HomeMy WebLinkAbout2019-03-05 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, March 5, 2019 The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, March 5, 2019. Mayor Rose called the regular meeting to order at 6:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Aaron Thatcher, Al Bowman, Mike Fuller, Nathan Cretsinger, Sal LoPorto, and Jill Hammond. Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Community Development Director Mike Duffy, City Planner Sarah Wagner, and City Engineer Travis Hoover. Also present were Special Counsel Joe Bednar and City Attorney Paul Campo. MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed CLOSED @ 6:00 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021 (2) Leasing, purchase or sale of real estate where public knowledge might adversely affect legal consideration, and RSMo 610.021(3) hiring, firing, disciplining or promoting a particular employee, when personal information about the employee is discussed, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Bowman, Fuller, Hammond, and Cretsinger. Motion carried 6-0. MOTION TO ADJOURN Alderman Hammond moved at 7:02 p.m. to adjourn closed CLOSED @ 7:02 P.M. session with action taken, second by Alderman LoPorto. Yes: Hammond, LoPorto, Cretsinger, Bowman, Thatcher, and Fuller. Motion carried 6-0. Mayor Rose called the Regular Session Meeting to order at 7:05 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Al Bowman, Sal LoPorto, Mike Fuller, Aaron Thatcher, Nathan Cretsinger, and Jill Hammond. Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Police Chief Chris Skinrood, Assistant Fire Chief Jason Snarr, Community Development Director Mike Duffy, Human Resources Manager Amy Strough, City Planner Sarah Wagner, Fire Marshal Keith Payne, Fire Captain Scott Stubler, Lieutenant Andrew Dressler, Firefighter/Paramedic Michael Reilly, and Firefighter/EMT Donald Ferguson. Also present was City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. 1 PUBLIC COMMENT None. CONSENT AGENDA Alderman Bowman moved to approve the consent agenda as presented, second by Alderman Hammond. Yes: Bowman, Hammond, LoPorto, Thatcher, Cretsinger, and Fuller. Motion carried 6-0. MINUTES OF 2-19-19 Alderman Bowman moved to approve the minutes of the February 19, 2019 regular meeting, second by Alderman Hammond. Yes: Bowman, Hammond, LoPorto, Thatcher, Cretsinger, and Fuller. Motion carried 6-0. REGULAR AGENDA PUBLIC HEARING Mayor Rose announced the public hearing at 7:06 p.m. is SUP at 4304 NW Mattox Road postponed until the April 2, 2019 and asked for a motion for continuance. Alderman Thatcher moved to continue the Public Hearing for the SUP for outdoor storage at 4304 NW Mattox Road to April 2, 2019, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Fuller, Bowman, Cretsinger, and Hammond. Motion carried 6-0. MISSOURI HOME DOCKS City Administrator Brian Koral explained that there is a check to be approved this evening that has been requested by the Missouri Home Dock Cities Association. Each participating city has been asked to pay $3,500 toward the effort of retaining a lobbyist to work in the association's interest. Motion moved by Alderman Thatcher authorizing staff to pay the Missouri Home Docks Association $3,500 for lobbyist representation in the state legislature, second by Alderman Hammond. Yes: Thatcher, Hammond, Bowman, Fuller, LoPorto, and Cretsinger. Motion carried 6-0. RESOLUTION 2019-017 Alderman LoPorto moved to approve Resolution 2019-017 Bill Pay authorizing the expenditure of funds for fiscal year 2018- 2019, for weeks ending February 22"d and March 1St in the amount of$178,581.78, second by Alderman Thatcher. Yes: LoPorto, Thatcher, Cretsinger, Hammond, and Fuller. No: None. Abstain: Bowman. Motion carried 5-0-1 2 BILL NO. 2019-008 City Clerk Robin Kincaid gave first reading of Bill No. 2019-008. Per MDA Pilots Payment Alderman Thatcher moved to accept first reading of Bill No. 2019-008, second by Alderman Bowman. Yes: Thatcher, Bowman, Hammond, Fuller, Cretsinger, and LoPorto. Motion carried 6-0. Alderman Bowman moved to approve Bill 2019-008 and enact said bill as ordinance, second by Alderman Cretsinger. Yes: Bowman, Cretsinger, Fuller, Hammond, LoPorto, and Thatcher. Motion carried 6-0. BILL NO. 2019-009 City Clerk Robin Kincaid gave first reading of Bill No. 2019-009. MoDot Lighting Maintenance Alderman Thatcher moved to accept first reading and place Bill No. 2019-009 on second and final reading, second by Alderman Hammond. Yes: Thatcher, Hammond, Bowman, Fuller, LoPorto, and Cretsinger. Motion carried 6-0. Alderman Bowman moved to approve Bill 2019-009 and enact said bill as ordinance, second by Alderman Hammond. Yes: Bowman, Hammond, Thatcher, LoPorto, Cretsinger, and Fuller. Motion carried 6-0. CITY ADMINISTRATOR Nothing to report. COMMUNITY DEVELOPMENT Community Development Director Mike Duffy updated the Board on a code enforcement issue regarding a deck detaching from a house that is a safety hazard. We have directed them to the Northland Neighborhoods Organization for repairs. We are talking with the Missouri Department of Conservation and considering an urban deer management program to bring back to you in further detail in a few months. This is done through the normal bow hunting process near the levee area to help control the deer population and the predators that follow them. ENGINEERING Nothing to report. FINANCE Nothing to report. FIRE Assistant Fire Chief Jason Snarr introduced himself to the Board. He then explained that the firefighters assisting him, were there to give a demonstration of the actual working of Auto Pulse Equipment that was recently purchased. Several of the paramedics and EMTs have been trained to use the equipment and they showed how it works differently from manually administering CPR. With this equipment there is a greater possibility for 50% of patients to walk out of the hospital after suffering from cardiac arrest. 3 POLICE Nothing to report. PUBLIC WORKS Nothing to report. LEVEE BOARD City Engineer Travis Hoover stated the next meeting is March 20tH MAYOR'S DISCUSSION Mayor Rose attended the KC Mayor's Prayer Breakfast and stated that 9 of the 23 mayors attending were from Platte County. Cathy Smith is the Sports Commissioner of Greater Kansas City and she was the best speaker I think we have ever had. I also want to thank Alderman Hammond and Alderman Thatcher for inviting me to the Gatewoods HOA meeting last week. It was exciting to be there and share what is going on in Riverside and their neighborhood. BOARD OF ALDERMEN Alderman LoPorto— Nothing except thanking the Fire Department for their demonstration, it was impressive, thank you. Alderman Thatcher— Nothing to,report. Alderman Fuller—The meeting at Argosy regarding Missouri economic development was very informative last week. Alderman Bowman — Nothing to report. Alderman Hammond — I just want to continue to thank the city employees, whenever I reach out you respond quickly and I want to thank you for that. Alderman Cretsinger— I will be with family on the March 19th meeting and unable to attend. MOTION TO ADJOURN Alderman Bowman moved to adjourn the meeting at 7:37 p.m., second by Alderman Thatcher.
