HomeMy WebLinkAbout2019-03-19 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, March 19, 2019 The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall; 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, March 19, 2019. Mayor Rose called the regular meeting to order at 6:05 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Al Bowman, Aaron Thatcher, Sal LoPorto, Mike Fuller, and Jill Hammond. Alderman Cretsinger was absent. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Finance Director Donna Oliver, Police Chief Chris Skinrood, Human Resource Manager Amy Strough, and City Engineer Travis Hoover. Also present was City Attorney Paul Campo. MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed CLOSED @ 6:05 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real estate, RSMo 610.021(3) Hiring, firing, disciplining or promoting a particular employee, when personal information about the employee is discussed, and 610.021(12) Sealed bids and related documents, until the bids are opened; and sealed proposals and related documents or any documents related to a negotiated contract until a contract is executed, or all proposals are rejected, second by Alderman Bowman. Yes: Thatcher, Bowman, Fuller, LoPorto, and Hammond. Motion carried 5-0. MOTION TO.ADJOURN Alderman Thatcher moved at 6:50 p.m. to adjourn closed CLOSED @ 6:50 P.M. session with no action taken, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Bowman, Fuller, and Hammond. Motion carried 5-0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:03 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Aaron Thatcher, Sal LoPorto, Al Bowman, Jill Hammond, and Mike Fuller. Alderman Cretsinger was absent. 1 Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Fire Marshal Keith Payne, Police Chief Chris Skinrood, HR Manager Amy Strough, Finance Director Donna Oliver, and Capital Projects & Parks Manager Noel Challis. Also present was City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda as presented, second by Alderman Hammond. Yes: Thatcher, Hammond, Bowman, Fuller, and LoPorto. Motion carried"5-0. MINUTES OF 03-05-19 Alderman Thatcher moved to approve the minutes of the March 5, 2019 regular meeting, second by Alderman Hammond. Yes: Thatcher, Hammond, Bowman, Fuller, and LoPorto. Motion carried 5-0. COURT REPORT Alderman Thatcher moved to approve the February 2019 Court Report, second by Alderman Hammond. Yes: Thatcher, Hammond, Bowman, Fuller, and LoPorto. Motion carried 5-0. RESOLUTION 2019-019 Alderman Thatcher moved to approve Resolution 2019-019 QuikTrip Demo Bid Award awarding the bid for QuikTrip Demolition and approving the agreement with Doubled D, Inc. DBA Dale Brothers, second by Alderman Hammond. Yes: Thatcher, Hammond, Bowman, Fuller, and LoPorto. Motion carried 5-0. RESOLUTION 2019-020 Alderman Thatcher moved to approve Resolution 2019-020 Specs for E.H. Young Park approving specifications for E.H. Young Riverfront Park Improvements, second by Alderman Hammond. Yes: Thatcher,.Hammond, Bowman, Fuller, and LoPorto. Motion carried 5-0. RESOLUTION 2019-021 Alderman Thatcher moved to approve Resolution 2019-021 Rejecting all Tow Bids rejecting all bids for vehicle towing and storage services, second by Alderman Hammond. Yes: Thatcher, Hammond, Bowman, Fuller, and LoPorto. Motion carried 5-0. 2 REGULAR AGENDA RESOLUTION 2019-018 Alderman Thatcher moved to approve Resolution 2019-018 Bill Pay authorizing the expenditure of funds for fiscal year 2018- 2019, for week ending March 8th and March 15th in the amount of $486,353.41, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Fuller, and Bowman. No: None Abstain: Hammond Motion carried 4-0-1. BILL NO. 2019-010 City Clerk Robin Kincaid gave first reading of Bill No. 2019-010. Mattox Rd &39th Street Specs City Engineer Travis Hoover explained that this is the specs for the DoorLink project. Alderman Thatcher moved to accept first reading and place Bill No. 2019-010 on second and final reading, second by Alderman Hammond. Yes: Thatcher, Hammond, LoPorto, Bowman, and Fuller. Motion carried 5-0. Alderman Hammond moved to approve Bill 2019-010 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Hammond, Thatcher, Fuller, Bowman, and LoPorto. Motion carried 5-0. CITY ADMINISTRATOR City Administrator Brian Koral gave a report on the YMCA Summer Camps at the Community Center for K-6 grade July 8— Aug. 2, 2019. Registration is available online. This weekend Tip- A-Cop for Special Olympics is this Saturday morning from 8 a.m. to noon at the Riverside Corner Cafe. We had a meeting yesterday regarding the flooding situation, there were representatives from the railroad, Argosy, Platte County, Parkville, MoDot, Levee District and our own staff. COMMUNITY DEVELOPMENT Nothing to report. ENGINEERING Parks Manager Noel Challis presented two additional pieces for the monarch project. PowerPoint pictures of Medallions on the bridge and a Monarch sculpture were shared and discussed. Alderman Thatcher moved to direct staff to present resolutions for the two monarch public art pieces to the Board at the next regular meeting, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Fuller, Hammond, and Bowman. Motion carried 5-0. There will also be presentations from the community groups that are working on art for the northern section at the April 2"d meeting. FINANCE Finance Director Donna Oliver introduced the audit engagement letter and verified with the Board that they wish to continue working with RSM. Consensus of the board was to use them for the upcoming audit. 3 FIRE Nothing to report. POLICE Nothing to report. PUBLIC WORKS Nothing to report. LEVEE BOARD Travis reported that there was a meeting tomorrow. MAYOR'S DISCUSSION Mayor Rose reported that the City applied for a grant from the Platte County Commission in the amount of$40,000 for Pickle Ball Courts and unfortunately the county only awarded us $15,000 for the project. On Thursday, March 21St I plan to visit with Congressman Graves during his time in Parkville seeing the impacts of the flood. The video lottery terminals did get voted on to move out of committee and moved to the Senate floor. People are becoming aware and asking questions. We are diligently working to get the information out and some press against the VLTs. City Administrator Koral graduated from the Northland Regional Chamber Leadership Class last Thursday evening and we want to congratulate him. April 2nd election is coming soon and we still have issues on the ballot, even though our aldermen are running unopposed, there are other issues to be aware of and to vote on. BOARD OF ALDERMEN Alderman LoPorto— Nothing to report. Alderman Thatcher— Nothing to report. Alderman Fuller— Inquired if the VLT was added to another bill or is an issue on its own? He asked for an update on the levee assessment process from staff in the near future. Alderman Bowman — Nothing to report. Alderman Hammond— Nothing to report.
