A RESOLUTION AUTHORIZING THE PURCHASE OF PORTABLE AND MOBILE TWO-WAY
RADIOS FOR THE POLICE DEPARTMENT AND PUBLIC WORKS DEPARTMENT OFF THE
MID AMERICA REGIONAL COUNCIL GOVERNMENT COOPERATIVE BID IN AN AMOUNT
NOT TO EXCEED $388,000.00
WHEREAS, the Police Department and Public Works Department have a need to replace
outdated equipment and in preparation of the government required P25 mandates these
departments request the purchase of portable and mobile two-way radios through Commenco, Inc.
as approved in the 2019-2020 budget; and
WHEREAS, the City of Riverside in the adoption of its purchasing policy has approved the
practice of purchasing equipment from competitive bids awarded by other governmental entities
through the cooperative bidding process; and
WHEREAS, the Mid-America Regional Council Contract has competitively bid and awarded
a contract for radios meeting the P25 radio mandates with Motorola Solutions, through Commenco,
Inc.; and
WHEREAS, funds for such purpose were budgeted in the Fiscal Year 2019-2020 budget;
and
WHEREAS, the City of Riverside finds it is in the best interest of the citizens of the City of
Riverside to authorize and approve the purchase of portable and mobile two-way radios for the
police department and public works department to replace outdated equipment, off the MARC
government cooperative bid with Commenco, Inc., in an amount not to exceed $388,000.00.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY
OF RIVERSIDE, MISSOURI, AS FOLLOWS:
THAT, the purchase portable and mobile two-way radios for the police department and
public works department to replace outdated radios off the MARC government cooperative bid
through Commenco, Inc. in an amount not to exceed $388,000.00 is hereby authorized, approved
and ratified; and
FURTHER THAT the Mayor and/or the City Administrator, or his designee, are hereby
authorized to execute all documents necessary or incidental to this transaction and the City Clerk is
authorized to attest thereto.
PASSED AND ADOPTED by the Board of Aldermen and APPROVED by the Mayor of
the City of Riverside, Missouri, the 2nd day of July 2019.

BACKGROUND: This request is for the replacement of portable and mobile two-way
radios for the police department and public works. These radios are replacing outdated
equipment and are part of the government required future P25 radio mandates. The
radios are being purchased through Commenco, Inc. as part of the Mid-America
Regional Council contract with Motorola solutions. These radios were approved as part
of the 2019-2020 budget. The request includes radios, required accessories such as
desk top chargers and lapel microphones, and programming.
