REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, October 23, 2018
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
October 23, 2018.
Mayor Kathy Rose called the regular meeting to order at 6:30 p.m. Those in attendance were
Aldermen Aaron Thatcher, Nathan Cretsinger, Mike Fuller, Sal LoPorto, Al Bowman, and Jill
Hammond. (Arrived at 6:35 p.m.)
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Fire Chief Gordon Fowlston, Finance Director Donna Oliver, Human
Resource Manager Amy Strough, and City Engineer Travis Hoover. Also present were Attorney
Padraic Corcoran associate with Williams and Campo and Special Counsel Joe Bednar.
MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed
CLOSED @ 6:31 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, and RSMo 610.021 (2) Leasing, purchase or sale of
real estate where public knowledge might adversely affect legal
consideration, and RSMo 610.021(3) hiring, firing, disciplining or
promoting a particular employee, when personal information
about the employee is discussed, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Bowman, Fuller, and Cretsinger.
Motion carried 5-0.
MOTION TO ADJOURN Alderman Bowman moved at 7:03 p.m. to adjourn closed
CLOSED @ 7:03 P.M. session with action taken, second by Alderman LoPorto.
Yes: Bowman, LoPorto, Fuller, Hammond, Cretsinger, and
Thatcher.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at
7:03 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Nathan Cretsinger, Al Bowman, Jill
Hammond, Sal LoPorto, Aaron Thatcher, and Mike Fuller.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover,
Chief Gordon Fowlston, Police Chief Chris Skinrood, Human Resources Manager Amy Strough,
and Finance Director Donna Oliver. Also present was Attorney Padraic Corcoran with Williams
&Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.

PUBLIC COMMENT None.
CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda with
Resolution R-2018-090 and Resolution R-2018-094 removed from
the consent to be considered on the regular agenda, second by
Alderman LoPorto.
Yes: Thatcher, LoPorto, Cretsinger, Bowman, Fuller, and
Hammond.
Motion carried 6-0.
MINUTES OF 10-02-18 Alderman Thatcher moved to approve the minutes of the October
2, 2018 regular meeting, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Cretsinger, Bowman, Fuller, and
Hammond.
Motion carried 6-0.
COURT REPORT Alderman Thatcher moved to approve the September 2018 Court
Report, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Cretsinger, Bowman, Fuller, and
Hammond.
Motion carried 6-0.
RESOLUTION 2018-093 Alderman Thatcher moved to approve Resolution 2018-093
Declare Surplus Police Equip. declaring certain police equipment to be surplus and authorizing
disposal, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Cretsinger, Bowman, Fuller, and
Hammond
Motion carried 6-0.
REGULAR AGENDA
RESOLUTION 2018-090 Alderman Bowman moved to approve Resolution 2018-090
Appoint Thatcher to HBPA appointing Aaron Thatcher to the Board of Directors of the
Horizons Business Park Association, second by Alderman
Cretsinger.
Yes: Bowman, Cretsinger, Fuller, Hammond, and LoPorto.
No: None.
Abstain: Thatcher.
Motion carried 5-0-1.
RESOLUTION 2018-094 Alderman Cretsinger moved to approve Resolution 2018-094
Appoint LoPorto to HBPA appointing Salvatore LoPorto to the Board of Directors of the
Horizons Business Park Association, second by Alderman
Hammond.
Yes: Cretsinger, Hammond, Thatcher, Fuller, and Bowman.
No: None.
Abstain: LoPorto.
Motion carried 5-0-1.

PUBLIC HEARING Mayor Rose announced the public hearing at 7:06 p.m. for a
Preliminary Plat 5710 NW 41st preliminary plat for land located generally south of 5710 NW 418'
and west of NW Mattox Road Street and west of NW Mattox Road, in the City of Riverside,
Missouri, remains open.
Mayor Rose asked for a motion to continue the request to the
November 20'" regular meeting.
Alderman Thatcher moved to continue the public hearing for the
preliminary plat for land located generally south of 5710 NW 418f
Street and west of NW Mattox Road to the next regular meeting
on November 20, 2018, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Fuller, Bowman, Hammond, and
Cretsinger.
Motion carried 6-0.
RESOLUTION 2018-082 Alderman Thatcher moved to approve Resolution 2018-092
Bill Pay authorizing the expenditure of funds for fiscal year 2018-
2019, for week ending October 5'", October 12'^, and October 19"'
in the amount of$444,321.41, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Fuller, and Cretsinger.
No: None.
Abstain: Hammond and Bowman.
Motion carried 4-0-2.
BILL NO.2018-051 City Clerk Robin Kincaid gave first reading of Bill No. 2018-051.
MIMS Agreement Fire Chief Fowlston explained the purpose of this bill for our
Emergency Management Director to be a member of this MIMS
team.
Alderman Thatcher moved to accept first reading and place Bill
No. 2018-051 on second and final reading, second by Alderman
Hammond.
Yes: Thatcher, Hammond, Fuller, LoPorto, Cretsinger, and
Bowman.
Motion carried 6-0.
Alderman Cretsinger moved to approve Bill 2018-051 and enact
said bill as ordinance, second by Alderman Hammond.
Yes: Cretsinger, Hammond, Fuller, Bowman, LoPorto, and
Thatcher.
Motion carried 6-0.
BILL NO.2018-052 City Clerk Robin Kincaid gave first reading of Bill No. 2018-052.
MOU with Platte County Health Alderman Thatcher moved to accept first reading and place Bill
2018-052 on second and final reading, second by Alderman
Hammond.
Yes: Thatcher, Hammond, Bowman, Fuller, Cretsinger, and
LoPorto.
Motion carried 6-0.
Alderman Hammond moved to approve Bill 2018-052 and enact
said bill as ordinance, second by Alderman Cretsinger.
Yes: Hammond, Cretsinger, Thatcher, LoPorto, Bowman, and
Fuller.
Motion carried 6-0.

POLICE Nothing to report.
PUBLIC WORKS Public Works Director Tom Wooddell announced another curbside
yard waste collection this Friday.
LEVEE BOARD City Engineer Travis Hoover announced that the elections were
held at the annual meeting. Travis and Zach were nominated and
elected back to the Board.
MAYOR'S DISCUSSION Mayor Rose stated that the MPR Conference in Branson Missouri
last week was very informative and thanked the Board for moving
the meeting a week later to allow for several to attend. Trunk or
Treat was the largest turnout ever, around 800 children, not to
count the adults. Staff did a wonderful job on trunks for the
children and it was so much fun. The Fitness Court Opening was
Saturday morning. Friday and Saturday was Argosy's Iconic
Event that I attended in the afternoon and it was fabulous, there
were gamers from 18 states. Red X held their 70°i Anniversary
last Saturday and this Saturday they are bringing in Maker's Mark
truck, that should be a great event as well. This Saturday is the
Carved Event at EH Young Park. It is the last event before the
park transformation begins. The election is two weeks from
tonight.

Alderman Bowman — Nothing to report.
Alderman Fuller—Nothing to report.
Alderman Thatcher—Argosy has a ribbon cutting tomorrow at
4:00 p.m.
Alderman LoPorto—Nothing to report.
Alderman Cretsinger—Good to see another alderman at an
Argosy event a few weeks ago.
Police Chief Skinrood requested that Board members get messages out to their residents to
close garage doors at night. There are many still open when police are patrolling
neighborhoods in the evening.

Mayor Rose asked about the water tower painting and the city logo? Community Development
Director Mike Duffy shared information and that staff will be looking at available options and will
keep the Board updated.
MOTION TO ADJOURN Alderman Cretsinger moved to adjourn the meeting at 7:24 p.m.,
second by Alderman Bowman.
Yes: Cretsinger, Bowman, LoPorto, Fuller, Thatcher, and
Hammond.
