FOR MATTOX ROAD DESIGN SERVICES IN THE AMOUNT OF $26,250 WHEREAS, City Code Section 135.180 provides that a procurement recommendation will be made to the Board of Aldermen when fees for service exceed $10,000; and WHEREAS, City Staff recommends that the City engage CFS Engineers, P.A. for Mattox Road Design Services, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI AS FOLLOWS: THAT the Riverside Board of Aldermen ("Board") hereby approves the proposal letter with CFS Engineers, P.A. in substantially the form attached hereto as Exhibit "A", and the Mayor is authorized to execute the proposal letter; and FURTHER THAT the Mayor, Finance Director and other City officials are hereby authorized to take any and all actions as may be deemed necessary or convenient to carry out and comply with the purpose and intent of this Resolution and to execute and deliver for and on behalf of the City all certificates, instruments, agreements and other documents, as may be necessary or convenient to perform all matters herein authorized; and FURTHER THAT this Resolution shall be in full force and effect from and after its passage. Scope of Services - Mattox Road 1) Survey/Data Collection - Perform field topographic and elevation survey of existing conditions for base map for design. Locate existing utilities from visible surface features and Missouri One-Call locations. Determine location of existing right of way lines within the project limits. 2) Pavement Coring - Cores of the existing pavement will be collected to determine the thickness and composition of the existing pavement structure. The pavement will be cored at approximately 100' intervals. A total of 5 corings will be collected 3) Coordinate with utility owners that have facilities within the corridor. a) Send Notification of project and map of surveyed location of the existing utilities to each utility owner, requesting verification of the location of utilities as mapped. b) Send notification with preliminary plans, identifying potential utility conflicts. c) Send notification with final plans alerting Utility Owners of anticipated construction date and required relocation completion date. 4) Preliminary Design/Preliminary Plans - Preliminary Plans for the project will be developed. The plan views English scale shall be 1"= 50' horizontal and the profile view English scale shall be 1"=50' horizontal, and 1"=10' vertical. Preliminary cross sections on 25 foot intervals will be developed to sufficient detail to determine construction limits and potential needs for additional right of way and construction easements. 5) The Engineer will update the project construction estimate based on the preliminary plans and will submit the preliminary plans and estimate to the client for review. The preliminary plans shall include the grading limits, property lines and ownerships, section lilines, township, and township and ranges.Typical sections will indicate pavement section for the roadway. 6) A Field Check meeting will be arranged with the Client to discuss design features in the project area. 7) Right of way Plans - The plans will be updated to incorporate the comments form the field check meeting. We will prepare right of way exhibits and legal descriptions for any permanent right of way and temporary easement takings. We will attend meetings with each of the two adjacent property owners to review the project impacts on each of their facilities. 8) Final Plans, Specifications and Estimate - The plans will be updated to add any revisions necessitated by the right of way acquisition process. Additional details will be added to the plans including pavement marking and signing, street lighting, erosion control, and traffic control plans. We will prepare a project manual incorporating City Standard front end documents for bidding, contracting, general and special conditions, and project technical specifications. The Engineer will update the project construction estimate based on the final plans and will submit the final plans, specificaions and estimate to the client for review. DELIVERABLES - 1. Four (4) sets of prints of plans showing profile grades, geometric data, alignment data, roadway plans, culvert, and cross sections, etc., and one (1) copy of drainage computations. 2. Four (4) copies of the project manual. 3. One (1) copy of a summary of quantities and estimate of the construction costs. ENGINEERS • One Vision.One Team.One Call. STANDARDS The Engineer shall use the latest version of the following publications to determine the design criteria and procedures, which will be followed for development of the project: "APWA Design Criteria and Specifications", "AASHTO's "Manual on Uniform Traffic Control Devices" (MUTCD), AASHTO's "A Policy on Geometric Design of Highways and Streets", "Missouri Standard Specifications for Highway Construction", "Missouri Standard Plans Schedule CFS is prepared to begin work upon acceptance of our proposal. We anticipate that we may complete scope items 1- 8 within 60 calendar days from receipt of our notice to proceed. Fees 1.
