HomeMy WebLinkAbout2018-12-18 Regular Meeting Minutes i i � MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, December 18, 2018 The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, December 18, 2018. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Nathan Cretsinger, Al Bowman, Jill Hammond, Sal LoPorto, Aaron Thatcher, and Mike Fuller. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, City Engineer Travis Hoover, Chief Gordon Fowlston, Police Chief Chris Skinrood, Human Resources Manager Amy Strough, and Finance Director Donna Oliver. Also present was City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. CONSENT AGENDA Alderman Bowman moved to approve the consent agenda as presented, second by Alderman Thatcher. Yes: Bowman, Thatcher, LoPorto, Fuller, Hammond, and Cretsinger. Motion carried 6-0. MINUTES OF 12-04-18 Alderman Bowman moved to approve the minutes of the December 4, 2018 regular meeting, second by Alderman Thatcher. Yes: Bowman, Thatcher, LoPorto, Fuller, Hammond, and Cretsinger. Motion carried 6-0. COURT REPORT Alderman Bowman moved to approve the November 2018 Court Report, second by Alderman Thatcher. Yes: Bowman, Thatcher, LoPorto, Fuller, Hammond, and Cretsinger. Motion carried 6-0. 1 5 RESOLUTION 2018-103 Alderman Bowman moved to approve Resolution 2018-103 MoPerm Premium Renewal authorizingthe purchase of auto and liability insurance from P Y Missouri Public Entity Risk Management Fund Insurance Company in the amount of$66,158.00, second by Alderman Thatcher. Yes: Bowman, Thatcher, LoPorto, Fuller, Hammond, and Cretsinger. Motion carried 6-0. RESOLUTION 2018-104 Alderman Bowman moved to approve Resolution 2018-104 Parks Surplus Property declaring certain parks equipment to be surplus and authorizing its disposal, second by Alderman Thatcher. Yes: Bowman, Thatcher, LoPorto, Fuller, Hammond, and Cretsinger. Motion carried 6-0. REGULAR AGENDA PUBLIC HEARING Mayor Rose announced the public hearing at 7:02 p.m. is SUP at 4304 NW Mattox Road postponed until the January 15, 2019 and asked for a motion for continuance. Alderman Thatcher moved to continue the Public Hearing for the SUP for outdoor storage at 4304 NW Mattox Road to January 15, 2019, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Hammond, Cretsinger, Fuller, and Bowman. Motion carried 6-0 BILL NO. 2018-064 City Clerk Robin Kincaid gave first reading of Bill No. 2018-064. Amend Code Chapter 250 City Attorney Paul reviewed the small cell tower bill. Alderman Thatcher moved to accept first reading and place Bill No. 2018-064 on second and final reading, second by Alderman Hammond. Yes: Thatcher, Hammond, LoPorto, Cretsinger, Fuller and Bowman. Motion carried 6-0. Alderman Bowman moved to approve Bill 2018-064 and enact said bill as ordinance, second by Alderman Hammond. Yes: Bowman, Hammond, Cretsinger, LoPorto, Fuller, and Thatcher. Motion carried 6-0. RESOLUTION 2018-102 Alderman Thatcher moved to approve Resolution 2018-102 Bill Pay authorizing the expenditure of funds for fiscal year 2018- 2019, for week ending December 71 and December 14"' in the amount of$836,666.58, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Cretsinger, Bowman, and Fuller. No: None. Abstain: Hammond. Motion carried 5-0-1. i 2 j I a CITY ADMINISTRATOR City Administrator Brian Koral gave a brief update on the E.H. Young Park project and a single source fill dirt provider. Noel Challis will be giving a more in- depth update in a few weeks. Brian shared a story about staff adopting residents from our nursing homes to provide gifts to those that normally would not receive. This is our last meeting of the year, so from our family to yours, we wish you a Merry Christmas and a Happy 2019. COMMUNITY DEVELOPMENT Community Development Director Mike DuffYdiscussed options for the former QuikTrip redevelopment project. Following p discussion by the Board and staff, Alderman Thatcher moved for the Board to authorize the expenditure of$10,000 for preliminary design work on the office project by Clark Enerson and that an agreement for the work will be brought to the Board at a January 2019 meeting, second by Alderman Hammond. Yes: Thatcher, Hammond, Bowman, LoPorto, Fuller, and Cretsinger. Motion carried 6-0. Duffy also discussed Premium Waters stormwater discharge and options they presented to staff regarding the reverse osmosis process and possibly draining the remaining water with suspended solids and pipe it into the regional detention basin rather than the storm sewer. There will be an agreement presented during the January 8th regular meeting for Board consideration if the Board is in favor of their proposal. General consensus in favor of bringing an agreement forward at the next meeting was given by the Board. ENGINEERING City Engineer Travis Hoover gave an update on the Jumping Branch Trail and construction should begin in the Spring. FINANCE Nothing to report. FIRE Fire Chief Gordon Fowlston reported that the Santa event went very well and there was a wonderful turnout on Saturday, Dec. 15th. We are also having promotional ceremonies tomorrow evening in the Jeff Taylor training room and each of you are invited to attend. POLICE Police Chief Chris Skinrood commented that Shop with a Cop went off without any issues on Sunday. We had about 30 volunteers from Police, Fire and other staff to help and 56 kids. We spent about $12,000 on this event. PUBLIC WORKS Nothing to report. Mayor Rose commented that all the Christmas r lights are still working and looking great. The street sweeper was out cleaning the streets. City Administrator Koral said that they were also doing some trail cleanup as well. j LEVEE BOARD City Engineer Travis Hoover stated that there is a meeting tomorrow. Alderman Fuller asked about a rock sliding at the small 1 3 fountain and wondered if staff was aware of the issue. Travis and Mike gave responses. MAYOR'S DISCUSSION Mayor Rose attended the NRCC monthly luncheon today and the speaker reported that US Farathane was helping a great deal in the community by initiating a successful employment program in coordination with Tri-County Mental Health Services. I want to wish everyone a very Merry Christmas and a Happy New Year. The City as done some very wonderful things to help others this j month and I look forward to 2019, it is going to be a very exciting year for all of us. BOARD OF ALDERMEN Alderman Bowman —Wish all a very Merry Christmas and Happy i New Year. Alderman Fuller— I will not be available on Jan. 20t'for the possible special meeting. Merry Christmas to everyone. Alderman Thatcher— I echo the comments Mayor Rose made. I have been here awhile now and this has been as busy a year as we have had. Brian stepped in and not missing a beat. Kudos to everyone for keeping the train on the tracks, hope everyone gets to step back and relax for a time, Merry Christmas and Happy New Year. Alderman LoPorto—Simply responded, ditto. Alderman Cretsinger— I am very thankful to work with all the elected official and staff. I brought my Dad and Step-Mom in to j city hall a while back and they commented on what a unique and good group of people here. Merry Christmas! Alderman Hammond — Reiterated comments and hope everyone has a great Christmas and New Year and it is great to work with such a great staff and all you "alder-folk'. t Mayor Rose shared a story of an elderly woman that used to live here and she sent updated information to her to see the changes and she was very impressed with all the changes the City has j made over the last several years.
