REGULAR MEETING-
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, April 2, 2019
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
April 2, 2019.
Mayor Rose called the regular meeting to order at 6:30 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Aaron Thatcher, Al Bowman, Mike Fuller, Nathan Cretsinger, Sal
LoPorto; and Jill Hammond.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Community
Development Director Mike Duffy, City Planner Sarah Wagner, Police Chief Chris Skinrood,
Finance Director Donna Oliver, HR Manager Amy Strough, and City Engineer Travis Hoover.
Also present were Special Counsel Joe Bednar and City Attorney Paul Campo.
MOTION TO ENTER INTO Alderman Thatcher moved that the'meeting go into closed
CLOSED @ 6:30 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, purchase or sale of real
estate where public knowledge might adversely affect legal
consideration, and RSMo 610.021(3) hiring, firing, disciplining or
promoting a particular employee, when personal information
about the employee is discussed, second by Alderman
Cretsinger.
Yes: Thatcher, Cretsinger; Bowman, LoPorto, Hammond, and
Fuller.
Motion carried 6-0.
MOTION TO CONTINUE Alderman Thatcher moved at 7:00 p.m. to continue closed
CLOSED @ 7:00 P.M. session following open session, second by Alderman Hammond.
Yes: Thatcher, Hammond, Fuller, LoPorto, Bowman, and
Cretsinger.
Motion carried 6-0.
Mayor Rose called the Regular Session Meeting to order at 7:05 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Al Bowman, Sal LoPorto, Mike Fuller,
Aaron Thatcher, Nathan Cretsinger, and Jill Hammond.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Public Works
Director Tom Wooddell, City Engineer Travis Hoover, Police Chief Chris Skinrood, Fire Chief
Gordon Fowlston, Community Development Director Mike Duffy, Human Resources Manager
Amy Strough, City Planner Sarah Wagner, Finance Director Donna Oliver, and Capital Projects
& Parks Manager Noel Challis. Also present was City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.

PUBLIC COMMENT Frank Biondo—3706 NW South Dr. — During the 9 Highway
flooding and shut down the Riverside Police department did an
excellent job controlling traffic. The Chief of Police was even out
helping at 5:30 p.m. on a Monday afternoon directing traffic. As
always this city did a wonderful job.
PRESENTATIONS Parks Manager Noel Challis introduced Callie Colvin, art teacher at
Park Hill South High School and Katelan Mayabb, art teacher at
Lakeview Middle School, each presented the Monarch projects
their students will be constructing along the Line Creek Trail.
PROCLAMATION Mayor Rose read the proclamation for the 2019 Start by Believing
Day— MOCSA. The proclamation will be mailed to the
organization.
CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda as
presented, second by Alderman Hammond.
Yes: Thatcher, Hammond, LoPorto, Cretsinger, Bowman, and
Fuller.
Motion carried 6-0.
MINUTES OF 3-19-19 Alderman Thatcher moved to approve the minutes of the March
19, 2019 regular meeting, second by Alderman Hammond.
Yes: Thatcher, Hammond, LoPorto, Cretsinger, Bowman, and
Fuller.
Motion carried 6-0.
RESOLUTION 2019-023 Alderman Thatcher moved to approve Resolution 2019-023
Neufeld Agreement-Artwork approving an agreement with Nathan Neufeld for the creation,
purchase and sale of artwork, second by Alderman Hammond.
Yes: Thatcher, Hammond, LoPorto, Cretsinger, Bowman, and
Fuller.
Motion carried 6-0.
RESOLUTION 2019-024 Alderman Thatcher moved to approve Resolution 2019-024
Aylett Services Agreement approving professional services with Aylett Survey & Engineering
Company for services for the Vivion Road Trail in the amount of
$18,380, second by Alderman Hammond.
Yes: Thatcher, Hammond, LoPorto, Cretsinger, Bowman, and
Fuller.
Motion carried 6-0.
RESOLUTION 2019-025 Alderman Thatcher moved to approve Resolution 2019-025
approving professional services with CFS Engineers, P.A. for
Mattox Road design services in the amount of$26,250, second by
Alderman Hammond.
Yes: Thatcher, Hammond, LoPorto, Cretsinger, Bowman, and
Fuller.
Motion carried 6-0.

RESOLUTION 2019-026 Alderman Thatcher moved to approve Resolution 2019-026
consenting to the Mayoral appointment of Directors to the
Riverside Gateway Crossing Community Improvement District,
second by Alderman Hammond.
Yes: Thatcher, Hammond, LoPorto, Cretsinger, Bowman, and
Fuller.
Motion carried 6-0.
REGULAR AGENDA
PUBLIC HEARING Mayor Rose announced the request for the Special Use Permit
SUP at 4304 NW Mattox Road has been withdrawn.
RESOLUTION 2019-022 Alderman Thatcher moved to approve Resolution 2019-022
Bill Pay authorizing the expenditure of funds for fiscal year 2018-
2019, for weeks ending March 22nd and March 29th in the amount
of$275,100.41, second by Alderman Bowman.
Yes: Thatcher, Bowman, Hammond, LoPorto, Fuller, and
Cretsinger.
Motion carried 6-0.
BILL NO. 2019-011 City Clerk Robin Kincaid gave first reading of Bill No. 2019-011.
1St Amendment Briarcliff Dev. Community Development Director Mike Duffy explained that this
bill is the first amendment to the amended and restated
redevelopment agreement with Briarcliff Development.
Alderman LoPorto moved to accept first reading of Bill
No. 2019-011, second by Alderman Thatcher.
Yes: LoPorto, Thatcher, Cretsinger, Bowman, Hammond.
No: Fuller.
Motion carried 5-1.
Alderman Bowman moved to approve Bill 2019-011 and enact
said bill as ordinance, second by Alderman Hammond.
Yes: Bowman, Hammond, Thatcher, Cretsinger, and LoPorto.
No: Fuller.
Motion carried 5-1.
CITY ADMINISTRATOR City Administrator Brian Koral reported that the Tip-a-Cop for
Special Olympics was on March 231 at the Corner Cafe.
Congratulations to Chief Skinrood and his crew, it was a great
event and they raised over half of the $14,000 total collected at
our Riverside location.
This Saturday, April 61h from 11 a.m. to 3 p.m. Mayor Rose and I
will be in jail at the Red X Spring Fling to raise funds for Special
Olympics.
Pictures were shared of E.H. Young park two weeks ago and then
today, showing the results of the flooding in the park. The Public
Works Department will cautiously begin their work to clear the
debris, with the possibility of further flooding issues ahead.

COMMUNITY DEVELOPMENT Community Development Director Mike Duffy stated, at the next,
meeting there will be the second reading of Bill 2019-001 for the
building codes amendment adoption to be effective on May 1,
2019. May is also National Building Safety Month, we will also
have a proclamation at the meeting on April 16th tying the two
together to reflect that Riverside is helping protect the people
investing in homes and buildings in our community.
In accordance with State Statute we will be providing you with the
Gateway CID budget by resolution, for your review and comments
at the next meeting.
ENGINEERING City Engineer Travis Hoover we will have several contractors in
town over the next few weeks working on concrete curb, gutters,
sidewalks, asphalt, potholes around the city. Some work around
the fitness court as well.
FINANCE Nothing to report.
FIRE Fire Chief Gordon Fowlston announced that tomorrow Chief Snarr
and crew will be traveling to cover the St. Joe station while they
are attending-the funeral of one of their fellow firefighters that
experienced a line-of-duty death.
Our auto-pulse machine that was demonstrated recently was
actually used on a call last night and we saved a life because of it.
POLICE Nothing to report.
PUBLIC WORKS Nothing to report.
LEVEE BOARD City Engineer Travis Hoover reported that due to the flooding,
there was not a lot of action taken during the meeting.
MAYOR'S DISCUSSION Mayor Rose thanked Brian for working all weekend long and
keeping the Board well informed during the flooding. I also want
to thank Police, Fire, and Public Works for stepping up to the
plate, this city was so well covered and taking care of all we were
dealt. You all did an excellent job and I am very proud of each of
you.
It looks as though Swope Health will be moving in soon across the
street, moving from their Gateway location on May 1St. I have a
report from the Home Dock Cities Association that I will share with
the Board, our association is trying to stay on top of the VLT
legislation. I attended the Platte County Jail presentation at the
Community Center. On Friday April 12th, Alderman LoPorto with
his daughter will be representing the City of Riverside in the
Fashion Show for the Miles of Smiles Brush Up on Fashion 2019
fundraiser. I was able to attend the groundbreaking event for the
new airport and it was an iconic event. It will be a win for Platte
County. I also attended the State of the City address by Mayor
Sly James. His speech was driven more toward the future of

Kansas City, not the past and what he has accomplished. Happy
40th birthday to Aaron tomorrow.
BOARD OF ALDERMEN Alderman Hammond— Nothing to report.
Alderman Bowman — Nothing to report.
Alderman Fuller— I was surprised with how the flood waters came
into the park and I hope we get a report on how the restrooms fair
through the flooding. He had a question regarding sports
wagering at casinos.
Alderman Thatcher— I echo the same thank you to everyone that
helped handle the traffic during the flooding. Thank you to Travis
for taking the time to give me answers to questions a few
engineers in my area had on the water issues. I realized today
that I was first elected 10 years ago and that I have spent 25% of
my life serving as an alderman for Riverside.
Alderman LoPorto— Nothing to report.
Alderman Cretsinger— I am glad that Chief Fowlston is back on
duty and glad you are doing ok.
Mayor Rose congratulated all that were running for re-election
with no opposition and we are looking forward to the swearing in
at our next meeting.
