Boazd of Aldennen of City of Riverside, Missouri
May 11, 2004
A special meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the
City Hall, of Riverside, Missouri, May 11, 2004 at 7:00 p.m.
Those in attendance were Mayor Betty Burch, Looker, Legaazd, Bums, Dazata, Super and Beazd.
Also present were, David Blackburn, City Administrator and Matt ICitzi, City Attorney's office.
Frank Weatherford, .Frank spoke to the boazd rgazding the "Riverside Horizons "area. He said
TranSystems speaks the azea South of 9 highway consisted of two (2) different plans, one the city
to the boazd regazding owns on the east side of Vandepopulier, the other azea property owners own on
the property south the west side of the road and there is no money available for infrastructure on
of 9 Highway the west side.
Frank contacted MoDOT and KDOT and they stated they have their final plans
for the Interchange. On their side of the Interchange, KDOT will make
the signs and place them at the city's direction.
He also stated the name of the road "Vandepopulier" has a difficult spelling.
He distributed a listing of three choices to rename the street and the boazd was to
choose one. They were comfortable with "Horizons Parkway. "
Mayor Burch stated to the boazd she would like to contact the Vandepopulier
Previous residents still living in the Northland azea.
Alderman Beazd asked "Is I{DOT willing to put in the bases for the signs on I-
635? Frank said, "Yes".
Regarding Route 9 and Burlington Northern Railroad, after a short discussion,
the city agreed the access on Vandepopulier, is a good direction to follow. On
the street to Prologis, to obtain access to "HyDro Conduit," the city needs to
meet with Prologis regazding the street design.
Regazding the NW Vivion Road reconstruction and widening/Line Creek Bridge
to US 169 project, MoDOT chose four (4) firms to interview:
1. TranSystems
2. Cook, Flatt & Strobel Engineers
3. Delich Roth & Goodwillie
4. HNTB
Interviews were conducted Apri123, 2004.
TranSystems, Alderman Beazd moved to approve the Mayor to complete and execute an
Approved agreement with TranSystems Corp. for engineering services related to the NW
to perform engineering Vivion Road reconstmction and widening/Line Creek Bridge to US 169 project,
services related to the contingent upon a funding agreement with MoDOT, seconded by Alderman
Vivion Rd. project, Burris, the vote was:
contingent upon a funding
agreement with MoDOT Aye: Aldermen Bums, Darata, Legaard, Beazd, Super and Looker.
Minn. 5/11/04 Motion carries.
It was mentioned that it will be necessary to obtain multiple agreements from
Mr. Charles Garney, City of Kansas City, Gladstone and Northmoor. Frank
Weatherford will write a letter to MoDOT setting out the multiple jurisdictions
and asking fora 50/50 match with MoDOT. TranSystems will not charge for
these letters.
Motion for Closed Alderman Beard moved that the meeting go into closed session, pursuant to
Session at 8:03 p.m. RSMo 610.021(2) for discussion of Real Estate with the City Attorney,
seconded by Alderman Looker, and the vote was:
Aldermen Beard, Super, Looker and Legaard, Bums and Darata.
Motion carries.
Motion for Open Alderman Looker moved that the meeting go into open session at 8:22 p.m
Session seconded by Alderman Legaard, and the vote was:
Aye: Aldermen Looker, Legaazd, Beard and Super, Burris and Dazata.
Motion carries.
Budget Discussion David Blackburn, City Administrator presented the boazd with summarized
budget figures.
Recess A brief recess was called at 8:25 p.m.
Reconvened The Mayor and boazd answered to roll call at 8:40 p.m
Budget Discussion The boazd unanimously agreed that the city couldn't survive on the 2004-2005
budget without using some money from the capital improvements fund.
Adjournment By unanimous decision, the board agreed to adjourn at 9:23 p.m
