BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, November 6, 2018
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
November 6, 2018.
Mayor Rose called the regular meeting to order at 6:45 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Aaron Thatcher, Jill Hammond, Nathan Cretsinger, Mike Fuller, Sal
LoPorto, and Al Bowman.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, City Planner Sarah
Wagner, Human Resource Manager Amy Strough, Chief Chris Skinrood, Fire Chief Gordon
Fowlston, and City Engineer Travis Hoover. Also present was City Attorney Paul Campo.
MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed
CLOSED @ 5:45 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, purchase or sale of real
estate where public knowledge might adversely affect legal
consideration, RSMo 610.021(3) hiring, firing, disciplining or
promoting a particular employee, when personal information
about the employee is discussed, and RSMo 610.021 (21)
Records that identify the configuration of components or the
operation of a computer, computer system, network, or
telecommunications network, and would allow unauthorized
access to or unlawful disruption of a computer, computer
system, network, or telecommunications network of a public
governmental body, second by Alderman Hammond.
Yes: Thatcher, Hammond, Cretsinger, Fuller, LoPorto, and
Bowman.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Bowman moved at 7:02 p.m. to adjourn closed
CLOSED @ 7:02 P.M. session with action taken, second by Alderman LoPorto.
Yes: Bowman, LoPorto, Fuller, Cretsinger, Hammond, and
Thatcher.
Motion carried 6-0.
Mayor Rose called the Regular Session Meeting to order at 7:07 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Nathan Cretsinger, Al Bowman, Sal
LoPorto, Mike Fuller, Aaron Thatcher, and Jill Hammond.

Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Public Works
Director Tom Wooddell, City Engineer Travis Hoover, Police Chief Chris Skinrood, Fire Chief
Gordon Fowlston, City Planner Sarah Wagner, Finance Director Donna Oliver, Human
Resources Manager Amy Strough, and Capital Projects & Parks Manager Noel Challis. Also
present was City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT Natasha Scruggs with The Scruggs Law Firm introduced herself to
the Mayor and Board and announced that she will have an open
house at her new law office located at 2703 NW Platte Road on
December 13t.
CONSENT AGENDA Alderman Bowman moved to approve the consent agenda as
presented, second by Alderman LoPorto.
Yes: Bowman, LoPorto, Cretsinger, Hammond, Thatcher, and
Fuller.
Motion carried 6-0.
MINUTES OF 10-23-18 Alderman Bowman moved to approve the minutes of the October
23, 2018 regular meeting, second by Alderman LoPorto.
Yes: Bowman, LoPorto, Cretsinger, Hammond, Thatcher, and
Fuller.
Motion carried 6-0.
RESOLUTION 2018-085 Alderman Bowman moved to approve Resolution 2018-095
Bill Pay authorizing the expenditure of funds for fiscal year 2018-
2019, for week ending October 26th and November 2nd in the
amount of$468,827.31, second by Alderman LoPorto.
Yes: Bowman, LoPorto, Cretsinger, Hammond, Thatcher, and
Fuller.
Motion carried 6-0.
RESOLUTION 2018-098 Alderman Bowman moved to approve Resolution 2018-096
Surplus Police Equipment declaring certain police equipment to be surplus and authorizing
disposal, second by Alderman LoPorto.
Yes: Bowman, LoPorto, Cretsinger, Hammond, Thatcher, and
Fuller.
Motion carried 6-0.
RESOLUTION 2018-097 Alderman Bowman moved to approve Resolution 2018-097
Surplus Fire Dept Equipment declaring certain Fire Department self-contained breathing
apparatus equipment to be surplus and authorizing disposal and
accepting a donation of automated CPR compression device,
second by Alderman LoPorto.
Yes: Bowman, LoPorto, Cretsinger, Hammond, Thatcher, and
Fuller.
Motion carried 6-0.

RESOLUTION 2018-098 Alderman Bowman moved to approve Resolution 2018-098
CO2 Larrison Construction approving change order 2 to the agreement with Larrison
Construction, Inc. for the fitness court project decreasing total
amount to a revised contract amount of$54,412.63, second by
Alderman LoPorto.
Yes: Bowman, LoPorto, Cretsinger, Hammond, Thatcher, and
Fuller.
Motion carried 6-0.
REGULAR AGENDA
BILL NO.2018-050 City Clerk Robin Kincaid gave first reading of Bill No. 2018-050.
Final Plat Lot 1 Briarcliff Plaza City Planner Sarah Wagner explained that this bill for a final plat is
preparation for a third office building at that location and they are
planning to have a two story office building.
Alderman Thatcher moved to accept first reading and place Bill
No. 2018-050 on second and final reading, second by Alderman
Hammond.
Yes: Thatcher, Hammond, Bowman, Cretsinger, LoPorto, and
Fuller.
Motion carried 6-0.
Alderman Bowman moved to approve Bill 2018-050 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Bowman, Thatcher, Hammond, LoPorto, Fuller, and
Cretsinger.
Motion carried 6-0.
BILL NO.2018-053 City Clerk Robin Kincaid gave first reading of Bill No. 2018-053.
Mutual Aid Agreement Fire Chief Gordon Fowlston explained the purpose of this mutual
aid agreement.
Alderman Thatcher moved to accept first reading and place Bill
No. 2018-053 on second and final reading, second by Alderman
LoPorto.
Yes: Thatcher, LoPorto, Hammond, Fuller, Cretsinger, and
Bowman.
Motion carried 6-0.
Alderman Hammond moved to approve Bill 2018-053 and enact
said bill as ordinance, second by Alderman Cretsinger.
Yes: Hammond, Thatcher, Cretsinger, LoPorto, Bowman, Fuller,
and Thatcher.
Motion carried 6-0.
BILL NO. 2018-054 City Clerk Robin Kincaid gave first reading of Bill No. 2018-054.
Fire Hire-Myer Alderman Thatcher moved to accept first reading and place Bill
2018-054 on second and final reading, second by Alderman
Cretsinger.
Yes: Thatcher, Cretsinger, Hammond, LoPorto, Fuller, and
Bowman.
Motion carried 6-0.
Alderman Bowman moved to approve Bill 2018-054 and enact
said bill as ordinance, second by Alderman Hammond.

BILL NO.2018-055 City Clerk Robin Kincaid gave first reading of Bill No. 2018-055.
Fire Hire-Burgess Alderman Thatcher moved to accept first reading and place Bill
2018-055 on second and final reading, second by Alderman
Hammond.
Yes: Thatcher, Hammond, Fuller, LoPorto, Cretsinger, and
Bowman.
Motion carried 6-0.
Alderman Cretsinger moved to approve Bill 2018-055 and enact
said bill as ordinance, second by Alderman LoPorto.
Yes: Cretsinger, LoPorto, Hammond, Thatcher, Bowman, and
Fuller.
Motion carried 6-0.
BILL NO.2018-056 City Clerk Robin Kincaid gave first reading of Bill No. 2018-056.
2019 HHW Agreement City Administrator Brian Koral explained the MARC agreement for
the annual renewal of the Household Hazardous Waste Program
for our city participation.
Alderman Thatcher moved to accept first reading and place Bill
2018-056 on second and final reading, second by Alderman
Cretsinger.
Yes: Thatcher, Cretsinger, Bowman, Fuller, LoPorto, and
Hammond.
Motion carried 6-0.
Alderman LoPorto moved to approve Bill 2018-056 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: LoPorto, Thatcher, Hammond, Bowman, Cretsinger, and
Fuller.
Motion carried 6-0.
CITY ADMINISTRATOR City Administrator Koral reported that FPAL held a hockey night
activity Friday night to see the Mavericks and there was good
participation and it was a fun and exciting evening. Staff did an
excellent job organizing the event. Monday, November 12th, City
Hall will be closed in observance of Veterans Day. This Friday,
November 9th the Betterment Committee will be having a luncheon
at 11:30 a.m. for all employees, to honor members of staff that
have served.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Nothing to report.
FINANCE Finance Director Donna Oliver reiterated information regarding
Doorl-ink that was in the City Administrator's memo last week. The
funds that are being spent now for this project, although not
actually budgeted but are covered through land sale proceeds and
moving some budget around.

FIRE Fire Chief Gordon Fowlston told the Board that a grant in the
amount of$18,000 has been received that will provide Bail-Out
Bags for all our firefighters. The fire department also received a
grant from Missouri American Water for more water rescue gear
that is needed. MAW will be presenting the grant at our next
meeting.
POLICE Chief Chris Skinrood announced that another Tahoe has been put
on Purple Wave will be sold on November 27th and we will report
back to the BOA after that date. December 4"' in the annual
Senior Dinner and December 9'^ is the annual Shop with a Cop.
We were approached last summer about a mentorship program at
the Park Hill South High School. Chief met with the PHS School
Board last week and there will be eight officers that will be paired
up with students at the school throughout the school year.
PUBLIC WORKS Nothing to report.
LEVEE BOARD City Engineer Travis Hoover explained that Wednesday,
November 14'^the levee will be performing a partial closure of the
stop log gap at the entrance of E. H. Young Park, full entrance into
the park will still be available. Next Board meeting will be Nov.
21".
MAYOR'S DISCUSSION Mayor Rose reported that she was very excited that there was a
very good voter turnout at the poles today. We also had a coat
drive today at the community center, but it is wonderful that we
continue to provide this to our residents. Chief Skinrood stated
that the coat drive will be continued that barrels will stay out and
they probably will continue through the winter time. There was a
single person that called today and donated 100 vests to the drive.
The dry cleaners that helps us, again donated all their cleaning
and delivery, we are grateful for their generosity and help. Mayor
Rose announced the NRCC Auction is tomorrow evening at
Argosy.
BOARD OF ALDERMEN Alderman Thatcher— Nothing to report.
Alderman Fuller— Nothing to report.
Alderman Bowman—Nothing to report.
Alderman Hammond—I want to thank Travis Hoover for sending a
crew to help with a gravel issue in our neighborhood and he is
also working on getting additional lighting up there. The neighbors
and I are very appreciative of his quick response and follow up.
Alderman Cretsinger— I really appreciated the Fire Department in
the Montebella area during Halloween, it was a neat experience.
Alderman LoPorto— I echo what Nathan said.

MOTION TO ADJOURN Alderman Bowman moved to adjourn the meeting at 7:34 p.m.,
second by Alderman Thatcher.
