HomeMy WebLinkAbout2004-04-13 Special1 Minutes of Special Meeting of Boazd of Aldermen of City of Riverside, Missouri April 13, 2004 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall, of Riverside, Missouri, April ~ 2004 at 7:30 p.m. Those in attendance were Mayor Betty Burch, Aldermen Bums, Looker, Legaazd, Super and Beard. Alderman Dazata, Absent at roll call (arrived later). Also present were, David Blackburn, City Administrator, Louise Rusick, City Clerk, Chief Wylie Simpson, Brent Miles, Planning, Zoning and Community Development Coordinator and Matt Kitzi, City Attorney's office. Public Hearing Mayor Burch opened the Public Hearing at 7:05 p.m. continued from Mazch Opened 16s' to consider a request for a Special Use Permit for development in a regulatory floodway fiinge and for outside storage„a described in Riverside Municipal Code Section 410.120.7. ~5 No comments from the Mayor Burch closed the Public Hearing Closed at 7:10 p.m. Public, Public Hearing Closed Aldermen Comments Alderman Beard asked John Dowd, Beverly Lumber what would be stored outside in the fenced in area. He said rebaz, landscaping type products and lumber 16' or less as more space is needed to drive trucks all the way azound through the yazd. Alderman Burris asked is the fencing was being replaced. He said "yes" there was a cedar fence before.' He purchased land 75' from the street back to the existing property for a total of 150 feet. Special Use Permit Alderman Looker moved to approve the Special Use Permit tabled from the for Beverly Lumber, March 16s' meeting for John Dowd, Beverly Lumber, 2519 NW Platte Road for 2519 NW Platte Road outside storage, seconded by Alderman Legaazd, the vote was: Approved . Aye: Aldermen Looker, Super, Legaard, Beazd and Bums. Absent: Alderman Darata. Motion carries. Building Permit Alderman Beard moved to approve a Building Permit tabled from the March Beverly Lumber, 16m meeting for John Dowd, Beverly Lumber, 2519 NW Platte Road to erect a 2519 NW Platte Road fence in the floodplain, seconded by Alderman Burris, the vote was: Approved Aye: Aldermen Super, Burris, Legaard, Beard and Looker. Absent: Alderman Dazata. Motion carries. Alderman Darata arrived at 7:33 p.m. Mins. 4/13/04 Swearing in Ceremony, Louise Rusick, City Clerk swore in the newly elected officials, Mayor Betty Newly elected officials Burch, Aldermen Ron Super, Ward I, Jatona Looker, Ward II and Rochelle Legaard Wazd III. Presentation by Cazol Cazol Gosset, CLG Enterprises, Inc. 7750 Clayton Rd, Ste. 311, St. Louis, Gosset, CLG Ent., Missouri 63117 spoke to the board about her accomplishments including Consultant developing property in the Midwest, coordinating development, and subdividing property to the city for economic planning and infrastructure. Ms. Gosset showed an example of her most recent project. She explained what has been done in St. Louis and presented the plan and financing to the State Senators. Mayor Burch traveled the city with Ms. Gosset today to tour the levee and acreage south of 9 Highway. She said it was a very important investment to protect land and new infrastructure that is being proposed. She spoke with Frank Weatherford, TranSystems and he told her his role with the city's projects. Ms. Gosset said she learned there were some civil issues and a great deal of work done with the proposed infrastructure. She said a lot of information needs to be banned together for financing. Aldermen's comments Alderman Looker asked would she be locating sites for retail and who would she obtain. She thinks a box store, light industry, etc. Ms. Gosset said she'd suggest the first step is a master plan to be prepared. She was asked how much of the St Louis project money came from MoDot and Federal assistance, she said the Interchange was certain funding with the county then various other sources.' Alderman Looker asked if she had met with any other entities, she said, "No" only Frank Weatherford, TranSystems. She did meet with David Mantra and toured the levee on the top and the wet side. Alderman Super commented as to how may more people are going to be needed or duplication of efforts. Ms. Gosset said having a lead developer is very important and thinks more will be involved. Alderman Beard as what other sources besides MoDot and Federal funding would be obtained? She said Safe-T's new package, but until signed this would probably not be alone funding. She would apply through the Safe-T program first, Federal, State and ask for a local match funding. She said there maybe others. She said she worked on a subdivision plan as the planner for the City of Shrewsberry, a $44 million project, City of St. Louis, Cleatown negotiated with HUD and conveyed property to the city. Mayor Burch thanked Ms. Gosset for coming aad said the boazd would discuss the proposal. Minn. 4/13/04 John Ritenhour, John Ritenhour, One Source Entertainment Group made a presentation to the One Source Entertain- board regarding the International Arts & World Music Festival. He said they meat Group are able to provide any service that anyone needs. The kids festival is for ages Presentation 6-16. The Kiddie Festival is in conjunction with Children's Mercy Hospital . He said they would like to offer movies in the pazk and a Sunday concert at some time. The World Music Festival's Jamaican producer of the show is David Clazk. The show was held at the Liberty Memorial in the past. The music is Irish cultural, jazz and Reggae, it's very professional. No hip-hop or rap. Paying sponsors would include Susquehanna and radio stations 101, E105.1, 94.9 and KCMo,. They could come up with 10,000 advance ticket sale. He proposed an offer for the "Best of K.C. Pride Festival" in 2005 to the city. The Sunday afternoon concert would be in eight series. A proposal will be submitted in the next couple of days. The event would be divided into zones, something for each day. The carnival would give the city five per cent of the money collected. One hundred fifty thousand to One hundred seventy-five thousand dollars in revenue should be able to be mazketed. They would set up July 14s' and the festival would be the 15'~ through the 18`~They'd like involvement outside the city, Kansas City. Mayor Burch said she is concerned about security and parking. They would use city security and the city would be reimbursed. In addition, they have there own security, on horseback. They would do all arranging for parking and making sure it's managed properly. There aze one hundred thirty seven. parking spaces at the pazk. He said there aze four proposed zones of pazking, the ball field, wetlands, across the street, David Johnson's property across the street and Pazk Hill South with shuttle buses provided. There would be no chazge to city residents, only to outsiders. He said clean up and restoration is important. For July and August concerts, a committee needs to be appointed. The Kids festival is a four-day event with 10,000-20,000 people attending. The admission fee hasn't been set yet. There will have to be a chazge for Scooby Doo. Another idea he mentioned is a summer ice skating rink. The Mayor to enter Alderman Dazata moved to approve the Mayor entering into negotiations into negotiations with One Source Entertainment Group to provide an International Arts with One Source Ent. and Music Festival in August and Kiddie Festival July 15-18's at the E.H. Craig Rhodes, Craig Rhodes, Patti Banks & Associates spoke to the council regazding Patti Banks & Assoc. a proposal for the Mayor to enter into an agreement to perform pro- Presentation fessional consulting services in connect with the Line Creek Trail running between E.H. Young Riverfront Pazk and Renner Brenner Pazk in the city. He said they are working with the county on this proposed eleven-mile trail. Mins. 4/14/04 Aldermen comments Alderman Burris asked if all the surveys have been done. Craig says this does include full surveying. It was suggested they use TranSystems survey, with the city's permission. The understanding was the survey would be available. Alderman Beard asked the cost of the topographical survey and he was told $3,640 and it doesn't include Renner-Brenner Park and GIS information. Craig said Patti Banks & Assoc. is doing a master plan for the county. This proposed contract with the city includes Renner-Brenner Park to E.H. Young Riverfront Park only, (just under one mile). Alderman Beard wants us to obtain the CD surveying information from TranSystems. Mayor Burch said she would contact Frank Weatherford to obtain the CD. Bill No. 2004-31 Alderman Beard moved to place Bill No. 2004-31 on its first reading, said Bill Ratifying the certi- ratifying the certification of the election held on Apri16, 2004 as follows: fication of the election Mayor- Betty Burch 270 votes and 25 write-ins. Alderman Ward I- Ron Super, 99 votes and 6 write-ins. Alderman Ward II- Jatona Looker, 78 votes. Alderman Ward II- Brenda Teters, 56 votes. Alderman Ward III- Rochelle Legaard, 77 votes and 1 write-in. uestion 1 Shall the municipality of Riverside impose a sales tax ofone-half of one percent for transportation purposes, such sales tax to expire and terminate upon that date, which is fifteen years after the effective date of the sales tax? Ordinance No. 2004-31 Alderman Burris moved to place Bill No. 2004-31 on its second reading, Approved and upon passage of same become Ordinance No. 2004-31, seconded by Alderman Looker, the vote was: Aye: Aldermen Beard, Darata, Bums, Super, Legaard and Looker. Motion carries. Bill No. 2004-32 Alderman Darata moved to place Bill No. 2004-32 on its first reading, said Bill Author. the promotion authorizing the promotion of Douglas Poindexter to the rank of Lieutenant in of Doug Poindexter to the Riverside Department of Public Safety with the starting salary of $53,250.00 the rank of Lieutenant... and the effective date will be April 14, 2004 and a probationary period of one year, seconded by Alderman Looker, the vote was: Aye: Aldermen Beazd, Super, Darata, Legaazd, Looker and Burris. Motion carries. Ordinance No. 2004-32 Alderman Legaazd moved to place Bill No. 2004-32 on its second reading, Approved and upon passage of same become Ordinance No. 2004-32, seconded by Alderman Looker, the vote was: Aye: Aldermen Beard, Darata, Burris, Super, Legaard and Looker. Motion carves. Bill No. 2004-33 Alderman Looker moved to place Bill No. 2004-33 on its fast reading, said Amend. & creating the Bill amending and creating the title of certain administrative positions within the title of certain the Public Safety Department of the City of Riverside, Missouri as P.S. employees Communication Commander shall now be known as Information Services Commander, an administrative position, Candace Gram shall be and hold the position of Information Services Commander; the position of Fire Commander shall now be known as Fire Division Lieutenant, an administrative position, Michael Shelton shall now be known as Fire Division Lieutenant; and also authorizing the promotion of certain employees; there shall be a position and title known as Police Services Lieutenant, an administrative position and Douglas Poindexter shall be promoted from the position of Warrant Officer to the position of Police Services Lieutenant, seconded by Alderman Darata, the vote was: Aye: Aldermen Burns, Super, Dazata, Legaard, Beard and Looker. Motion carries. Ordinance No. 2004-33 Alderman Burris moved to place Bill No. 2004-33 on its second reading, Approved and upon passage of same become Ordinance No. 2004-33, seconded by Alderman Legaazd, the vote was: Aye: Aldermen Beard, Dazata, Bums, Super, Legaard and Looker. Discussion Bill No. 2004-34 Approv. & author. the Mayor to execute an agreement between city & Patti Banks Assoc Tabled After a short discussion, it was decided the Mayor would speak with Frank Weatherford, TranSystems regarding the survey disk and she'll also speak with the a representative from Intercon. Alderman Beazd moved to table Bill No. 2004-34 said Bill approving the form of, and authorizing the Mayor to complete and execute, an agreement by and between the City of Riverside, Missouri and Patti Banks Associates (PBA), to perform professional consulting services, seconded by Alderman Bums, the vote was: Aye: Aldermen Legaard, Bums, Super, Darata, Looker and Beazd. Motion carries. Bill No. 2004-35 Alderman Darata moved to place Bill No. 2004-35 on its first reading, said Bill Author. the city to authorizing the City of Riverside, Missouri to employ Bradley Flowers as a part- employ Bradley time seasonal employee in the Pazks Department with no benefits at an hourly Flowers rate of $8.50 to be effective April 14, 2004, seconded by Alderman Bums, the as a part-time seasonal Park employee Aye: Aldermen Looker, Super, Darata, Legaard, Beard and Burris. Motion carries. Ordinance No. 2004-35 Alderman Beard moved to place Bill No. 2004-35 on its second reading, Approved and upon passage of same become Ordinance No. 2004-35, seconded by Alderman Looker, the vote was: Aye: Aldermen Beard, Darata, Burris, Super, Legaard and Looker. Motion carries. Bill No. 2004-36 Alderman Beard moved to place Bill No. 2004-36 on its first reading, said Bill Amend. Title VI amending Title VI, Chapter 605 of the Municipal Code of the City of Riverside, Chapt. 605 of the Missouri by revising and restating Section 605.320 regarding the sale of city code by revising & fireworks and occupational licenses, seconded by Alderman Burris, the vote restating Sect. 605.320 was: re: the sale of fireworks & fireworks occupational licenses Aye: Aldermen Looker, Bums, Super, Darata, Legaazd and Beard. Motion carries. Ordinance No. 2004-36 Alderman Super moved to place Bill No. 2004-36 on its second reading, Approved and upon passage of same become Ordinance No. 2004-36, seconded by Alderman Legaazd, the vote was: Aye: Aldermen Beard, Dazata, Burris, Super, Legaazd and Looker. Motion carries. Mins. 4/13/04 Discussion of the Gordy/ To fix the ground problems at the Gordy property, 5110 NW High Drive d Johnson property, the Johnson property, 5112 NW High Drive, the cost would be $1,080 for e Gordy's and $790 for the Johnson's. No decision was reached. Motion for Closed Alderman Legaazd moved that the meeting go into closed session, pursuanti to Session RSMo 610.021(1) for discussion of Legal Issues, with the City Attorney, seconded by Alderman Dazata, and the vote was: Aldermen Super, Beazd, Legaard, Bums, Dazata and Looker. Motion carries. Motion for Open Alderman Super moved that the meeting go into open session, seconded b} Session Alderman Looker, and the vote was: Aye: Alderman Burns, Beazd, Super, Dazata, Looker and Legaard. Motion Carnes. General Discussion Mayor Burch said Gary Creason would like to use two (2) rooms at the city's annex building for his offices. By unanimous decision, the board agreed. Mayor Burch read a letter from Fire Division Lieutenant, Mike Shelton thapking the board for the use of the Community Center after his wife's funeral for His family and friends gathering. Aldermen comments Alderman Super said the new Public Safety Building looks outstanding. Alderman Legaard mentioned resident, Mr. Whittlesey wants to build a cai! port.
