowman, Fuller, and Cretsinger. Motion carried 6-0. BILL NO.2018-043 City Clerk Robin Kincaid gave first reading of Bill No. 2018-043. PT Fire Hire- Reed Alderman Thatcher moved to accept first reading and place Bill 2018-043 on second and final reading, second by Alderman Bowman. Yes: Thatcher, Bowman, Hammond, Cretsinger, LoPorto, and Fuller. Motion carried 6-0. Alderman Hammond moved to approve Bill 2018-043 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Hammond, Thatcher, Cretsinger, Fuller, LoPorto, and Bowman. Motion carried 6-0. BILL NO.2018-044 City Clerk Robin Kincaid gave first reading of Bill No. 2018-044. PT Fire Hire-Gholson Alderman Thatcher moved to accept first reading and place Bill 2018-044 on second and final reading, second by Alderman Cretsinger. Yes: Thatcher, Cretsinger, Bowman, Hammond, LoPorto, and Fuller. Motion carried 6-0. Alderman Hammond moved to approve Bill 2018-044 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Hammond, Thatcher, Fuller, LoPorto, Bowman, and Cretsinger. Motion carried 6-0. BILL NO.2018-045 City Clerk Robin Kincaid gave first reading of Bill No. 2018-045. Police New Hire-Bailey Alderman Thatcher moved to accept first reading and place Bill 2018-045 on second and final reading, second by Alderman Hammond. Yes: Thatcher, Hammond, Fuller, Bowman, Cretsinger, and LoPorto. Motion carried 6-0. Alderman Hammond moved to approve Bill 2018-045 and enact said bill as ordinance, second by Alderman Cretsinger. Yes: Hammond, Cretsinger, Thatcher, LoPorto, Fuller, and Bowman. Motion carried 6-0. BILL NO.2018-046 City Clerk Robin Kincaid gave first reading of Bill No. 2018-046. Crime Scene Response Police Captain McMullin explained the need for this agreement Services Agreement and answered questions from the Board. 3 Alderman Thatcher moved to accept first reading and place Bill 2018-046 on second and final reading, second by Alderman Hammond. Yes: Thatcher, Hammond, Bowman, Cretsinger, Fuller, and LoPorto. Motion carried 6-0. Alderman Cretsinger moved to approve Bill 2018-046 and enact said bill as ordinance, second by Alderman Hammond. Yes: Cretsinger, Hammond, Fuller, LoPorto, Bowman, and Thatcher. Motion carried 6-0. CITY ADMINISTRATOR Absent—no report. COMMUNITY DEVELOPMENT Nothing to report. ENGINEERING Capital Projects and Parks Manager Noel Challis discussed the Public Art proposal to draw tourists and interest along the trails. Budget is currently at $15,000 and the Tourism Commission is supportive of using $40,000 from their funding to meet the desired budget for the proposed Public Art Project. Following brief discussion, Alderman Thatcher moved to amend the Tourism Fund Budget, delegating $40,000 to the Public Art Project as presented by Parks Manager Noel Challis, second by Alderman Hammond. Yes: Thatcher, Hammond, Cretsinger, LoPorto, Fuller, and Bowman. Motion carried 6-0. FINANCE Nothing to report. FIRE Fire Chief Gordon Fowlston reminded the Mayor and Board of the open house on October 11 m and shared a few of the activities that are planned for that evening. Fowlston also stated that Riverside Fire has begun a partnership with Argosy employees and security officers for CPR and first aid training. POLICE Captain Gary McMullin reported that the two Chevrolet Tahoe Vehicles, a 2011 and 2015 sold today on Purple Wave for $29,300. PUBLIC WORKS Nothing to report. LEVEE BOARD City Engineer Travis Hoover explained that the MRT trail mileage markers are going to be complete soon. 4 MAYOR'S DISCUSSION Mayor Rose announced that September has been busy and flown by. The MML Annual Conference in Branson last week was one of the best training opportunities ever. I am sorry that the DC Fly- In trip was cancelled due to the hurricane and the two aldermen did not get to experience that trip. We hope that will happen next year. I just got back from Denver, CO today on a trip with the Greater Kansas City Chamber. Thank you for the support from the Board to allow me to participate in that great opportunity. We have a lot of events in October. BOARD OF ALDERMEN Alderman Bowman—Nothing to report. Alderman Hammond— Nothing to report. Alderman Cretsinger—I attended the NRCC monthly luncheon. Kansas City Manager, Shulte spoke. He touched on the new airport, which was interesting to me. It was a good opportunity to meet people. I also want to thank Mike Duffy, Travis Hoover, and Brian Koral for their help with our issues in the Montabella neighborhood. The October 16"' meeting will likely be move to October 231tl due to a several staff members being gone to a conference. Alderman LoPorto— Nothing to report. Alderman Thatcher—Nothing to report. Alderman Fuller— Inquired of the incident of people sleeping in the E.H. Young Park. Community Development Director Duffy reported that Public Works, Police and other city staff are working on the issue and the variety of concerns, for a constructive solution.
