HomeMy WebLinkAbout2019-04-16 Regular Meeting Minutes MINUTES REGULAR.MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, April 16, 2019 5:30 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, April 16, 2019. Mayor Rose called the regular meeting to order at 5:40 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Nathan Cretsinger, Sal LoPorto, Jill Hammond, Mike Fuller, Aaron Thatcher, and Al Bowman. Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Community Development Director Mike Duffy, City Engineer Travis Hoover, and Finance Director Donna Oliver. City Attorney Paul Campo and Special Counsel Joe Bednar were also present. MOTION TO ENTER INTO Alderman Bowman moved that the meeting go into closed CLOSED @ 5:42 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real estate, RSMo 610.021(3) Hiring, firing, disciplining or promoting a particular employee, when personal information about the employee is discussed, and 610.021(12) Sealed bids and related documents, until the bids are opened; and sealed proposals and related documents or any documents related to a negotiated contract until a contract is executed, or all proposals are rejected, second by Alderman Thatcher. Yes: Bowman, Thatcher, Fuller, LoPorto, Hammond, and Cretsinger. Motion carried 6-0. MOTION TO ADJOURN Alderman Hammond moved at 6:15 p.m. to adjourn closed CLOSED @ 6:15 P.M. session with action taken, second by Alderman Cretsinger. Yes: Hammond, Cretsinger, Fuller, Thatcher, LoPorto, and Bowman. Motion carried 6-0. Mayor Rose called the Regular Session Meeting to order at 7:04 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Al Bowman, Sal LoPorto, Mike Fuller, Aaron Thatcher, Nathan Cretsinger, and Jill Hammond. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, Finance Director Donna Oliver, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Police Chief Chris Skinrood, Fire Chief Gordon Fowlston, Human Resources Manager Amy Strough, and Also present was City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Alderman LoPorto and his daughter Alena led the Pledge of Allegiance. 1 PUBLIC COMMENT None. BILL NO.2019-012 City Clerk Robin Kincaid gave first reading of Bill No. 2019-012. 2019 Election Certification Alderman Thatcher moved to accept first reading and place Bill No. 2019-012 on second and final reading, second by Alderman Hammond. Yes: Thatcher, Hammond, Bowman, Fuller, Cretsinger, and LoPorto. Motion carried 6-0. Alderman Bowman moved to approve Bill 2019-012 and enact said bill as ordinance, second by Alderman Hammond. Yes: Bowman, Hammond, LoPorto, Fuller, Thatcher, and Cretsinger. Motion carried 6-0. City Clerk Robin Kincaid administered the oath to Alderman Al Bowman, Alderman Aaron D. Thatcher, and Alderman Sal LoPorto. MOTION FOR BREAK Alderman Cretsinger moved to take a 15-minute break for refreshments and congratulations, second by Alderman LoPorto. Yes: Cretsinger, LoPorto, Hammond, Bowman, Fuller, and Thatcher. Motion carried 6-0. Mayor Rose called the Regular Session Meeting back to order at 7:23 p.m. and roll was called. PRESIDENT PRO TEM Alderman Thatcher moved to appoint Alderman Sal LoPorto to serve as President Pro Tem for a one-year term, second by Alderman Cretsinger. Yes: Thatcher, Cretsinger, Fuller, LoPorto, Hammond, and Bowman. Motion carried 6-0. PROCLAMATION Mayor Rose read the proclamation for the 2019 ICC Building Safety Month and presented it to Community Development Director Mike Duffy and to Building Official Craig Slaughter. PROCLAMATION Mayor Rose read the proclamation for the 2019 Telecommunications Week and presented it to Police Chief Chris Skinrood. Chris acknowledged that these employees are appreciated day in and day out for their work. Mayor Rose commented that they are our first line of defense and they play a critical role and are appreciated. 2 CONSENT AGENDA Alderman Hammond requested that Bill R-2019-036 be removed from the consent agenda and voted on separately. Alderman Thatcher moved to approve the consent agenda with Resolution R-2019-036 removed, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Fuller, Hammond, Bowman, and Cretsinger. Motion carried 6-0. MINUTES OF 04-02-19 Alderman Thatcher moved to approve the minutes of the April 2, 2019 meeting, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Fuller, Hammond, Bowman, and Cretsinger. Motion carried 6-0. COURT REPORT Alderman Thatcher moved to approve the court report for the month of March 2019, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Fuller, Hammond, Bowman, and Cretsinger. Motion carried 6-0. RESOLUTION 2019-028 Alderman Thatcher moved to approve Resolution 2019-028 Budget Amendment 2018-19 amending the fiscal year 2018-2019 budget for the Tourism Tax Fund and the Community Development Fund for the City of Riverside, Missouri, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Fuller, Hammond, Bowman, and Cretsinger. Motion carried 6-0. RESOLUTION 2019-029 Alderman Thatcher moved to approve Resolution 2019-029 Trail Easement-McCartney accepting a trail easement from the James W. McCartney and Margaret A. McCartney revocable living trust,.second by Alderman LoPorto. Yes: Thatcher, LoPorto, Fuller, Hammond, Bowman, and Cretsinger. Motion carried 6-0. RESOLUTION 2019-030 Alderman Thatcher moved to approve Resolution 201.9-030 Reappoint Uhl to P&Z reappointing Ray Uhl to the Planning and Zoning Commission, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Fuller, Hammond, Bowman, and Cretsinger. Motion carried 6-0. RESOLUTION 2019-031 Alderman Thatcher moved to approve Resolution 2019-031 Reappoint Soler to P&Z reappointing Mike Soler to the Planning and Zoning Commission, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Fuller, Hammond, Bowman, and Cretsinger. Motion carried 6-0. 3 RESOLUTION 2019-032 Alderman Thatcher moved to approve Resolution 2019-032 Reappoint Hickman to BZA reappointing Lowell Hickman to the Board of Zoning Adjustment, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Fuller, Hammond, Bowman, and Cretsinger. Motion carried 6-0. RESOLUTION 2019-033 Alderman Thatcher moved to approve Resolution 2019-033 Reappoint Heryer to BZA reappointing John Heryer to the Board of Zoning Adjustment, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Fuller, Hammond, Bowman, and Cretsinger. Motion carried 6-0. RESOLUTION 2019-034 Alderman Thatcher moved to approve Resolution 2019-034 .Broker of Record for Benefits selecting a service provider and broker of record for employee benefits, health insurance brokerage and consulting services, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Fuller, Hammond, Bowman, and Cretsinger. Motion carried 6-0. RESOLUTION 2019-035 Alderman Thatcher moved to approve Resolution 2019-035 Broker of Record Life Ins. selecting a service provider and broker of record for life insurance brokerage, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Fuller, Hammond, Bowman, and Cretsinger. Motion carried 6-0. RESOLUTION 2019-037 Alderman Thatcher moved to approve Resolution 2019-037 Janitorial Contract Extension extending the City janitorial services to Town & Country Building Services and approving execution of a contract for 2019-2020 in connection with the provision of services in an amount not to exceed $24,360, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Fuller, Hammond, Bowman, and Cretsinger. Motion carried 6-0. REGULAR AGENDA RESOLUTION 2019-036 Alderman Thatcher moved to approve Resolution 2019-036 YMCA 2019 Agreement approving the 2019 YMCA/Riverside management and services agreement, second by Alderman Cretsinger. Yes: Thatcher, Cretsinger, Bowman, Fuller, and LoPorto. No: None Abstain: Hammond. Motion carried 5-0-1. 4 RESOLUTION 2017-027 Alderman Thatcher moved to approve Resolution 2017-027 Bill Pay authorizing the expenditure of funds for fiscal year 2018- 2019, for weeks ending April 5th and April 12th in the amount of $328,849.46, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Cretsinger, and Fuller. No: None Abstain: Hammond and Bowman. Motion carried 4-0-2. BILL NO.2019-001 Alderman Thatcher moved to place Bill 2019-001 on second and Amend Title V, Chapter 500 final reading, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Hammond, Bowman, Cretsinger, and Fuller. Motion carried 6-0. City Clerk Kincaid gave second reading of Bill No. 2019-001. Community Development Director Mike Duffy reviewed the process, that the Board heard first reading on January 8th and there was a 90-day time period and the bill will go into effect on May 11t, 2019. Alderman Thatcher moved to approve Bill 2019-001 and enact said bill as ordinance, second by Alderman Hammond. Yes: Thatcher, Hammond, Cretsinger, LoPorto, Fuller, and Bowman. Motion carried 6-0. BILL NO.2019-013 City Clerk Robin Kincaid gave first reading of Bill No. 2019-013. KCMO Agrmnt Vivion Rd Trail City Engineer Travis Hoover stated that this agreement is the cooperative agreement with Kansas City, Missouri for the trail. Alderman Thatcher moved to accept first reading and place Bill No. 2019-013 on second and final reading, second by Alderman Hammond. Yes: Thatcher, Hammond, Bowman, Cretsinger, Fuller, and LoPorto. Motion carried 6-0. Alderman Cretsinger moved to approve Bill 2019-013 and enact said bill as ordinance, second by Alderman Hammond. Yes: Cretsinger, Hammond, Thatcher, LoPorto, Bowman, and Fuller. Motion carried 6-0. BILL NO. 2019-014 City Clerk Robin Kincaid gave first reading of Bill No. 2019-014. MoDot/Vivion Rd Trail Agrmnt City Engineer Travis Hoover informed the Board that this is an agreement with MoDot for federal funding. Alderman Thatcher moved to accept first reading and place Bill No. 2019-014 on second and final reading, second by Alderman Hammond. Yes: Thatcher, Hammond, Cretsinger, Bowman, Fuller, and LoPorto. Motion carried 6-0. 5 Alderman Cretsinger moved to approve Bill 2019-014 and enact said bill as ordinance, second by Alderman Hammond. Yes: Cretsinger, Hammond, Fuller, Bowman, LoPorto, and Thatcher. Motion carried 6-0. BILL NO. 2019-015 City Clerk Robin.Kincaid gave first reading of Bill No. 2019-015. Final Plat Northwood Acres Community Development Director Mike Duffy informed the Board that this is an amendment to a plat done previously after a storm sewer was found and this shifts the lot lines slightly to get away from the storm sewer. Alderman Thatcher moved to accept first reading and place Bill No. 2019-015 on second and final reading, second by Alderman Hammond. Yes: Thatcher, Hammond, LoPorto, Fuller, Bowman, and Cretsinger. Motion carried 6-0. Alderman LoPorto moved to approve Bill 2019-015 and enact said bill as ordinance, second by Alderman Hammond. Yes: LoPorto, Hammond, Bowman, Fuller, Cretsinger, and Thatcher. Motion carried 6-0. BILL NO. 2019-016 City Clerk Robin Kincaid gave first reading of Bill No. 2019-016. Mattox &39th St Bid Award City Engineer explained that there were three bids received and Hoy Excavating, LLC got had the lowest and best bid, this project will take three to four months. Alderman LoPorto moved to accept first reading and place Bill No. 2019-016 on second and final reading, second by Alderman Thatcher. Yes: LoPorto, Thatcher, Fuller, Bowman, Hammond, and Cretsinger. Motion carried 6-0. Alderman Hammond moved to approve Bill 2019-016 and enact said bill as ordinance, second by Alderman Bowman. Yes: Hammond, Bowman, Thatcher, Fuller, LoPorto, and Cretsinger. Motion carried 6-0. Liquor License Approval Alderman Thatcher moved to approve the picnic not-for-profit Loud & Local Event—06.15.19 liquor license contingent upon State of Missouri approval for the Riverside Chamber of Commerce, Managing Agent Shelbi Neel for the Loud & Local Event on June 15, 2019, second by Alderman Hammond. Yes: Thatcher, Hammond, Fuller, LoPorto, Cretsinger, and Bowman. Motion carried 6-0. 6 CITY ADMINISTRATOR City Administrator Brian Koral explained that the Mayor and he served.their four hours in the jail cell at Red X and raised $2,300 for Special Olympics. Brian then shared an email Chief Skinrood received regarding a kind gesture a resident received from Corporal Daugherty. Her extra efforts went above and beyond and did not go unrecognized. The Easter Egg Hunt is at Renner Brenner Park this Saturday morning at 10:00 a.m. This Thursday, April 18th is the Annual Fire and Police Awards ceremony is at 6:00 p.m., right here, in the chambers. COMMUNITY DEVELOPMENT Community Development Director Mike Duffy reviewed the CID Budget for fiscal year 2020 provided by HuschBlackwell. ENGINEERING Nothing to report. FINANCE Nothing to report. FIRE Nothing to report. POLICE Nothing to report. PUBLIC WORKS Nothing to report. LEVEE BOARD City Engineer Travis Hoover stated there is a meeting tomorrow. MAYOR'S DISCUSSION Mayor Rose reported that Eagle Animal Hospital is having an open house event from 1-4 p.m. on April 27th. Sal and daughter Alena LoPorto both represented Riverside in the Miles for Smiles Fashion Show last week and they did a wonderful job. BOARD OF ALDERMEN Alderman Cretsinger— I am happy to welcome back our three elected aldermen. Alderman Hammond — Nothing to report. Alderman Bowman — I am very happy to be back. Alderman Fuller— Inquired about a sewer or water main behind a neighbor's house and wondered if staff could take a look. Alderman Thatcher— Nothing to report. Alderman LoPorto—The Miles of Smiles was a great event and we had a blast getting to be involved, it was for a good cause. I did wonder if there is any need for community help or involvement for cleanup from the flooding, where any debris had washed up on our land? Public Works Director Tom Wooddell reported that we are waiting for water to recede and then proceed in-house for the heavy work first then possibly asking for volunteers later. Water is expected to rise again this weekend, so we are continuing the monitoring process at this point. 7 MOTION TO ADJOURN Alderman LoPorto moved to adjourn the meeting at 7:54 p.m., second by Alderman Hammond.
