BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, July 2, 2019
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
July 2, 2019.
Mayor Rose called the regular meeting to order at 6:30 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Aaron Thatcher, Al Bowman, Mike Fuller, Sal LoPorto, and Jill
Hammond.
Alderman Cretsinger was absent.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Community
Development Director Mike Duffy, City Planner Sarah Wagner, Finance Director Donna Oliver,
Human Resources Manager Amy Strough, and City Engineer Travis Hoover. Also present were
City Attorney Paul Campo and Special Counsel Joe Bednar.
MOTION TO ENTER INTO Alderman Bowman moved that the meeting go into closed
CLOSED @ 6:30 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, and RSMo 610.021 (2) Leasing, purchase or sale of
real estate where public knowledge might adversely affect legal
consideration, second by Alderman Fuller.
Yes: Bowman, Fuller, LoPorto, Thatcher, and Hammond.
Motion carried 5-0.
MOTION TO ADJOURN Alderman Thatcher moved at 7:05 p.m. to adjourn closed
CLOSED @ 7:05 P.M. session with action taken, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Hammond, Fuller, and Bowman.
Motion carried 5-0.
Mayor Rose called the Regular Session Meeting to order at 7:08 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Al Bowman, Sal LoPorto, Mike Fuller,
Aaron Thatcher, and Jill Hammond.
Alderman Cretsinger was absent.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Public Works
Director Tom Wooddell, City Engineer Travis Hoover, Community Development Director Mike
Duffy, Police Chief Chris Skinrood, Fire Chief Gordon Fowlston, City Planner Sarah Wagner,
Finance Director Donna Oliver, Capital Projects &.Parks Manager Noel Challis Bennion, and
Human Resources Manager Amy Strough. Also present was City Attorney Paul Campo.

CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda with
Resolution R-2019-078 withheld to be voted on separately,
second by Alderman LoPorto.

MINUTES OF 6-18-19 Alderman Thatcher moved to approve the minutes of the June 18,
2019 regular meeting, second by Alderman LoPorto.

RESOLUTION 2019-062 Alderman Thatcher moved to approve Resolution 2019-062
Edwards ROW—Belton St. approving and accepting a Right of Way Deed from F. Adam
Edwards for the Belton Street Project, second by Alderman

CJF Annual Premium Renewal authorizing purchase of property and equipment insurance from
Cowell James Forge Insurance Group, LLC for the annual
premium renewal not to exceed $67,016.00, second by Alderman
LoPorto.

RESOLUTION 2019-080 Alderman Thatcher moved to approve Resolution 2019-080
Purchase Two 2020 Tahoes authorizing the purchase of two (2) 2020 Chevrolet Tahoe SSV
4X4 vehicles for the police department through Roberts Chevrolet
off the MARC fleet pricing in an amount not to exceed $75,710.00,
second by Alderman LoPorto.

RESOLUTION 2019-081 Alderman Thatcher moved to approve Resolution 2019-081
Purchase Emergency Equip. authorizing the purchase of emergency equipment for two (2)
2020 Chevrolet Tahoe SSV 4X4 vehicles from 911 custom off the
Missouri State Contract in an amount not to exceed $15,000,
second by Alderman LoPorto.

License Platte Reader authorizing the purchase of one Selex-ES/ELSAG automated
license plate reader for the Police department from Busch and
Associates off the GSA purchasing contract in an amount not to
exceed $20,000, second by Alderman LoPorto.

Purchase Two-Way Radios authorizing the purchase of portable and mobile two-way radios
for the Police Department and Public Works Department off the
MARC Government Cooperative bid in an amount not to exceed
$388,000.00, second by Alderman LoPorto.

Purchase Playground Equip. approving the purchase of playground equipment from A.B.
Creative, Inc. in connection with the 2019 E.H. Young Riverfront
Park Improvements Project and approving an agreement therefor,
second by Alderman LoPorto.

RESOLUTION 2019-078 Alderman Thatcher moved to approve Resolution 2019-078
YMCA Service Agreement authorizing a services agreement with and pay certain funds to the
YMCA of Greater Kansas City, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Fuller, and Bowman.
No: None.
Abstain: Hammond.
Motion carried 4-0-1.
RESOLUTION 2019-060 Alderman Bowman moved to approve Resolution 2019-060
Bill Pay authorizing the expenditure of funds for fiscal year 2018-
2019, for weeks ending June 211 and June 28th in the amount of
$253,112.76, second by Alderman LoPorto.
Yes: Bowman, LoPorto, Fuller, and Thatcher.
No: None.
Abstain: Hammond.
Motion carried 4-0-1.
PUBLIC HEARING Mayor Rose announced the public hearing has remained open to
Amend City Code 400.410 consider amending the Riverside Municipal Code Chapter 400:
Unified Development Ordinance Section 400.410 Use Table,
Section 400.440; additional Regulations ("Conditions")for Non-
Residential Uses Allowed in Business and Planned Districts, and
Section 400.1090: Definitions, in the City of Riverside, Missouri.

City Planner Sarah Wagner further explained this amendment and
addressed issues during the previous meeting, also showing a
map of the school and church locations in Riverside. Further
discussion was held.
Mayor Rose announced to keep the public hearing open at this
time and asked that a motion be made to continue the public
hearing.
Alderman Thatcher moved that the public hearing to consider an
amendment to the Municipal Code Section 400 be continued to
the July 16, 2019 meeting, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Hammond, Fuller, and Bowman.
Motion carried 5-0.
BILL NO. 2019-032 City Clerk Robin Kincaid gave first reading of Bill No. 2019-032.
New Hire Police - Reed Alderman Thatcher moved to accept first reading of Bill
No. 2019-032, second by Alderman Hammond.
Yes: Thatcher, Hammond, Bowman, LoPorto, and Fuller.
Motion carried 5-0.
Alderman LoPorto moved to approve Bill 2019-032 and enact
said bill as ordinance, second by Alderman Thatcher.

HECO Fill Dirt Agreement Alderman Thatcher moved to accept first reading of Bill
No. 2019-033, second by Alderman Hammond.

CITY ADMINISTRATOR City Administrator Brian Koral reminded the Board that City offices
will be closed the 4th of July for Independence Day but the pool will
be open. A big thank you to the Public Works team for patriotizing
the Welcome Plaza with the flag display.
COMMUNITY DEVELOPMENT Community Development Director Mike Duffy discussed a fountain
not working at the Montebella neighborhood entrance along with
standing water problems and the process being followed by David
Barth to correct the issue. In Gatewoods there is property owned
by ZG Realty that has no sidewalk put in because it was not
marketable property and staff is working on options to proceed
and fix the issue to connect sidewalks in that area.

LEVEE BOARD Nothing to report.
MAYOR'S DISCUSSION Mayor Rose commented on the current Newsletter article about
the Rocks story and that some of the rocks have been found as
far away as Iowa and Oklahoma. Two of the ten monarch rocks
have been returned. It was a great project. The Progress Reports
are in the process of being mailed out to businesses and
residents. Mayor Rose asked Travis about the Woodland trail
crosswalk and discussion was held among staff and Board.

BOARD OF ALDERMEN Alderman Hammond— Nothing to report.
Alderman Bowman — Nothing to report.
Alderman Fuller—Channel 19 did a shout-out to Riverside on their
decision for a casino and the improvements overall to our City
because of that decision.
Alderman Thatcher—There was an article in the Business Journal
that was great coverage for Riverside as well. I met a gentleman
from Martinrea at Trazo and he was sharing that the Riverside
Plant was his favorite place to visit, I then introduced myself and
explained that I was an alderman.
Alderman LoPorto— Explained that there are a lot of 4th of July
activities planned for the Montebello neighborhood.

second by Alderman Hammond.
