REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, January 15, 2019
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
January 15, 2019.
Mayor Rose called the regular meeting to order at 6:30 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Art Homer, Ron Super, Chet Pruett, Aaron Thatcher, Sal LoPorto, and
Al Bowman.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Finance Director Donna Oliver, Fire Chief Gordon Fowlston, Human
Resource Manager Amy Strough, City Engineer Travis Hoover, and City Planner Sarah
Wagner. Also present was City Attorney Paul Campo.
MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed
CLOSED @ 6:46 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real
estate, and RSMo 610.021(3) Hiring, firing, disciplining or
promoting a particular employee, when personal information
about the employee is discussed, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Fuller, Bowman, Cretsinger, and
Hammond.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Thatcher moved at 6:58 p.m. to adjourn closed
CLOSED @ 6:58 P.M. session with action taken, second by Alderman Cretsinger.
Yes: Thatcher, Cretsinger, Hammond, LoPorto, Bowman, and'
Fuller.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at
7:00 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Aaron Thatcher, Sal LoPorto, Al
Bowman, Jill Hammond, Nathan Cretsinger, and Mike Fuller.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover,
Chief Gordon Fowlston, Police Captain Gary McMullin, HR Manager Amy Strough, Finance
Director Donna Oliver, Capital Projects & Parks Manager Noel Challis, and City Planner Sarah
Wagner. Also present was City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.

PUBLIC COMMENT Mayor Rose asked Alderman Hammond to introduce Stacy Goss
to the Board and announced that a resolution will be on the next
agenda for consideration of appointment to the Park Board.
CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda
as presented, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Cretsinger, Fuller, Bowman, and
Hammond.
Motion carried 6-0.
MINUTES OF 01-08-19 Alderman Thatcher moved to approve the minutes of the January
08,-2019 regular meeting, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Cretsinger, Fuller, Bowman, and
Hammond.
Motion carried 6-0.
COURT REPORT Alderman Thatcher moved to approve the December 2018 Court
Report, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Cretsinger, Fuller, Bowman, and
Hammond.
Motion carried 6-0.
RESOLUTION 2019-007 Alderman Thatcher moved to approve Resolution 2019-007
Agreement Live Scan Service approving the grant award agreement with the Missouri State
Highway Patrol related to Live Scan Fingerprinting Subscription
Service, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Cretsinger, Fuller, Bowman, and
Hammond.
Motion carried 6-0.
RESOLUTION 2019-008 Alderman Thatcher moved to approve Resolution 2019-008
HDR Engineering Services approving professional services with HDR Engineering, Inc. for
engineering services for the Jumping Branch Trial in the amount
of$81,037, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Cretsinger, Fuller, Bowman, and
Hammond.
Motion carried 6-0.
REGULAR AGENDA
PUBLIC HEARING Mayor Rose announced the public hearing at 7:04 p.m. is
SUP at 4304 NW Mattox Road postponed until the March 5, 2019 and asked for a motion for
continuance.
Alderman Thatcher moved to continue the Public Hearing for the
SUP for outdoor storage at 4304 NW Mattox Road to March 5,
2019, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Bowman, Fuller, Hammond, and
Cretsinger.
Motion carried 6-0.

RESOLUTION 2019-006 Alderman Thatcher moved to approve Resolution 2019-006
Bill Pay authorizing the expenditure of funds for fiscal year 2018-
2019, for week ending January 11th in the amount of$165,015.05,
second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Cretsinger, Fuller, and Bowman.
No: None
Abstain: Hammond
Motion carried 5-0-1.
BILL NO. 2019-003 City Clerk Robin Kincaid gave first reading of Bill No. 2019-003.
CO 10—Houston Excay. City Engineer Travis Hoover explained that this an extension of
our fill dirt contract and that the dirt is now going to the E.H. Young
Park area.
Alderman Thatcher moved to accept first reading and place Bill
No. 2019-003 on second and final reading, second by Alderman
Hammond.
Yes: Thatcher, Hammond, Bowman, Cretsinger, LoPorto, and
Fuller.
Motion carried 6-0.
Alderman Hammond moved to approve Bill 2019-003 and enact
said bill as ordinance, second by Alderman LoPorto.
Yes: Hammond, LoPorto, Cretsinger, Fuller, Bowman, and
Thatcher.
Motion carried 6-0.
BILL NO.2019-004 City Clerk Robin Kincaid gave first reading of Bill No. 2019-004.
Police New Hire- Day Alderman Thatcher moved to accept first reading and place Bill
No. 2019-004 on second and final reading, second by Alderman
Hammond.
Yes: Thatcher, Hammond, LoPorto, Cretsinger, Bowman, and
Fuller.
Motion carried 6-0.
Alderman Hammond moved to approve Bill 2019-004 and enact
said bill as ordinance, second by Alderman Cretsinger.
Yes: Hammond, Cretsinger, Bowman, LoPorto, Thatcher, and
Fuller.
Motion carried 6-0.
CITY ADMINISTRATOR City Administrator Brian Koral announced that this evening at 5:00
p.m. the filing closed for the April 2, 2019 General Municipal
election and that the three incumbents have signed up to run with
no opposition. Brian then presented a PowerPoint overview of the
ETC Survey results to the Board on the residential responses,
then Community Development Director Mike Duffy reviewed the
business responses. Koral then introduced Harold Rowland, new
General Manager of Argosy and Tim Kelly, Vice President of
Gaming, they gave a PowerPoint overview of gaming and how
Argosy plays into that in the Northland.
COMMUNITY DEVELOPMENT Nothing to report.

ENGINEERING Parks Manager Noel Challis reviewed a PowerPoint presentation
regarding the E.H. Young Riverfront Park and updated the Board
on the Master Plan Budget and projects for Phase 2 and alternate
options. Board consensus directed staff to follow Option 2— Bid
the entire project with alternates and then determine how to
proceed with funding.
FINANCE Finance Director Donna Oliver explained that the two numbers for
Police Administration and Police on the December 31, 2018
Statement of Receipts and Expenditures were correct but
represent the opposite line items.
FIRE Fire Chief Gordon Fowlston reported that Public Works deserves
an extra pat on the back for their willingness to help a resident on
Merrimac get back into her house after being transported to the
hospital earlier that day. The Fire Department had said that they
would help, but we were all out working a car accident. We called
Public Works who had a crew working the snow event and they
sent Matt Behle to help her and she was most appreciative.
POLICE Nothing to report.
PUBLIC WORKS Nothing to report. Mayor Rose added that the crew did a fabulous
job during the snow event and to please share that with everyone.
Alderman LoPorto reported on the snow and birthday parties that
were in his neighborhood, that went on as planned because our
Public Works crew had the roads in great shape. People attending
from outside our community raved about the streets in our city
compared to ones they traveled getting to Riverside.
LEVEE BOARD Travis reported that the meeting is tomorrow.
