REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, June 18, 2019
6:30 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
June 18, 2019.
Mayor Rose called the regular meeting to order at 5:30 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Nathan Cretsinger, Sal LoPorto, Mike Fuller, Aaron Thatcher, and Al
Bowman.
Alderman Jill Hammond was absent.
Also present were City Administrator Brian Koral Community Development Director Mike Duffy,
City Planner Sarah Wagner, Police Chief Chris Skinrood, and City Clerk Robin Kincaid. City
Attorney Paul Campo was also present.
MOTION TO ENTER INTO Alderman LoPorto moved that the meeting go into closed
CLOSED @ 6:30 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real
estate, and RSMo 610.021(3) Hiring, firing, disciplining or
promoting a particular employee, when personal information
about the employee is discussed, second by Alderman
Cretsinger.
Yes: LoPorto, Cretsinger, Bowman, Fuller, and Thatcher.
Motion carried 5-0.
MOTION TO ADJOURN Alderman Bowman moved at 7:03 p.m. to adjourn closed
CLOSED @ 7:03 P.M. session with action taken, second'by Alderman LoPorto.
Yes: Bowman, LoPorto, Thatcher, Fuller, and Cretsinger.
Motion carried 5-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at
7:05 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Al Bowman, Sal LoPorto, Mike Fuller,
Aaron Thatcher, and Nathan Cretsinger.
Alderman Jill Hammond was absent.

Also present were City Administrator Brian Koral, Community Development Director Mike
Duffy, Finance Director Donna Oliver, City Clerk Robin Kincaid, Public Works Director Tom
Wooddell, Police Chief Chris Skinrood, Fire Chief Gordon Fowlston, City Planner Sarah
Wagner, Capital Projects and Parks Manager Noel Challis-Bennion, and Human Resources '
Manager Amy Strough. Also present was City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Alderman LoPorto and his daughter Alena led the Pledge of
Allegiance.
PUBLIC COMMENT Terry Buller—4415 NW Pawnee, Riverside Mo— Inquired about
a comment in the June 4th minutes regarding the flood event and
also seeking understanding of the Sunshine Law regulations
regarding closed sessions.
CONSENT AGENDA Alderman Bowman moved to approve the consent agenda as
presented, second by Alderman Cretsinger.
Yes: Bowman, Cretsinger, LoPorto, Thatcher, and Fuller.
Motion carried 5-0.
MINUTES OF 06-04-19 Alderman Bowman moved to approve the minutes of the June 4,
2019 meeting, second by Alderman Cretsinger.
Yes: Bowman, Cretsinger, LoPorto, Thatcher, and Fuller.
Motion carried 5-0.
COURT REPORT Alderman Bowman moved to approve the court report for the.
month of May 2019, second by Alderman Cretsinger.
Yes: Bowman, Cretsinger, LoPorto, Thatcher, and Fuller.
Motion carried 5-0.
RESOLUTION 2019-056 Alderman Bowman moved to approve Resolution 2019-056
Paycor, Inc.Agreement approving an agreement with Paycor, Inc., second by Alderman
Cretsinger.
Yes: Bowman, Cretsinger, LoPorto, Thatcher, and Fuller.
Motion carried 5-0.
RESOLUTION 2019-057 Alderman Bowman moved to approve Resolution 2019-057
Fitness Equipment approving the purchase of fitness equipment from Precor and
Core Health & Fitness, LLC, second by Alderman Cretsinger.
Yes: Bowman, Cretsinger, LoPorto, Thatcher, and Fuller.
Motion carried 5-0.
RESOLUTION 2019-058 Alderman Bowman moved to approve Resolution 2019-058
Jumping Branch Trail Specs approving specifications for the Jumping Branch Trail Project,
second by Alderman Cretsinger.
Yes: Bowman, Cretsinger, LoPorto, Thatcher, and Fuller.
Motion carried 5-0.

RESOLUTION 2019-059 Alderman Bowman moved to approve Resolution 2019-059
Snow& Ice Materials approving the purchase of snow and ice control materials from
Central Salt LLC and Scotwood Industries Inc through the Mid
America Regional Council and Kansas City Regional Cooperative
Bid No. 87 and No. 66, second by Alderman Cretsinger.
Yes: Bowman, Cretsinger, LoPorto, Thatcher, and Fuller.
Motion carried 5-0.
REGULAR AGENDA
RESOLUTION 2019-055 Alderman Thatcher moved to approve Resolution 2019-055
Bill Pay authorizing the expenditure of funds for fiscal year 2018-
2019, for weeks ending June 7th and June 18th in the amount of
$361,790.72, second by Alderman Bowman.
Yes: Thatcher, Bowman, Fuller, Cretsinger, and LoPorto.
Motion carried 5-0.
PUBLIC HEARING Mayor Rose opened the public hearing at 7:11 p.m. to consider
Amend City Code 400.410 amending the Riverside Municipal Code Chapter 400: Unified
Development Ordinance Section 400.410 Use Table, Section
400.440; additional Regulations ("Conditions") for Non-Residential
Uses Allowed in Business and Planned Districts, and Section
400.1090: Definitions, in the City of Riverside, Missouri.
City Planner Sarah Wagner explained that this amendment was
presented to the Planning Commission last week and this
amendment is in response to the vote passed last year regarding
medical marijuana. The State of Missouri regulates most of the
legislation concerning the issue and Cities have a few areas that
they may regulate. This ordinance includes added definitions to
the UDO for marijuana dispensaries, different types of uses, the
use table, distances from churches, schools, and daycares, and
hours of operation. The Board held discussion on all considered
changes. Resident Terry Buller offered his concerns regarding
the hours allowed and the distance restrictions. Further
discussion was held.
Mayor Rose announced to keep the public hearing open at this
time and asked that a motion be made to continue the public
hearing.
Alderman Thatcher moved that the public hearing to consider an
amendment to the Municipal Code Section 400 be continued to
the July 2, 2019 meeting, second by Alderman Cretsinger.
Yes: Thatcher, Cretsinger, Bowman, LoPorto, and Fuller.
Motion carried 5-0.
BILL NO. 2019-030 City Clerk Robin Kincaid gave first reading of Bill No. 2019-030.
Local 42 Side Letter Agreemnt City Administrator Brian Koral stated that this bill is a necessary
annual side letter agreement with the IAFF local 42 following the
adoption of the new budget.
Alderman Thatcher moved to place Bill 2019-030 on second and
final reading, second by Alderman Bowman.
Yes: Thatcher, Bowman, Cretsinger, Fuller, and LoPorto.

Motion carried 5-0.
Alderman Bowman moved to approve Bill 2019-030 and enact
said bill as ordinance, second by Alderman LoPorto.
Yes: Bowman, LoPorto, Fuller, Cretsinger, and Thatcher.
Motion carried 5-0.
BILL NO.2019-031 City Clerk Robin Kincaid gave first reading of Bill No. 2019-031.
City Administrator's Contract Alderman Thatcher moved to accept first reading and place Bill
No. 2019-031 on second and final reading, second by Alderman
Bowman.
Yes: Thatcher, Bowman, Fuller, LoPorto, and Cretsinger.
Motion carried 5-0.
Alderman Cretsinger moved to approve Bill 2019-031 and enact
said bill as ordinance, second by Alderman LoPorto.
Yes: Cretsinger, LoPorto, Thatcher, Fuller, and Bowman.
Motion carried 5-0.
CITY ADMINISTRATOR City Administrator Brian Koral explained that the Mayor and Board
had a sheet reviewing the businesses in Riverside requesting their
annual liquor licenses be renewed for 2019-2020 and asked for a
motion to approve the renewals presented.
Alderman Thatcher moved to accept the 2019-2020 Liquor
License Renewals as presented, second by Alderman Bowman.
Yes: Thatcher, Bowman, Cretsinger, Fuller, and LoPorto.
Motion carried 5-0.
Koral also reviewed that today was election day and the different
ballot questions and races in our area.
There will be the FPAL golf tournament on July 8th and the NRCC
golf tournament on Wednesday, July 10th, if you are interested in
participating contact Robin and let her know.
We will be holding town hall meetings with our team on
Wednesday and Friday to go over the priorities that the Board
provided for them in the next year and allow them to ask any
questions. An upstream from ordinary phone call received
regarding a Firefighters response to a call recognizing Shift
Captain Clark, Firefighter Lee and EMTs Ellis and Burgess.
COMMUNITY DEVELOPMENT Community Development Director Mike Duffy gave a brief update
on the driveway conditions in the Gatewoods area that was
brought to staffs attention at the last meeting.
ENGINEERING Nothing to report.
FINANCE Nothing to report.
FIRE Fire Chief Gordon Fowiston reminded everyone that fireworks
season is upon us and that Fire Marshal Keith Payne is working
diligently.

POLICE Police Chief Chris Skinrood gave kudos to Dispatch Supervisor
Laura Thomas and a special honor she has received by the
Special Olympics to attend a select conference for leaders of the
organization and she has been assigned her own section in the
area to be involved with and manage for Special Olympics.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Nothing to report.
MAYOR'S DISCUSSION Mayor Rose reported that Loud and Local was held by the
Riverside Chamber over the weekend, weather and attendance
were challenging, but all-in-all it was well organized and a nice
family event. FPAL is having a pool party on Thursday evening.
Tonight is the final meeting of this fiscal year and I look forward to
working with all of you in the next year.
BOARD OF ALDERMEN Alderman Thatcher— Nothing to report.
Alderman Fuller— Nothing to report.
Alderman Bowman—Nothing to report.
Alderman Cretsinger—Will not be in attendance at the July 2nd
regular meeting.
Alderman LoPorto— Nothing to report.
ENGINEERING Realizing the department report was skipped, City Administrator
Brian Koral asked the Mayor to allow time to give the report now.
Capital Projects and Parks Manager Noel Challis Bennion
reported that the bid for E.H. Young Playground Equipment and,
instillation was reissued and received on May 31St. Following
review by the Parks Board, Noel shared photos of the proposal
they selected and would like the Board of Aldermen to consider.
MOTION TO ADJOURN Alderman Thatcher moved to adjourn the meeting at 8:00 p.m.,
second by Alderman Cretsinger.
