HomeMy WebLinkAbout2004-06-01 •~ Minutes of Regular Meeting of Boazd of Aldermen of City of Riverside, Missouri June 1, 2004 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall, of Riverside, Missouri, June 1, 2004 at 7:30 p.m. Those in attendance were Mayor Betty Burch, Aldermen Burris, Looker, Darata, Legaazd, Super and Beazd. Also present were, David Blackburn, City Administrator, Holly Phillips, Administrative Assistant, Chief Wylie Simpson, John Jackson, City, Engineer, Brent Miles, Planning, Zoning and Community Development Coordinator and Matt Kitzi, City Attorney's office. Minutes, Apri126, 2004 Alderman Legaazd moved that the minutes of Apri126, 2004 be approved Approved as corrected, seconded by Alderman Darata, the vote was: Aye: Aldermen Burns, Darata, Super, Legaazd, Beazd and Looker. Motion Carnes. Mr. & Mrs. Rogers Ritchie and Oleta Rogers residing at 5004 NW Merrimac, Riverside, Missouri, 5004 NW Merrimac distributed pictures and a letter to the Mayor and Board of Aldermen regazding speaks to the board water running on to their property from the Northwood Estates Subdivision that includes certain lots owned by Syntec Construction. These lots aze located north and Northwest of the Roger's property. Mrs. Rogers stated that a year ago, Syntec Construction promised the Roger's a wall that would prevent the water and mud from n,nn;ng on to their property and to date, there is still no wall. Mrs. Rogers stated that this occurs every time Syntec Construction waters the sod or a little rain occurs. Mrs. Rogers asked that a stop work order be issued until Syntec Construction has the wall in place. Mayor Burch asked for a response from Matt Kitzi with the city attorney's office. He advised the city officials to enforce the city code and investigate this matter. Mayor Burch directed Matt to follow up with David Blackburn, City Administrator, the status of city investigation in the matter. Matt stated that he had been advised by Syntec Construction that they had hired an engineer to help them resolve the matter. Public Hearing Opened Mayor Burch opened the Public Hearing continued from the May 18th meeting at 8:30 p.m. to consider a request to rezone property defined as Tract C corrected Plat of Riverchase, a subdivision in Pazkville and Riverside, Platte County, Missouri, from R-2 (multi-family residential) to C-1 (commercial). Brent Miles gave a brief staff analysis report, (attached as part of these minutes), to the board and a copy of the revised letter from MoDot regazding a request for rezoning from R-2 (multi-family residential) to C-1 (Commercial). It meets the size use, with a lot width of 440 feet. The site plan has been submitted to the City and is being reviewed at this time. Mins.6/1/04 1 Patricia Jensen Ms. Jensen, Wlute, Goss and Bowers, 4510 Bellview, K.C., Mo and Pat Kelly Wlrite, Goss and Bowers Bell Road Industrial Park, along with Paul Bertrand with George Butler and speaks to the boazd Associates aze requesting approval of rezoning the azea from R-2 (multi-family residential) to C-1 (commercial). Their request is within the approved zoning districts of Riverside. Highway Corridors are zoned Industrial and Commercial. C-1 is the most appropriate of most zoning districts in Riverside. Riverside Transport (RTI) is also zoned Industrial. She said this would be an asset to the community. Alderman Bums expressed Riverchase concems about trees being cut, erosion taking place and how they plan to prevent this from affecting the Riverchase addition. Patricia Jensen's response was, "Geotech's report for two years showed it to be safe and they would continue to show Geotech's reports: ' They had previously met with Riverchase officials and addressed their concerns. Mayor Burch stated that everything will be handled as all permits and applications are handled within the City. Alderman Looker stated she had attended the meeting with Riverchase officials and Patricia Jensen and they had the same concern as the City, there would be a difficult time of getting in and out of the area. It was addressed and resolved. Public Hearing Closed Mayor Burch closed the Public Hearing at 8:53 PM. at 8:53 p.m. Site Plan discussion Brent Miles gave a brief staff analysis report regazding the site plan for the for the Northland Northland School of Fine Arts located at 3000 NW SOm Street. The property School of Fine Arts is zoned appropriately for this type of school. Site Plan for the Alderman Beard moved to approve the Site Plan for the Northland School of Northland School of Fine Arts, seconded by Alderman Legarrd, the vote was: Fine Arts, Approved Aye: Aldermen Darata, Super, Legaazd, Looker, Beard and Bums. Motion carries. Building Pemvt Alderman Beard moved to approve a Building Permit for asingle-family home Aristocrat Homes at 5112 NW Gower Ct., seconded by Alderman Super, the vote was: 5112 NW Gower Ct. Approved Aye: Aldermen Dazata, Super, Legaazd, Looker, Beazd and Bums. Motion carries. Building Permit Alderman Beard moved to approve a Building Pernut for asingle-family home Aristocrat Homes at 5123 NW Belton Ct., seconded by Alderman Super, the vote was: 5123 NW Belton Ct. Approved Aye: Aldermen Looker, Legaard, Beazd, Burris, Darata and Super. Motion carries. Minn. 6/1/04 2 McCown Gordon Alderman Burns moved to approve Change Orders requested by McCown Change Orders for Gordon for the new Public Safety Building, No's. 24, 48, 49, 50, 54, 55, the new P.S. Bldg 57, 58, 59 and 60 for a total amount of $36,837.00, seconded by Alderman Approved and, the vote was: Aye: Alderren Beard, Darata, Looker, Legaazd, Burris and Super. Motion carries. McCown Gordon Alderman Looker moved to table Change Order 52 until the June 8"' meeting, Change Order 52 for seconded by Alderman Legaazd, the vote was: shields for radiant heating system in the fire Aye: aldermen Dazata, Super, Beazd, Burris, Looker and Legaazd. apparatus bay at the new P.S. Lexeco's Alderman Beazd moved to table Lexico's Change Order # 5 until the June 8th Change Order #5 for meeting, seconded by Alderman Super, the vote was: handicap ramps on Upper Gateway to Aye: Aldermen Legaard, Looker, Dazata, Bums, Super and Beazd. Meet ADA requirements, Tabled Motion carries. EH Young Riverfront Alderman Looker moved to approve an additional lazge shelter house to be Pazk additional large purchased and placed at the E.H. Young Riverfront Pazk in the amount of shelter house to be $95,327.00, seconded by Alderman Legaazd, the vote was: purchased and placed, Approved Aye: Aldermen Super, Beard, Dazata, Burris, Legaazd and Looker. Matti Kitzi rewrote the contract for John Rittenhour to sign. David Blackburn's David stated that John Rittenhour has invested a lot of time and money in to comments organizing these events. Mayor Burch said she would set up a meeting with John Rittenhour, "One Source Entertainment". Seasonal Help for the Alderman Looker moved to hire two employees for seasonal help in the Pazks Pazks Department Department, Kyle Becker and Anthony Snyder at the rate of $8.50 an hour, Approved and the start date to be June 3, 2004, seconded by Alderman Burns, the vote was: Aye: Aldermen Beazd, Dazata, Super, Legaazd, Looker and Bums. Motion carries. Bill No. 2004-45 Alderman Dazata moved to place Bill No. 2004-45 on its first reading, Payment of said Bill authorizing the payment of certain indebtedness listed therein, Indebtedness seconded by Alderman Beazd, the vote was: Aye: Aldermen Looker, Burns, Super, Legaazd, Beard and Dazata. Ordinance No. 2004-45 Alderman Super moved to place Bill No. 2004-45 on its second reading, Approved and upon passage of same become Ordinance No. 2004-45, seconded by Alderman Looker, the vote was: Aye: Aldermen Burris, Beard, Dazata, Legaard, Looker and Super. Motion carries.
