HomeMy WebLinkAbout2019-02-19 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, February 19, 2019 The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, February 19, 2019. Mayor Rose called the regular meeting to order at 6:15 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Al Bowman, Nathan Cretsinger, Aaron Thatcher, Sal LoPorto, Mike Fuller, and Jill Hammond. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Finance Director Donna Oliver, Police Chief Chris Skinrood, Human Resource Manager Amy Strough, City Engineer Travis Hoover, and City Planner Sarah Wagner. Also present was City Attorney Paul Campo. MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed CLOSED @ 6:15 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021 (2) Leasing; Purchase or sale of real estate, and RSMo 610.021'(3) Hiring, firing, disciplining or promoting a particular employee, when personal information about the employee is discussed, second by Alderman Bowman. Yes: Thatcher, Bowman, LoPorto, Hammond, Fuller, and Cretsinger. Motion carried 6-0. MOTION TO ADJOURN Alderman Thatcher moved at 7:00 p.m. to adjourn closed CLOSED @ 7:00 P.M. session with action taken, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Cretsinger, Bowman, Fuller, and Hammond. Motion carried 6-0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:05 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Aaron Thatcher, Sal LoPorto, Al Bowman, Jill Hammond, Nathan Cretsinger, and Mike Fuller. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Chief Gordon Fowlston, Police Chief Chris Skinrood, HR Manager Amy Strough, Finance Director Donna Oliver, Capital Projects & Parks Manager Noel Challis, and City Planner Sarah Wagner. Also present was City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. 1 CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda as presented, second by Alderman Bowman. Yes: Thatcher, Bowman, LoPorto, Cretsinger, Fuller, and Hammond. Motion carried 6-0. MINUTES OF 02-05-19 Alderman Thatcher moved to approve the minutes of the February 5, 2019 regular meeting, second by Alderman Bowman. Yes: Thatcher, Bowman, LoPorto, Cretsinger, Fuller, and Hammond. Motion carried 6-0. COURT REPORT Alderman Thatcher moved to approve the January 2019 Court Report, second by Alderman Bowman. Yes: Thatcher, Bowman, LoPorto, Cretsinger, Fuller, and Hammond. Motion carried 6-0. Mayor Rose announced that Resolution R-2019-013 Bill Pay will be heard after all resolutions and ordinances on the regular agenda this evening. REGULAR AGENDA BILL NO.2019-007 City Clerk Robin Kincaid gave first reading of Bill No. 2019-007. Gilmore& Bell as Special Finance Director Donna Oliver explained that this request is for Counsel Gilmore & Bell's legal counsel for disclosure compliance services: Alderman Thatcher moved to accept first reading and place Bill No. 2019-007 on second and final reading, second by Alderman Hammond. Yes: Thatcher, Hammond, LoPorto, Cretsinger, Fuller, and Bowman. Motion carried 6-0. Alderman Hammond moved to approve Bill 2019-007 and enact said bill as ordinance, second by Alderman Cretsinger. Yes: Hammond, Cretsinger, LoPorto, Bowman, Fuller, and Thatcher. Motion carried 6-0. RESOLUTION 2019-014 Capital Projects & Parks Manager Noel Challis reported on the Agreement Artwork Balcom plan for the Monarch Migration Walk through a PowerPoint presentation and discussion. Community based art will be the first three projects along the Line Creek Trail and then closer to Argosy along the bridge and along E.H. Young Riverfront Park. There were 37 artist submissions that the Park Board then narrowed down to 15 entries. Then a selection panel through interviews narrowed the entries to three artist submissions that follow in the three resolutions for the Board's consideration. 2 Alderman Thatcher moved to approve Resolution 2019-014 approving an agreement with Jake Balcom for the creation, purchase, and sale of artwork, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Fuller, Bowman, Cretsinger, and Hammond. Motion carried 6-0. RESOLUTION 2019-015 Alderman Thatcher moved to approve Resolution 2019-015 Agreement Artwork Gialanella approving an agreement with Donald Gialanella for the creation, purchase, and sale of artwork, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Hammond, Fuller, Cretsinger, and Bowman. Motion carried 6-0. RESOLUTION 2019-016 Alderman Thatcher moved to approve Resolution 2019-016 Agreement Artwork Gialanella approving an agreement with Donald Gialanella for the creation, purchase, and sale of artwork, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Cretsinger, Hammond, Bowman, and Fuller. Motion carried 6-0. RESOLUTION 2019-013 Alderman Thatcher moved to approve Resolution 2019-013 Bill Pay authorizing the expenditure of funds for fiscal year 2018- 2019, for week ending February 811 and February 15th in the amount of$423,617.62, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Bowman, Fuller, and Cretsinger. No: None Abstain: Hammond Motion carried 5-0-1. CITY ADMINISTRATOR City Administrator Brian Koral gave a report on gaming, the video lottery terminals (VTL) legislation, and the issue we have with our lobbyist being in conflict with the city interests in respect to the VLT legislation. Mayor Rose added information to this topic, VLTs will have few controls which is much different than gaming regulations and will have an effect on gaming in the state. The HomeDoc cities are working together to possibly get their own lobbyist to stay on top of these efforts. Community Development Director Mike Duffy also reported additional information about results of VLTs in the states that have already allowed them. Koral then shared an email Chief Skinrood received from a citizen offering kudos to Sergeant Paul Campbell for his help and professionalism when working an accident this person was in and Campbell response to the situation. COMMUNITY DEVELOPMENT Nothing to report. ENGINEERING Nothing to report. FINANCE Nothing to report. 3 FIRE Nothing to report. POLICE Nothing to report. PUBLIC WORKS Nothing to report. Mayor Rose commented that they have been doing a good job. LEVEE BOARD Travis reported that there was a meeting on Friday, February 8th called by Mike Duffy including the Levee Board and the Corp of Engineers. It was a very productive meeting. MAYOR'S DISCUSSION Mayor Rose had nothing to report. BOARD OF ALDERMEN Alderman Hammond— I want to thank the Parks Board for all their work to get the art installation going. I feel like communities that invest in art is a treat and a treasure. I am excited to see it come to fruition. Alderman Bowman — Nothing to report. Alderman Fuller— Nothing to report. Alderman Thatcher— Nothing to report. Alderman LoPorto— Nothing to report. Alderman Cretsinger— Nothing to report.
