Minutes of Regular Meeting of
Board of Aldermen of City of Riverside, Missouri
May 18, 2004
A regulaz meeting of the Boazd of Aldermen of the City of Riverside, Missouri, was held in the
City Hall, of Riverside, Missouri, May 18, 2004 at 7:30 p.m.
Those in attendance were Mayor Betty Burch, Aldermen Bums, Looker, Dazata, Legaazd, Super
and Beard.
Also present were, David Blackburn, City Administrator, Louise Rusick, City Clerk, Chief Wylie
Simpson, John Jackson, City, Engineer, Brent Miles, Planning, Zoning and Community Development
Coordinator and Matt City and Ben Prell Attorney's office.
Joe Bednaz speaks to Joe Bednaz, Armstrong, Teasdale said Senator Shields was successful in
the board obtaining the State Tax Increment Financing program and the final draft is being
reviewed. There is a positive outlook on the Economic Development Package
(Governor's Package) between $250-300,000 by June 30`s and available by the
end of yeaz or thereafter. There are bills on infrastructure incentives and it will
be determined if the city qualifies. The Governor will travel here to announce
the project when all is finalized.
Minutes, May 4, 2004 Alderman Legaard moved that the minutes of May 4, 2004 be approved
Approved as corrected, seconded by Aldennan Burris, the vote was:
Aye: Aldermen Bums, Darata, Super, Legaazd, Beard and Looker.
Motion carries.
Public Hearing Opened Mayor Burch opened the Public Hearing that was continued at the May 4's
the Public Hearing at meeting to consider a request to rezone property defined as part of Tract C
7:43 p.m that was Corrected Plat of Riverchase, a subdivision in Pazkville and Riverside,
continued at the May a subdivision in Pazkville and Riverside, Platte County, Missouri, from R-2
4s' meeting (multi-family residential) to C-1 (Commercial)
Public Hearing Alderman Looker moved to continue the Public Hearing until June 1$`,
Continued seconded by Alderman Darata, the vote was:
Aye: Aldermen Dazata, Super, Legaazd, Beazd, Looker and Burris.
Motion carries.
Public Hearing Opened Mayor Burch opened the Public Hearing at 7:43p.m. to consider a request
to rezone property from "CPO" Civic and Professional Office to "C-1"
generally located from Leibrand's Automotive along Gateway Road South to
Jumping Branch Creek on Vivion Road.
Public Hearing Closed Mayor Burch closed the Public Hearing at 7:46 p.m as there were not any
comments from the public.

Public Hearing Opened Mayor Burch opened the Public Hearing at 7:47 pm to consider vacating a
portion ofright-of--way along Argosy Pazkway located generally seven hundred
(700) feet east of I-635.
Public Hearing Closed Mayor Burch closed the Public Hearing at 7:52 as there were not any comments
from the public.
Fastenal Discussion The new proposed business Fastenal has seventeen parking spaces with no
pazking on the south side of the building. The tenant had no building permit.
Change of Use Permit Alderman Looker moved to approve a Change of Use Pernrit for Fastenal-4710
for Fastenal, Approved NW Gateway approved, subject to the Codes Enforcement making a Building
subject to condition Inspection, seconded by Alderman Burris, the vote was:
Aye: Aldermen Looker, Darata, Super, Legaard, Beard and Burris.
Motion carries.
Northland School of Alderman Legaazd moved to approve a site plan for the proposed Northland
Performing Arts School of Performing Arts, 3000 NW 50`s St., thirteen thousand seven hundred
Site Plan, Approved sixty (13,760) squaze foot educational center that will house music and dance
activities, seconded by Alderman Dazata, the vote was:
Aye: Aldermen Darata, Super, Legaazd, Beard, Looker and Bums.
Motion carries.
Building Permit Alderman Looker moved to approve a Building Permit for David Blackburn,
David Blackburn, 43131VVV 52°d St to build an extension onto an existing deck, seconded by
4313 NW 52°d St. Alderman Darata, the vote was:
Approved
Aye: Aldermen Super, Legaard, Beazd, Looker, Burris and Dazata.
Motion carries.
Facade choice for the Alderman Beazd moved to approve the smooth face masonry for the stoplog
stoplog storage bldgs. storage buildings, seconded by Alderman Darata, the vote was:
Approved
Aye: Aldermen Legaard, Beard, Looker, Darata, Super and Bums.
Motion carries.
Bids received for Superior Bowan Asphalt $54,800.00

project American Marking & Paving Co, Inc. 43,557.00
American Mazking Alderman Burris moved to approve American Marking & Paving Co, Inc.
& Paving Co., Inc. for the city wide street projects for an amount not to exceed $43,420. seconded
for the city wide by Alderman Super, the vote was:

Approved Aye: Aldermen Beazd, Looker, Darata, Super, Burris and Legaazd.

Bill No. 2004-41 Alderman Bums moved to place Bill No. 2004-41 on its first reading,
Payment of said Bill authorizing the payment of certain indebtedness listed therein,
Indebtedness seconded by Alderman Darata, the vote was:
Aye: Aldermen, Beard, Looker, Burris, Super, Darata and Legaazd.
Motion carries.
Ordinance No. 2004-41 Alderman Legaazd moved to place Bill No. 2004-41 on its second reading,
Approved and upon passage of same become Ordinance No. 2004-41, seconded
by Alderman Looker, the vote was:
Aye: Aldermen Beard, Bums, Legaard, Super Looker and Dazata.
Motion carries.
Bill No. 2004-42 Alderman Beard moved to place Bill No. 2004-42 on its first reading said Bill
Amending Title VI Amending Title VI, Chapter 622 of the Municipal Code of the City of Riverside,
Chapter 622:050 Missouri, by amending Section 622.050: License Applications, seconded by
City Code: License Alderman Burris, the vote was:
Apps.
Aye: Aldermen Bums, Dazata, Super, Legaazd, Beard and Looker.
Motion carries.
Ordinance No. 2004-42 Alderman Legaazd moved to place Bill No. 2004-42 on its second reading,
Approved and upon passage of same become Ordinance No. 2004-42, seconded
by Alderman Darata, the vote was:
Aye: Aldermen Beazd, Burris, Legaazd, Super Looker and Darata.
Motion carries.
Bill No. 2004-43 Alderman Super moved to place Bill no. 2004-43 on its first reading, said
Amend. Title VI, of the Municipal Code of the City of Riverside, Missouri, by amending
Chapt. 600: Time Section 600.310: Time Fixed for Opening and Closing Premises (Except
Fixed for Opening & Sunday sales and Sunday Package Liquor Licenses)-Closed Place Defined-
Closing Premises... -Penalty, seconded by Alderman Looker, the vote was:
Aye: Aldermen Super, Dazata, Legaazd, Beazd, Looker and Burris.
Motion carries.

Approved and upon passage of same become Ordinance No. 2004-43, seconded
by Alderman Legaazd, the vote was:

Bill No. 2004-44 Alderman Looker moved to place Bill No. 2004-44 on its first reading,
Amend. Title III said Bill amending Title III, Chapter 385 of the Municipal Code of the
Chapt. 385 of the city City of Riverside, Missouri, by amending Section 385.060: Method
Code, Sect. 385.060 of Displaying License Plates, seconded by Alderman Beard, the vote

Aye: Aldermen Dazata, Legaard, Beazd, Looker, Burris and Super.
Motion carries.
Ordinance No. 2004-44 Alderman Super moved to place Bill No. 2004-44 on its second reading,
Approved and upon passage of same become Ordinance No. 2004-44, seconded
by Alderman Burris, the vote was:
Aye: Aldermen Beard, Bums, Legaazd, Super Looker and Darata.
