A RESOLUTION APPROVING THE GRANT AWARD AGREEMENT WITH THE
MISSOURI STATE HIGHWAY PATROL RELATED TO LIVE SCAN
FINGERPRINTING SUBSCRIPTION SERVICE
BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE,
MISSOURI AS FOLLOWS:
THAT the Board of Aldermen accepts and approves the attached Grant Award
Agreement with the Missouri State Highway Patrol related to a five-year live scan subscription
agreement with Idemia Identity and Security USA LLC ("IDEMIA"), (formerly MorphoTrak,
LLC), and the Mayor is authorized to sign on behalf the City; and
FURTHER THAT the Board of Aldermen approves the five-year subscription service
with IDEMIA in the cumulative 5-year total amount of$23,712; and
FURTHER THAT the Mayor, the City Administrator, and other appropriate City
officials are hereby authorized to take any and all actions as may be deemed necessary or
convenient to carry out and comply with the intent of this Resolution.
PASSED AND ADOPTED by the Board of Aldermen of the City of Riverside,
Missouri, the 15th day of January 2019.

Grant Award Agreement
MorphoTrak recently began offering a five-year live scan subscription option for Missouri Law Enforcement
agencies. Rather than purchasing the livescan outright and paying maintenance on your livescan device,which
increases 3%annually,they now offer"Livescan as a Service." To participate, your agency would sign a 5-
year livescan subscription contract with MorphoTrak, agreeing to pay the annual subscription fee which does
not increase for the life of the contract. In return, MorphoTrak agrees to replace your current qualifying out of
date livescan with the most recent up-to-date model. If your agency wishes to renew at the end of the 5-year
subscription, MorphoTrak will again replace your livescan with a brand new model, and your agency simply
pays the contracted 5-year subscription fee. The subscription plan guarantees that participating agencies will
have a more sustainable means of keeping their livescan technology up to date, as there is no upfront purchase
cost for the livescan, and the annual subscription fee does not increase for the life of the 5-year contract.
The Missouri State Highway Patrol has secured Grant funds to pay for the first year of a 5-year livescan
subscription for your agency. The awarded jurisdiction must sign below indicating that they agree to incur
all subscription costs after the first year. In addition,the Patrol will purchase a heavy-duty live scan cabinet
for your agency if you would like one -regardless of whether or not you participate in the subscription plan. If
you would like to participate in this program,please place a check mark next to your desired options below
(annual subscription fee shown beside each option):

The above options include standard 8x5 service. If your agency desires 240 service,please contact MSHP
CJIS for contracted 240 pricing.

The resolution to purchase the Idemia fingerprint scanner and printer is
for the replacement of our current equipment. The equipment we use now is over
ten years old and no longer serviceable. The computer and printer are outdated
to the point the new software, and technical updates for the device will not work.
The machine is used to capture fingerprints of applicants, contractors, arrestees,
and so on. All prints captured are electronically transmitted to the Missouri State
Highway Patrol Repository, as they have been for decades.
The full cost for replacement is $29,640. The state is offering a grant for
$5,928.00 to cover the first year's payment making the total cost to Riverside,
$23,712. We have the option to pay the remaining balance over four years after
the first no-cost year in the amount of$5,928.00 each year or spread the
payments over five years making the annual cost $4,720. We currently pay
$4,400 per year for maintenance and software upgrades. The additional cost will
be $320 per year for five years versus what we pay now. Also, there is a state-
funded account we have called Inmate Security. There are specific equipment
guidelines outlined that we can use the account for certain purchases; this
equipment falls within that parameter. There is funding within that account to
cover the cost of the new equipment thus saving the city a total of$22,000 based
on what we pay now. At the end of the five-year subscription, we have the option
to pay an ongoing maintenance fee similar to what it is now with dated
equipment, or replace the equipment with new and start a new subscription,
which is the option we would choose.
