HomeMy WebLinkAbout2004-05-041 Minutes of Regular Meeting of Boazd of Aldermen of City of Riverside, Missouri May 4, 2004 A regulaz meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall, of Riverside, Missouri, May 4, 2004 at 7:30 p.m. Those in attendance were Mayor Betty Burch, Aldermen Burris, Looker, Datata, Legaard, Super and Beard. Also present were, David Blackburn, City Administrator, Louise Rusick, City Clerk, Chief Wylie Simpson, John Jackson, City, Engineer, Brent Miles, Planning, Zoning and Community Development Coordinator, Matt Kitzi, Ben Prell and John McClelland, City Attorney's office. Minutes, Maz. 30, 2004 Alderman Legaazd moved that the minutes of March 16, 2004 be approved Approved as corrected, seconded by Alderman Super, the vote was: Aye: Aldermen Bums, Darata, Super, Legaazd, Beard and Looker. Motion carries. Minutes, Apr. 13, 2004 Alderman Looker moved that the minutes of April 13, 2004 be approved Approved as corrected, seconded by Alderman Darata, the vote was: Aye: Aldermen Dazata, Super, Legaard, Beard, Looker and Burris. Motion carries. Minutes, Apr. 20, 2004 Alderman Beard moved that the minutes of Apri120, 2004 be approved Approved as corrected, seconded by Alderman Legaazd, the vote was: Aye: Aldermen Looker Dazata, Super, Legaard and Beard. Abstain: Alderman Burris. Motion carries. Public Hearing Opened Mayor Burch opened the Public Hearing continued from the Apri120m meeting to consider a request to rezone property defined as Tract C corrected Plat of Riverchase, a subdivision in Pazkville and Riverside, Platte County, Missouri, from R-2 (multi-family Residential) to C-1 (commercial). Public Hearing Alderman Beard made a motion to continue the Public Hearing until Mayl8th, Continued seconded by Alderman Legaard, the vote was: Until May 18`~ Aye: Aldermen Dazata, Super, Legaazd, Looker, Beard and Bums. Motion carries. Change of Use Permit Alderman Looker moved to approve a Change of Use Permit for Automotive Automotive Preven- Preventative Maintenance-4301 NW Tullison Road, seconded by Alderman tative Maintenance Burris, the vote was: Approved Aye: Aldermen Darata, Super, Legaazd, Looker, Beard and Bums. Mins. 5/4/04 Motion carries. Breast's comments Brent said the basements for Lots 21,22,24 and 28 at the Gate Woods property is being dug. Capgemini Alderman Dazata moved to approve Capgemini to serve alcohol at the E.H. Approved to serve Young Riverfront Park June 18, 2004 with the condition the City Clerk Alcohol on June 18'~ received the required certificate of Liability Insurance, seconded by at the E.H. Young Alderman Looker, the vote was: Riverfront Pazk Aye: Aldermen Looker, Darata, Super, Legaard, Beard and Bums. Motion carries. McGowan Gordon Alderman Legaazd moved to approve Change Orders 39,40,41,42,43,45 Change Orders for 47 for a total amount of $3,782.00, seconded by Alderman Bums, the new P.S. Bldg. the vote was: Approved Aye: Aldermen Legaard, Beard, Looker, Darata, Super and Bums. Motion Cazries. Skateboazding/ Daniel Heiberg, Frye & Associates was present to discuss the proposed Rollerblading Park skateboazding rollerblading pazk. Mr. Heiberg said there would be different Discussion areas for different tricks. There is a lifetime warranty on all underneath mterials and eight (8) years on the surface of the ramps. The basic package Ranges from $15,000-$200,000. Concrete surface is the best to use and the azea would work ideally with a triangulaz shape. Municipal Court Alderman Dazata moved to approve the Municipal Court Report for April, Report for April, seconded by Alderman Looker, the vote was: Approved Aye: Aldermen Beard, Looker, Burris, Darata, Super and Legaard. Motion carries. Mayor's comments Mayor Burch said she received a letter from Mike McGinnis with the Levee Board regarding levee security patrol. It was approved to have Public Safety Patrol the levee. The levee should be completed in sixty days Bill No. 2004-30 Alderman Darata moved to place Bill No. 2004-30 on its fast reading, Payment of said Bill authorizing the payment of certain indebtedness listed therein, Indebtedness seconded by Alderman Burris, the vote was: Aye: Aldermen, Beazd, Looker, Bums, Super, Darata and Legaazd. Motion carries. Ordinance No. 2004-30 Alderman Beard moved to place Bill No. 2004-30 on its second reading, Approved and upon passage of same become Ordinance No. 2004-30, seconded by Alderman Looker, the vote was: Aye: Aldermen Beard, Burris, Legaazd, Super Looker and Darata. Motion carries. Minn. 5/4/04 2 Bill No. 2004-40 Alderman Looker moved to place Bill No. 2004-40 on its first reading, Approv. the termina- said Bill approving the termination of the City of Riverside, Missouri, lion of the city's Retire- Retirement Savings Plan and Trust and the distribution of the assets thereof meat Savings Plan & to plan participants, and authorizing the Mayor to apply for a determination Trust.... Letter from the Internal Revenue Service and to take all other actions necessary in connection with such termination and distribution, seconded by Alderman Legaazd, the vote was: Aye: Aldermen Legaazd, Beard, Looker, Legaazd, Burris and Darata. Motion carries. Ordinance No. 2004-40 Alderman Looker moved to place Bill No. 2004-40 on its second reading, Approved and upon passage of same become Ordinance No. 2004-40, seconded by Alderman Legaard, the vote was: Aye: Aldermen Beard, Burris, Legaazd, Super Looker and Darata. Motion carries. General Discussion Alderman Legaazd said the "no dumping" label on the inlet box on her property needs to be re-stenciled. This will be one of the boy scout projects. Alderman Legaazd asked if the E.H. Young Riverfront Pazk could be opened at 6 a.m. mornings. It will be opened at this time if an officer is not on a call. Alderman Burris asked if the dip in the road on NW Woodland could be fixed. John said he couldn't change the design on the Gateway project. He also said the grades on NW Gateway azen't going to change much. Alderman Beard said the dip should disappear because NW Gateway will be wider. The weeds need cut behind the old "Riverside Downs Building" owned by Ascott LLC out of Springfield, Mo. This will be reported to Jim Hare, Codes to send a violation letter. Alderman Beazd asked about mazking the curb throughout the city for curb replacement. John said, "yes" but there is not any money in the 2004 budget for street patching repair throughout the city, but it will be included in the 2005 budget. Bids are being taken and bid closing is May 14'x. Budget work starts next week. The new Public Safety Building should be completed by June 21~`. Motion for Closed Alderman Looker moved that the meeting go into closed session, pursuant to Session RSMo 610.021(1) for discussion of Legal Issues, RSMo 610.021(2)Real Estate and 610.021(3) Personnel Issues with the City Attorney, seconded by Alderman Bums, and the vote was: Aye: Alderman Beazd, Dazata, Bums, Super, Looker and Legaazd. Motion Carries. Mins. 5/4/04 Motion for Open Alderman Super moved that the meeting go into open session at Session seconded by Alderman Burris, and the vote was: Aye: Alderman Burris, Looker, Darata, Legaard, Beard and Super. Motion Carries. Letter of Resigna- Alderman Beard moved to accept a letter of resignation from Fire Division lion, Fire Division Lieutenant, Michael Shelton to be effective July 16, 2004, seconded by Lieut. Mike Shelton by Alderman Looker, the vote was: Approved Aye: Aldermen Burris, Super, Darata, Legaard, Beard and Looker. Motion carries.
