Boazd of Aldermen of City of Riverside, Missouri
June 8, 2004
A special meeting of the Boazd of Aldermen of the City of Riverside, Missouri, was held in the
City Hall, of Riverside, Missouri, June 8, 2004 at 5:30 p.m.
Those in attendance were Mayor Betty Burch, Looker, Legaard, Burris, Super, Darata and Beazd.
Also present were, David Blackburn, City Administrator, Mike Duffy, City Consultant.
Master Plan Discussion Mike Duffy, City Consultant discussed the City Master Plan
stating the firm bases is a critical issue. Mike showed the Master Plan to the
board illustrating the plan that breaks out the different azeas:
1. Riverside Town Center Blue
2. Corridors Red
3. Single Family Dk. Green
4. Horizons Brown
5. Future Growth Lt. Green
There is a brief description of each area on the illustration to help.
David Westbrook, At Riverside Horizons, there will be roads, water and sewers
Corporate including landscaping, storm water drainage and $1.6 billion retail sales
Communications development. The retail is shown in red, black is Industrial and blue
is office. David said the compass is not a map, there is flexibility and this is the
way to attract the development we want to see in the City.
Motion for Closed Alderman Legaard moved that the meeting go into closed session, pursuant to
Session at 7:07 p.m RSMo 610.021(3) Personnel Matters with the City Attorney, seconded by
Alderman Darata, and the vote was:
Aldermen Beard, Super, Looker, Bums, Darata and Legaazd.
Motion carries.
Motion for Open Alderman Looker moved that the meeting go into open session at 7:15 p.m
Session seconded by Alderman Legaazd, and the vote was:
Aye: Aldermen Looker, Legaazd, Beazd, Bums, Dazata and Super.
Motion carries.
Bill No. 2004-55 Alderman Beard moved to place Bill No. 2004-55 on its first reading,

Ordinance No. 2004-55 Alderman Looker moved to place Bill No. 2004-55 on its second reading,
Approved and upon passage of same become Ordinance No. 2004-55, seconded
by Alderman Darata, the vote was:
Aye: Aldermen Beard, Burris, Legaard, Super Looker and Darata.
Motion carries.
Bill No. 2004-54 Alderman Beard moved to place Bill No. 2004-54 on its fast reading,

Ordinance No. 2004-54 Alderman Burns moved to place Bill No. 2004-54 on its second reading,
Approved and upon passage of same become Ordinance No. 2004-54, seconded
by Alderman Dazata, the vote was:
Aye: Aldermen Beard, Burris, Legaard, Super Looker and Darata.
Motion carries.
Adjournment By unanimous decision, the meeting adjourned at 8:30 p.m.
