610.021(1) Legal actions, causes of action or litigation involving a public governmental body and any
confidential or privileged communications between a public governmental body or its representatives and
its attorneys
610.021 (2) Leasing, purchase or sale of real estate by a public governmental body where public
knowledge of the transaction might adversely affect the legal consideration therefore
610.021(3) Hiring, firing, disciplining or promoting a particular employee, when
personal information about the employee is discussed

Public Comments - Members of the public may address exclusively the Mayor and members of the Board of Aldermen during
Public Comments ONLY. This Public Comments time is reserved for citizen comments regarding agenda and non-asttenda
items. However, any item not listed on the agenda will be taken under advisement. Public comment on any agenda item
which has a Public Hearing should be reserved until the Public Hearing is opened and comments on such item will be taken at
that time. Each speaker is limited to 5 minutes.
LEGISLATIVE SESSION
CONSENT AGENDA
All matters listed under the Consent Agenda are considered to be routine by the Board of Aldermen and will be
enacted by one motion to approve the Consent Agenda as presented. There is no separate discussion of these
items. The Mayor or a member of the Board of Aldermen may request that any item be removed from the
Consent Agenda for discussion or explanation. If removed, it will be considered separately following approval of
the remaining items on the Consent Agenda. No motion is required to remove an item from the Consent Agenda,
Approval of minutes for January 8, 2019.

R-2019-007: A RESOLUTION APPROVING THE GRANT AWARD AGREEMENT WITH THE
MISSOURI STATE HIGHWAY PATROL RELATED TO LIVE SCAN FINGERPRINTING
SUBSCRIPTION SERVICE. Point of Contact: Police Chief Chris Skinrood.
R-2019-008: A RESOLUTION APPROVING PROFESSIONAL SERVICES WITH HDR
ENGINEERING, INC. FOR ENGINEERING SERVICES FOR THE JUMPING BRANCH TRAIL
IN THE AMOUNT OF $81,037. Point of Contact: City Engineer Travis Hoover.
REGULAR AGENDA
1. Public Hearing: Public hearing for the request of a special use permit for outdoor storage
at 4304 NW Mattox Road, in the City of Riverside, Missouri.
a) Motion to continue Public Hearing to March 5, 2019.
2. R-2019-006: A RESOLUTION AUTHORIZING THE EXPENDITURE OF FUNDS OUT OF THE CITY
TREASURY OF THE CITY OF RIVERSIDE FOR FISCAL YEAR 2018-2019 WEEK ENDING
JANUARY 11TH IN THE AMOUNT OF $165,015.05. Point of Contact: Finance Director Donna
Oliver.
3. First Reading: Bill No. 2019-003: AN ORDINANCE APPROVING AND AUTHORIZING CHANGE
ORDER NO. 10 TO THE AGREEMENT WITH HOUSTON EXCAVATING & DEMOLITION FOR THE
PROVISION OF FILL DIRT TO THE CITY, AND SERVICES RELATED THERETO, ORIGINALLY
AUTHORIZED BY ORDINANCE NO. 1294 AS FURTHER AMENDED. Point of Contact: City
Engineer Travis Hoover.
4. First Reading: Bill No. 2019-004: AN ORDINANCE AUTHORIZING THE EMPLOYMENT OF
MATTHEW DAY AS A FULL-TIME POLICE OFFICER IN THE POLICE DEPARTMENT AND
ESTABLISHING A SALARY AND START DATE FOR SUCH EMPLOYEE. Point of Contact: Police
Chief Chris Skinrood.
