AN ORDINANCE AMENDING TITLE VI, CHAPTER 600.470 AND CHAPTER 600.060
OF THE MUNICIPAL CODE OF THE CITY OF RIVERSIDE, MISSOURI, TO ALLOW
TEMPORARY LICENSE FOR THE SALE OF INTOXICATING LIQUOR AND NON-
INTOXICATING BEER BY NOT-FOR-PROFIT ORGANIZATIONS AND FEE
AMOUNTS
WHEREAS, the City of Riverside, Missouri (the "City") has in place regulations
pertaining to liquor within the City; and
WHEREAS, the City and its staff have conducted a review of the City's Municipal Code
(the "Code") sections regarding temporary licenses for not-for-profit sale, and have determined
that certain provisions related to such regulations must be revised and clarified so as to allow for
greater ease of use, uniformity, simplicity, and safety; and
WHEREAS, the City staff and the Board of Aldermen have reviewed, examined and
deemed adoption of the amended and restated Code provisions regarding the temporary license
for the sale of intoxicating liquor and non-intoxicating beer to be advisable and in the City's best
interests for the promotion of the health, safety and welfare of the residents of the City; and
NOW, THEREFORE, be it ordained by the Board of Aldermen of the City of Riverside,
Missouri, as follows:
Section 1. Section 600.060 of the Municipal Code of the City of Riverside, Missouri is
hereby amended to add the following:
SECTION 600.060: FEE AMOUNTS
10. Temporary License for Not-For-Profit Sale. Fee to be thirty-five dollars ($35.00) per
calendar day or fraction thereof.
Section 2. Section 600.470 of the Municipal Code of the City of Riverside, Missouri is
hereby revised to read as follows:
SECTION 600.470: TEMPORARY LICENSE FOR NOT-FOR-PROFIT SALE
A. Notwithstanding the other provisions of this Chapter, a temporary license for the
not-for-profit sale of intoxicating liquor, malt liquor, and non-intoxicating beer as
defined in Section 600.010 for consumption on premises where sold maybe issued by the
Liquor Commission of the City of Riverside to any church, school, civic, service,
fraternal, veteran, political or charitable club or organization the not-for-profit sale at a
picnic, bazaar, fair, street dance or similar gathering. The temporary license shall be
issued only for the day or days named therein and shall not authorize sale for more than
seven (7) days by any organization in any fiscal year.

B. Any person or organization obtaining a temporary license for not-for-profit sale
pursuant to this Section must obtain liability insurance to insure the organization's
fmancial responsibility for any liability it may incur for acts or omissions arising out of
the event and the sale of malt liquor. The liability insurance shall provide coverage in the
minimum amount of five hundred thousand dollars ($500,000.00).
C. Any organization obtaining a temporary license for not-for-profit sale pursuant to
this section, shall provide private security personnel for the event at which the liquor and
non-intoxicating beer is to be sold. No employee of the Riverside Department of Public
Safety shall be permitted to serve as such private security personnel.
D. To secure the temporary license, an application must be submitted to the Liquor
Commission of Riverside at least ten (10) days before the proposed sale, and shall
contain the following information:
1. The name of the club or organization seeking the permit;
2. A brief description of the organization;
3. A description of the gathering or activity for which the temporary license
is sought;
4. The location of the proposed sale;
5. The proposed dates of the activity and the liquor and non-intoxicating
beer, including the hours of proposed sale;
6. The name of the security company or individuals hired to provide security
as required by Subsection (C) of this Section.
E. The following documents, or copies thereof, shall be attached to and submitted
with the application for the temporary license:
1. Proof of financial responsibility or liability insurance as required by
Subsection (B) of this Section;
2. A copy of the application submitted by applicant to the Supervisor of
Liquor Control for the State of Missouri;
3. A copy of the notice of the event submitted by the applicant to the
Director of Revenue for the State of Missouri.
F. Persons hired by the applicant to sell liquor and non-intoxicating beer pursuant to
a temporary license shall not be required to obtain an employee permit under this
Chapter.
Section 2. The provisions of the Municipal Code of the City of Riverside, Missouri
revised herein shall not be construed to revive any former ordinance, clause or provision of the
Municipal Code of the City of Riverside, Missouri.
Section 3. The sections, paragraphs, clauses, and phrases of the Ordinance are
severable and if any portion of the Ordinance is declared unlawful by the valid judgment, decree,
or injunction order of a court of competent jurisdiction, such ruling shall not affect any of the

remaining phrases, clauses, sentences, paragraphs, and sections of the Ordinance and all
provisions of the Ordinance not specifically declared to be unlawful shall remain in full force
and effect.
Section 4. This Ordinance overrides any conflicting provision or regulation within
the Municipal Code of the City of Riverside, Missouri.
Section 5. This ordinance shall take effect immediately.
