REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, May 7, 2019
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
May 7, 2019.
Mayor Rose called the regular meeting to order at 6:30 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Aaron Thatcher, Al Bowman, Mike Fuller, Nathan Cretsinger, Sal
LoPorto, and Jill Hammond.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, City Planner Sarah
Wagner, Finance Director Donna Oliver, HR Manager Amy Strough, and City Engineer Travis
Hoover. Also present were Special Counsel Joe Bednar and City Attorney Paul Campo.
MOTION TO ENTER INTO Alderman Bowman moved that the meeting go into closed
CLOSED @ 6:30 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, purchase or sale of real
estate where public knowledge might adversely affect legal
consideration, and RSMo 610.021(3) hiring, firing, disciplining or
promoting a particular employee, when personal information
about the employee is discussed, second by Alderman
Hammond.
Yes: Bowman, Hammond, Fuller, Cretsinger, LoPorto, and
Thatcher.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Thatcher moved at 6:55 p.m. to adjourn closed
CLOSED @ 6:55 P.M. session with action taken, second by Alderman Bowman.
Yes: Thatcher, Bowman, Cretsinger, LoPorto, Fuller, and
Hammond.
Motion carried 6-0.
Mayor Rose called the Regular Session Meeting to order at 7:02 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Al Bowman, Sal LoPorto, Mike Fuller,
Aaron Thatcher, Nathan Cretsinger, and Jill Hammond.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Public Works
Director Tom Wooddell, City Engineer Travis Hoover, Police Chief Chris Skinrood, Fire Chief
Gordon Fowlston, Human Resources Manager Amy Strough, City Planner Sarah Wagner,
Finance Director Donna Oliver, and Capital Projects & Parks Manager Noel Challis. Also
present were City Attorney Paul Campo and Special Counsel Joe Bednar.

PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT Nothing to report.
PRESENTATION Dr. Kerry Roe - Principal, Dr. Todtfeld -Assistant Principal,
Jennifer Steele, and Siv Lindell, presented information and results
of the funding the City of Riverside provided to the English Landing
Riverside students after school programs through a service
agreement.
PRESENTATION Brent Miles with NorthPoint gave a PowerPoint presentation of the
2019 Annual Report to the Board of Aldermen.
PROCLAMATION Mayor Rose read the proclamation for the 2019 Public Service
Recognition Week May 5— 11. The Mayor and Board of
Aldermen applauded and thanked the employees for their service
to our residents and city.
PROCLAMATION Mayor Rose read the proclamation for the 2019 Law Enforcement
Officers Memorial Day and Police Week May 12— 18. The Mayor
and Board of Aldermen applauded and thanked them for their
service to our city and residents.
PROCLAMATION Mayor Rose read the proclamation for the 2019 National Public
Works Recognition Week May 19—25. The Mayor and Board of
Aldermen applauded them for their service to our city and
residents.
CONSENT AGENDA Alderman Bowman moved to approve the consent agenda with
Resolution R-2019-040 removed for further discussion, second by
Alderman Thatcher.
Yes: Bowman, Thatcher, Hammond, Fuller, LoPorto, and
Cretsinger.
Motion carried 6-0.
MINUTES OF 4-16-19 Alderman Bowman moved to approve the minutes of the April 16,
2019 regular meeting, second by Alderman Thatcher.
Yes: Bowman, Thatcher, Hammond, Fuller, LoPorto, and
Cretsinger.
Motion carried 6-0.
MINUTES OF 4-30-19 Alderman Bowman moved to approve the minutes of the April 30,
2019 regular meeting, second by Alderman Thatcher.
Yes: Bowman, Thatcher, Hammond, Fuller, LoPorto, and
Cretsinger.
Motion carried 6-0.

RESOLUTION 2019-039 Alderman Bowman moved to approve Resolution 2019-039
Group Term Life Insurance establishing group term life insurance benefits beginning July 1,
2019, second by Alderman Thatcher.
Yes: Bowman, Thatcher, Hammond, Fuller, LoPorto, and
Cretsinger.
Motion carried 6-0.
RESOLUTION 2019-041 Alderman Bowman moved to approve Resolution 2019-041
approving the Horizons Business Park Assessment, second by
Alderman Thatcher.
Yes: Bowman, Thatcher, Hammond, Fuller, LoPorto, and
Cretsinger.
Motion carried 6-0.
RESOLUTION 2019-042 Alderman Bowman moved to approve Resolution 2019-042
accepting a quit claim deed from Horizons West Land LLC,
second by Alderman Thatcher.
Yes: Bowman, Thatcher, Hammond, Fuller, LoPorto, and
Cretsinger.
Motion carried 6-0.
REGULAR AGENDA
RESOLUTION 2019-040 Alderman Thatcher moved to approve Resolution 2019-040
Radmacher Bro. Agreement approving a waste disposal agreement with Radmacher Brothers
Excavating Company, Inc. second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Cretsinger, Hammond, Bowman, and
Fuller.
Motion carried 6-0.
PUBLIC HEARING Mayor Rose opened the public hearing at 7:53 p.m. to consider
Vacate 5555 NW 41St Street approval of a request for a vacation of a portion of a drainage
easement and a portion of a sanitary easement located at 5555
NW 41 st Street, in the City of Riverside, Missouri. City Planner
Sarah Wagner explained that this is a request by NorthPoint for
Spec VIII building to maximize their space for the building. Mayor
Rose asked for any further comments from the Board or audience
and hearing none, she closed the public hearing at 7:55 p.m.
BILL NO.2019-017 City Clerk Robin Kincaid gave first reading of Bill No. 2019-017.
Vacate Easement for Spec VIII Alderman Thatcher moved to accept first reading of Bill
No. 2019-017, second by Alderman Hammond.
Yes: Thatcher, Hammond, Bowman, Cretsinger, Fuller, and
LoPorto.
Motion carried 6-0.
Alderman Cretsinger moved to approve Bill 2019-017 and enact
said bill as ordinance, second by Alderman Hammond.
Yes: Cretsinger, Hammond, Bowman, LoPorto, Fuller, and
Thatcher.
Motion carried 6-0.

RESOLUTION 2019-038 Alderman Thatcher moved to approve Resolution 2019-038
Bill Pay authorizing the expenditure of funds for fiscal year 2018-
2019, for weeks ending April 19th, April 26th, and May 31 in the
amount of$470,860.79, second by Alderman LoPorto.
Yes: Thatcher, LoPorto; Fuller, Cretsinger, and Bowman.
Abstain: Hammond.
Motion carried 5-0-1.
BILL NO.2010-018 City Clerk Robin Kincaid gave first reading of Bill No. 2019-018.
MAW Mattox&39th St Project City Engineer Travis Hoover explained that this bill is for the
Doorl-ink project, the water main extension designed by Missouri
American Water.
Alderman Thatcher moved to accept first reading of Bill
No. 2019-018, second by Alderman Bowman.
Yes: Thatcher, Bowman, Cretsinger, LoPorto, Fuller, and
Hammond.
Motion carried 6-0.
Alderman Hammond moved to approve Bill 2019-018 and enact
said bill as ordinance, second by Alderman Bowman.
Yes: Hammond, Bowman, Cretsinger, Fuller, Thatcher, and
LoPorto.
Motion carried 6-0.
BILL NO. 2019-019 City Clerk Robin Kincaid gave first reading of Bill No. 2019-019.
CO 11 Houston Excay. City Engineer Travis Hoover gave a brief presentation of the
history of the fill dirt and where we are to date and answered
questions from the Board.
Alderman Thatcher moved to accept first reading of Bill
No. 2019-019, second by Alderman Bowman.
Yes: Thatcher, Bowman, Hammond, Cretsinger, Fuller, and
LoPoito.
Motion carried 6-0.
Alderman Hammond moved to approve Bill 2019-019 and enact
said bill as ordinance, second by Alderman Bowman.
Yes: Hammond, Bowman, Thatcher, Cretsinger, LoPorto, and
Fuller.
Motion carried 6-0.
BILL NO.2019-020 City Clerk Robin Kincaid gave first reading of Bill No. 2019-020.
KCMO Ambulance Agreement Fire Chief Fowlston discussed the annual renewal with KCMO
ambulance and there is an increase of$1,800 for the coming year.
Alderman Thatcher moved to accept first reading of Bill
No. 2019-020, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Fuller, Bowman, Cretsinger, and
Hammond.
Motion carried 6-0.
Alderman Cretsinger moved to approve Bill 2019-020 and enact
said bill as ordinance, second by Alderman Hammond.
Yes: Cretsinger, Hammond, Fuller, Bowman, LoPorto, and
Thatcher.
Motion carried 6-0.

BILL NO. 2019-021 City Clerk Robin Kincaid gave first reading of Bill No. 2019-021.
Public Works New Hire Alderman Thatcher moved to accept first reading of Bill
No. 2019-021, second by Alderman Hammond.
Yes: Thatcher; Hammond, Fuller, Bowman, LoPorto, and
Cretsinger.
Motion carried 6-0.
Alderman LoPorto moved to approve Bill 2019-021 and enact
said bill as ordinance, second by Alderman Bowman.
Yes: LoPorto, Bowman, Thatcher, Fuller, Hammond, and
Cretsinger.
Motion carried 6-0.
CITY ADMINISTRATOR City Administrator Brian Koral thanked the Mayor and Board for
the proclamation this evening recognizing the public service week
for our team. He introduced and explained the purpose of the
Tiny Pulse program and questions that go to staff for responses.
Yesterday we had the leadership team prepare a BBQ meal and
serve it to staff in the fire bays and passed out city logo t-shirts.
Today we had ice cream at the Public Works shop, tomorrow an
Italian meal catered to all staff, and a health fair along with
screenings on Thursday and Friday. These were all ways that we
were able to show our staff how much they are appreciated.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Capital Projects/Parks Manager Noel Challis reviewed through a
PowerPoint presentation the E.H. Young bid construction and
RFP for playground results and concerns. Board held discussion
and asked questions. There will be further discussion at a
meeting in the near future.
FINANCE Nothing to report.
FIRE Nothing to report.
POLICE Nothing to report.
PUBLIC WORKS Nothing to report.
LEVEE BOARD City Engineer Travis Hoover reported that the next meeting is May
22nd
MAYOR'S DISCUSSION Mayor Rose toured the facility in Northmoor called The Turning
Point, it is the new Methodist church and it is very impressive, they
offer a food pantry, clothing, and a program for GED for all ages.

BOARD OF ALDERMEN Alderman LoPorto—To Travis, lights at the Montebella entrance
need repair. Travis Hoover explained that those lights are part of
the HOA expenses and it looked like Barth is preparing to make
necessary repairs. Possible signage for a dead end road was
inquired about in the Phase II area.

Alderman Bowman — Nothing to report.
Alderman Hammond— Nothing to report.
Alderman Cretsinger— I appreciate Alderman LoPorto passing on
our constituent's concerns.

second by Alderman Hammond.
