REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, June 4, 2019
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
June 4, 2019.
Mayor Rose called the regular meeting to order at 6:15 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Aaron Thatcher, Al Bowman, Mike Fuller, Nathan Cretsinger, Sal
LoPorto, and Jill Hammond.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Community
Development Director Mike Duffy, City Planner Sarah Wagner, Finance Director Donna Oliver,
Capital Projects/Parks Manager Noel Challis Bennion, and City Engineer Travis Hoover. Also
present were Special Counsel Joe Bednar and City Attorney Paul Campo.
MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed
CLOSED @ 6:15 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, purchase or sale of real
estate where public knowledge might adversely affect legal
consideration, and 610.021(12) Sealed bids and related
documents, until the bids are opened; and sealed proposals and
related documents or any documents related to a negotiated
contract until a contract is executed, or all proposals are
rejected, second by Alderman Hammond.
Yes: Thatcher, Hammond, Cretsinger, LoPorto, Fuller, and
Bowman.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Thatcher moved at 7:00 p.m. to adjourn closed
CLOSED @ 7:00 P.M. session with action taken, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Fuller, Bowman, Cretsinger, and
Hammond.
Motion carried 6-0.
Mayor Rose called the Regular Session Meeting to order at 7:05 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Al Bowman, Sal LoPorto, Mike Fuller,
Aaron Thatcher, Nathan Cretsinger, and Jill Hammond.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Public Works
Director Tom Wooddell, City Engineer Travis Hoover, Community Development Director Mike
Duffy, Police Chief Chris Skinrood, Fire Chief Gordon Fowiston, City Planner Sarah Wagner,
Finance Director Donna Oliver, Capital Projects & Parks Manager Noel Challis Bennion,
Assistant Chief Jason Snarr, Firefighters Chris Clark, Adam Ellis, Kolin Burgess, Brian Lee, and
Intern Julian Ramirez. Also present was City Attorney Paul Campo.

PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT Nothing to report.
CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda as
presented, second by Alderman Hammond.
Yes: Thatcher, Hammond, Fuller, Bowman, Cretsinger, and
LoPorto.
Motion carried 6-0.
MINUTES OF 5-21-19 Alderman Thatcher moved to approve the minutes of the May 21,
2019 regular meeting, second by Alderman Hammond.
Yes: Thatcher, Hammond, Fuller, Bowman, Cretsinger, and
LoPorto.
Motion carried 6-0.
RESOLUTION 2019-049 Alderman Thatcher moved to approve Resolution 2019-049
Argosy Agreement for Art approving a license agreement with the Missouri Gaming
Company, LLC for the display of artwork, second by Alderman
Hammond.
Yes: Thatcher, Hammond, Fuller, Bowman, Cretsinger, and
LoPorto.
Motion carried 6-0.
RESOLUTION 2019-050 Alderman Thatcher moved to approve Resolution 2019-050
Pierce Artwork Agreement approving an agreement with Nathan Pierce for the creation,
purchase, and sale of artwork, second by Alderman Hammond.
Yes: Thatcher, Hammond, Fuller, Bowman, Cretsinger, and
LoPorto.
Motion carried 6-0.
RESOLUTION 2019-051 Alderman Thatcher moved to approve Resolution 2019-051
Work Comp Prem. Renewal authorizing the purchase of worker's compensation insurance
from Midwest Public Risk for the annual premium renewal, not to
exceed $214,066.80, second by Alderman Hammond.
Yes: Thatcher, Hammond, Fuller, Bowman, Cretsinger, and
LoPorto.
Motion carried 6-0.
REGULAR AGENDA
RESOLUTION 2019-048 Alderman Thatcher moved to approve Resolution 2019-048
Bill Pay authorizing the expenditure of funds for fiscal year 2018-
2019, for weeks ending May 24th and May 31 st in the amount of
$488,785.72, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Cretsinger, Hammond, and Fuller.
No: None.
Abstain: Bowman.
Motion carried 5-0-1.

RESOLUTION 2019-052 Finance Director Donna Oliver PowerPoint showing changes
2019-2020 Budget Approval made to the budget since the last meeting. The request for the
Platte Senior Services was reviewed and will be discussed at a
future meeting.
Alderman Thatcher moved to approve Resolution 2019-052
adopting the fiscal year 2019-2020 annual budget for the City of
Riverside, Missouri, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Cretsinger, Hammond, Bowman, and
Fuller.
Motion carried 6-0.
BILL NO.2019-025 City Clerk Robin Kincaid gave first reading of Bill No. 2019-025.
Velociti Lot 8 Lease Agreement Community Development Director Mike Duffy explained the
request to lease Lot 8 on a month to month basis, to use for
autonomous construction equipment.
Alderman Thatcher moved to accept first reading of Bill
No. 2019-025, second by Alderman Hammond.
Yes: Thatcher, Hammond, LoPorto, Cretsinger, Fuller, and
Bowman.
Motion carried 6-0.
Alderman Cretsinger moved to approve Bill 2019-025 and enact
said bill as ordinance, second by Alderman LoPorto.
Yes: Cretsinger, LoPorto, Hammond, Bowman, Fuller, and
Thatcher.
Motion carried 6-0.
BILL NO. 2019-026 City Clerk Robin Kincaid gave first reading of Bill No. 2019-026.
MAW Mattox&39th St Project City Engineer Travis Hoover explained that this bill is for the
contract to go out to bid for the water line.
Alderman LoPorto moved to accept first reading of Bill
No. 2019-026, second by Alderman Hammond.
Yes: LoPorto, Hammond, Thatcher, Bowman, Fuller, and
Cretsinger. ,
Motion carried 6-0.
Alderman Hammond moved to approve Bill 2019-026 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Hammond, Thatcher, Bowman, Cretsinger, Fuller, and
LoPorto.
Motion carried 6-0.
BILL NO. 2019-027 City Clerk Robin Kincaid gave first reading of Bill No. 2019-027.
Northmoor Agreement Sirens Alderman LoPorto moved to accept first reading of Bill
No. 2019-027, second by Alderman Thatcher.
Yes: LoPorto, Thatcher, Hammond, Bowman, Cretsinger, and
Fuller.
Motion carried 6-0.
Alderman Hammond moved to approve Bill 2019-027 and enact
said bill as ordinance, second by Alderman Cretsinger.
Yes: Hammond, Cretsinger, Bowman, Thatcher, LoPorto, and
Fuller.
Motion carried 6-0.

BILL NO. 2019-028 City Clerk Robin Kincaid gave first reading of Bill No. 2019-028.
KCATA(6-month) Contract Alderman Thatcher moved to accept first reading of Bill
No. 2019-028, second by Alderman Hammond.
Yes: Thatcher, Hammond, LoPorto, Fuller, Cretsinger, and
Bowman.
Motion carried 6-0.
Alderman Hammond moved to approve Bill 2019-028 and enact
said bill as ordinance, second by Alderman Bowman.
Yes: Hammond, Bowman, Cretsinger, LoPorto, Fuller, and
Thatcher.
Motion carried 6-0.
RESOLUTION 2019-053 Alderman Thatcher moved to approve Resolution 2019-053
Gunter Bid Award E.H. Young awarding the bid for construction of the 2019 E.H. Young
Riverfront Park Improvements and approving the agreement
between the City and Gunter Construction Company for
construction of such project, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Hammond, Cretsinger, and Bowman.
No: Fuller.
Motion carried 5-1.
RESOLUTION 2019-054 Alderman Thatcher moved-to approve Resolution 2019-054
CO 1 Gunter- Park Agreement approving change order 1 to the agreement with Gunter
Construction Company for the 2019 E.H. Young Riverfront Park
Improvements resulting in a revised contract amount of
$2,265,632.50 for such purposes, second by Alderman
Hammond.
Yes: Thatcher, Hammond, Bowman, Cretsinger, and LoPorto.
No: Fuller.
Motion carried 5-1.
CITY ADMINISTRATOR City Administrator Brian Koral last week there was an after-hours
social gathering sponsored by Argosy with businesses from
Riverside, Horizons, and Fairfax areas invited for networking and
collaboration. It was a very nice event and there will be future
events planned. Loud and Local is June 15th. There were some
questions on the Personal Financial Disclosure Statement and the
Conflict of Interest ordinance at the previous meeting, I have
asked City Attorney Paul Campo to explain his review of this
issue. Paul continued to brief the Mayor and Board for clarity.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING City Engineer Travis Hoover stated that at a future meeting there
will be contracts coming for the next fiscal year for concrete work,
asphalt, and another for crack seal and seal coat. He showed
some pictures of the areas that will be improved.
FINANCE Nothing to report.

FIRE Fire Chief Gordon Fowlston introduced the Fire Intern, Nevada
Litcher to the Board, she then gave a presentation of her time
spent in the internship. She also thanked the Board and the Fire
Department for the wonderful experience and opportunity.
POLICE Nothing to report.
PUBLIC WORKS Nothing to report.
LEVEE BOARD City Engineer Travis Hoover reported that this has been the
largest event he has ever seen. There have been no major
impacts on Riverside or the levee.
MAYOR'S DISCUSSION Mayor Rose stated she just got back from a week's vacation and
feel very refreshed and ready for the new budget and challenges
that will be successes for us in the coming year.
BOARD OF ALDERMEN Alderman Fuller— I got a message the other day that there are
residents saying their mailboxes are being tampered with at 4:30
a.m. and would like the Police to be aware of this issue.
Alderman Thatcher—There have been conversations on social
media about their driveways crumbling and wondering if it is from
the winter treatment or poor workmanship. I was curious if
anyone else has heard of these same issues in other `
neighborhoods. Discussion was held. If staff could just take a look
at some point, it would be appreciated.
Alderman LoPorto—Call out to Noel and Travis, a resident
reported to him that there was an issue with a hole in his yard. He
made a call to the city and was very pleased that they returned his
call with a resolution to the problem. They were very appreciative.
Alderman Cretsinger— I very thankful that Captain McMullin is out
of the hospital. The fitness center upgrade in city hall is very
appropriate. Discussion of the fountains and rocks crumbling at
the entry of Montebella.
Alderman Hammond— I think it is great the levee is doing its job.
Alderman Bowman — It is nice to be able to tell people that the
levee is doing its job and our businesses and the city are safe.
\ Mayor Rose stated that Progress Reports will be out soon, in a
couple weeks.

MOTION TO ADJOURN Alderman Hammond moved to adjourn the meeting at 7:55 p.m.,
second by Alderman Thatcher.
Yes: Hammond, Thatcher, Cretsinger, Bowman, Fuller, and
LoPorto.
