A RESOLUTION APPROVING AND ENDORSING APPLICATION TO THE PLATTE
COUNTY COMMISSION FOR FUNDING UNDER THE PARKS AND RECREATION
OUTREACH GRANT PROGRAM, FUNDED BY THE COUNTY-WIDE DEDICATED
PARKS AND RECREATION HALF-CENT SALES TAX
WHEREAS,the County of Platte and the City of Riverside deem it a high priority to improve quality of
life for all citizens through parks and recreation programs,and
WHEREAS, the County Commission of the County of Platte seeks to support local parks and recreation
efforts,create effective partnerships, and increase the level of cooperation between County government
and cities, schools, and non-profit community service organizations within the county,and
WHEREAS,the citizens of Platte County on August 4,2009 approved a renewal of the dedicated half-
cent sales tax for parks,recreation, and stormwater control for a period of ten(10)years, and
WHEREAS,the County Commission of the County of Platte has developed the Parks and Recreation
? Outreach Grant Program, funded by the citizen approved half-cent county-wide sales tax,and
WHEREAS, the City of Riverside wishes to make application to the County for consideration of the
attached and completed Outreach Grant Program Application, and
WHEREAS,the Board of Aldermen of the City of Riverside agree to comply with all program guidelines
and requirements of said Outreach Grant Program if such application shall be funded by the County
Commission,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE
CITY OF RIVERSIDE,MISSOURI,AS FOLLOWS:
THAT the attached application is respectfully submitted for consideration by the County
Commission.
FURTHER THAT the Mayor, the City Administrator, and other appropriate City officials are
hereby authorized to take any and all actions as may be deemed necessary or convenient to carry out and
comply with the intent of this Resolution and to execute and deliver for and on behalf of the City all
certificates, instruments, agreements and other documents, as may be necessary or convenient to perform
all matters herein authorized.

Project Description
Using the space provided describe the essential components of your project. Describe the need for
the project, the increased recreational value it will provide, and why Outreach Grant funds are
needed.
1. PROJECT IDENTIFICATION: Describe the basic elements of your proposed project. Include a
statement identifying the needs to be addressed by your project and how your project will satisfy
those needs. Identify the parties responsible for project completion.
During 2018, The City of Riverside completed the E.H. Young Riverfront Park Master
Plan. Numerous comments and citizen feedback requested pickleball courts as a
desired amenity at the park.
According to the USA Pickleball Association (USAPA), there are over 3.2 million
pickleball players in the United States. Pickleball is popular in the Northland, but there
are no courts dedicated to pickleball in Platte County. Jack Moorhead, an Ambassador
with the USAPA regularly fills every season of pickleball lessons offered in the
Northland and has a waiting list.
There are opportunities to play pickleball indoors. However, these are membership or
fee-based programs. Riverside will be providing the first free and open to the public,
dedicated pickleball courts in Platte County.
The City of Riverside is the responsible party. We will work with the general
contractor for the park development to install the pickleball courts. The estimate
provided is from our designer, Confluence. In compliance with Missouri law, we will be
required to publicly bid the construction of the pickleball courts.
2. MASTER PLAN CORRELATION: How does the project relate to community priorities, your
comprehensive or master plan and the County's Park System Master Plan?
The City of Riverside is committed to the health of our citizens. Through our Healthy
Citizens Initiative, we provide our citizens reduced rates for Community Center
memberships. The pickleball courts are a great fit for extending this Initiative, providing
fun and free outdoor opportunities to stay active.
As mentioned above, the E.H. Young Riverfront Park Master Plan received an
overwhelming response in favor of pickleball courts. The Riverside Comprehensive Plan
highlights the importance of providing safe, public spaces for people of all ages to play,
gather, and socialize. Pickleball is a sport that is popular with both older and younger
generations.
Providing Health and Wellness Opportunities is one of the three Guiding Principles of
the County Parks Master Plan. Pickleball provides a way for all generations to stay
active. The pickleball courts also fit the County goal of enhancing existing community
parks. County residents will benefit from E.H. Young Riverfront Park having added
amenities such as the pickleball courts.

3. OPERATION & MAINTENANCE: Identify the responsible agency and source of funding that will
support the operation and maintenance of the project/equipment once it is complete. (Land
acquisition projects shall be dedicated to public use in perpetuity; development projects will be
for the life of the proposed facility).
The City of Riverside will be responsible for maintaining the pickleball courts. The
Public Works department consistently maintains E.H. Young Rivertront Park and
provides a safe park environment. Maintenance funds will be from the City
infrastructure maintenance fund under the Public Works Department.
4. TIMELINE: Describe the time frame in which you plan to implement and complete your project.
Identify what activities will occur chronologically and by project phase. If grant request is for one
phase of a multi-year project, describe the scope and cost of the entire project.
February - Request bids for the construction of E.H. Young Rivertront Park amenities,
including the pickleball courts.
March-April - Notice to proceed for pickleball court construction
August- Complete pickleball court construction
September- Open pickleball courts.
October- Community celebration of E.H. Young Rivertront Park amenities
*"Throughout construction, we will update citizens on progress via social media and
our website.
5. FEASIBILITY AND IMPACT: Briefly describe the history of your organization's involvement in
parks and recreation programs. Describe who will benefit from this project. Describe how you
arrived at your estimate for how many users the project will serve.
Riverside has been improving parks and trails since the late 1970s. We started with
Homestead Park and have since expanded the park system to include over 60 acres of
park land and 10.5 miles of trail. We continue to enhance our parks and trails through
priority projects that fit our Comprehensive Plan and meet citizen needs.
We have consulted with Jack Moorhead (LISAPA), to estimate how many users the
pickleball courts will serve. For the 5 month season, Jack and his coaches will provide
weekly lessons and open play for adults on MWF from 5pm-9pm, serving 100 daily
participants or 300 per week. Additionally, open play and social round robins on the
weekends will serve about 145 weekly participants. Junior lessons and coaching will
also be provided daily for 455 weekly participants. Overall, for lessons, coaching, and
programs tailored to both adults and youth, we expect 900 uses per week or 15,000
uses every 5 month season. There will also be open courts during prime evening
hours where non-lesson participants can come play. We expect at least 3,500
additional uses during open court time, for an overall total of 18,500.

6. PARTNERSHIP INVOLVEMENT: Describe the partnerships established between local
government, private citizens, community organizations, and/or the business community to plan
and complete the proposed project and the role of each entity.
The City of Riverside has partnered with Jack Moorhead with USAPA to provide
technical advice on the construction of the pickleball courts. As an Ambassador with
USAPA, Jack will also provide free lessons and programming at the pickleball courts.
7. MATCHING CONTRIBUTIONS: Identify the matching contributions for the proposed project.
Describe the contributions in terms of type, quantity and/or value, and source. (land
contributions must be specific to the proposed project and only for the area needed to complete
the project in order to be considered).
The City of Riverside will be responsible for all matching funds. We are in the
process of planning a banner program for local businesses to support the pickleball
courts with advertising. We are also soliciting private funds through manufacturers for
pickleball amenities.
Although not matching construction funds, the contribution of Jack Moorhead's
expertise and programming will help make the pickleball courts an even more
successful amenity. The free lessons provided will encourage anyone who wants to
try pickleball to come learn, increasing the number of visitors to the pickleball courts.
The free coaching time will be 75 hours per week for a 5 month period for a total of
1500 hours. This time, if valued at the $21.28 volunteer rate, is a contribution of
$31,920.00.

1. Project Expense Items: List all items necessary to complete the proposed project including items to
be purchased as well as donated. List all materials, labor, equipment and professional services. Do
not include or list items not required for the proposed project. Do not include items from the sponsor's
general budget not associated with the proposed project.
2. Outreach Grant Money Request: The amount requested from the County for the purpose of
reimbursing project costs. Sponsors will be required to submit invoices or receipts for items listed in
this category before reimbursement. The County cannot reimburse a project sponsor for more than
the amount requested for each expense item.
3. Dollar Value of Applicant Match: Sponsor contributions to the project. (Descriptions for matching
items must be included in question #7 above.)
