REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, July 16, 2019
6:15 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
July 16, 2019.
Mayor Rose called the regular meeting to order at 6:15 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Nathan Cretsinger, Sal LoPorto, Mike Fuller, Jill Hammond, and Al
Bowman.
Alderman Aaron Thatcher was absent.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,.
City Clerk Robin Kincaid, City Planner Sarah Wagner, Finance Director Donna Oliver, Human
Resources Manager Amy Strough, Fire Marshal Keith Payne, and City Engineer Travis Hoover.
City Attorney Paul Campo and Special Counsel Joe Bednar were also present.
MOTION TO ENTER INTO Alderman Bowman moved that the meeting go into closed
CLOSED @ 6:20 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real
estate, and RSMo 610.021(3) Hiring, firing, disciplining or
promoting a particular employee, when personal information
about the employee is discussed, second by Alderman
Hammond.
Yes: Bowman, Hammond, Cretsinger, Fuller, and LoPorto.
Motion carried 5-0.
MOTION TO ADJOURN Alderman Bowman moved at 6:59 p.m. to adjourn closed
CLOSED @ 6:59 P.M. session with action taken, second by Alderman Fuller.
Yes: Bowman, Fuller, Cretsinger, Hammond, and LoPorto.
Motion carried 5-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at
7:02 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Al Bowman, Sal LoPorto, Mike Fuller,
Jill Hammond, and Nathan Cretsinger.
Alderman Aaron Thatcher was absent.

Also present were City Administrator Brian Koral, Community Development Director Mike
Duffy, Finance Director Donna Oliver, City Clerk Robin Kincaid, Police Captain Gary McMullin,
Fire Marshal Keith Payne, City Planner Sarah Wagner, City Engineer Travis Hoover, and
Human Resources Manager Amy Strough. Also present was City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Kathy Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
CONSENT AGENDA Alderman Bowman moved to approve the consent agenda as
presented, second by Alderman Hammond.
Yes: Bowman, Hammond, Cretsinger, LoPorto, and Fuller.
Motion carried 5-0.
MINUTES OF 07-02-19 Alderman Bowman moved to approve the minutes of the July 2,
2019 meeting, second by Alderman Hammond.
Yes: Bowman, Hammond, Cretsinger, LoPorto, and Fuller.
Motion carried 5-0.
COURT REPORT Alderman Bowman moved to approve the court report for the
month of June 2019, second by Alderman Hammond.
Yes: Bowman, Hammond, Cretsinger, LoPorto, and Fuller.
Motion carried 5-0.
RESOLUTION 2019-087 Alderman Bowman moved to approve Resolution 2019-087
Incode Software- Finance approving the purchase of Incode Software for the Content and
Document Management Suite from Tyler Technologies for the
Finance Department in the amount of$17,444.00, second by
Alderman Hammond.
Yes: Bowman, Hammond, Cretsinger, LoPorto, and Fuller.
Motion carried 5-0.
RESOLUTION 2019-088 Alderman Bowman moved to approve Resolution 2019-088
Incode Software—Comm. Dev. approving the purchase of Incode Software for permitting, Code
Enforcement and licensing from Tyler Tech in the amount of
$12,000, second by Alderman Hammond.
Yes: Bowman, Hammond, Cretsinger, LoPorto, and Fuller.
Motion carried 5-0.
RESOLUTION 2019-089 Alderman Bowman moved to approve Resolution 2019-089
MoPerm Annual Premium authorizing the purchase of auto and liability Insurance from the
Missouri Public Entity Risk Management Fund Insurance
Company annual premium renewal in an amount not to exceed
$132,140, second by Alderman Hammond.
Yes: Bowman, Hammond, Cretsinger, LoPorto, and Fuller.
Motion carried 5-0.

REGULAR AGENDA
RESOLUTION 2019-086 Alderman LoPorto moved to approve Resolution 2019-086
Bill Pay authorizing the expenditure of funds for fiscal year 2018-
2019, and fiscal year 2019-2020 for weeks ending July 51 and
July 12th in the amount of$596,713.97, second by Alderman
Cretsinger.
Yes: LoPorto, Cretsinger, and Fuller.
No: None
Abstain: Hammond and Bowman.
Motion carried 3-0-2.
PUBLIC HEARING Mayor Rose announced the open public hearing at 7:03 p.m. to
Amend City Code 400.410 consider amending the Riverside Municipal Code Chapter 400:
Unified Development Ordinance Section 400.410 Use Table,
Section 400.440; additional Regulations ("Conditions") for Non-
Residential Uses Allowed in Business and Planned Districts, and
Section 400.1090: Definitions, in the City of Riverside, Missouri.
Mayor Rose asked if there were any questions regarding the bill
being considered. Alderman Cretsinger asked to see the map
regarding distances and City Planner Sarah Wagner explained
what each colored circle represented. Discussion was held by the
Board.
Patrick Lanning —3732 SW Trafficway, Kansas City, Missouri
64111 —reminded the Board that distance is actually by footpath
distance not radius.
Mayor Rose asked if there were any further comments and
hearing none, closed the public hearing at 7:11 p.m.
BILL NO. 2019-029 City Clerk Robin Kincaid gave first reading of Bill No. 2019-029.
Medical Marijuana-UDO Code Alderman Bowman moved to place Bill 2019-029 on second and
final reading, second by Alderman Hammond.
Yes: Bowman, Hammond, LoPorto, Cretsinger, and Fuller.
Motion carried 5-0.
Alderman Hammond moved to approve Bill 2019-029 and enact
said bill as ordinance, second by Alderman Cretsinger.
Yes: Hammond, Cretsinger, Bowman, Fuller, and LoPorto.
Motion carried 5-0.
PUBLIC HEARING Mayor Rose opened the public hearing at 7:12 p.m. to
Amend City Code 400 consider amending the Riverside Municipal Code Chapter 400:
Unified Development Ordinance, in the City of Riverside, Missouri.
City Planner Sarah Wagner explained that staff has done a
complete review of Chapter 400— Unified Development Ordinance
over the past year and this amendment includes a re-write of the
landscaping code and parking code, other changes are general
clean-up items.
Mayor Rose asked if there were any further comments and
hearing none, closed the public hearing at 7:16 p.m.

BILL NO. 2019-034 City Clerk Robin Kincaid gave first reading of Bill No. 2019-034.
Amend Code UDO Chapt 400 Alderman LoPorto moved to accept first reading and place Bill
No. 2019-034 on second and final reading, second by Alderman
Hammond.
Yes: LoPorto, Hammond, Fuller, Cretsinger, and Bowman.
Motion carried 5-0.
Alderman Bowman moved to approve Bill 2019-034 and enact
said bill as ordinance, second by Alderman Cretsinger.
Yes: Bowman, Cretsinger, Fuller, Hammond, and LoPorto.
Motion carried 5-0.
BILL NO.2019-035 City Clerk Robin Kincaid gave first reading of Bill No. 2019-035.
Final Development Spec X City Planner Sarah Wagner explained that this is the last lot on the
East side and NorthPoint is preparing to move forward because
they are almost fully leased with Spec IX.
Alderman Cretsinger moved to accept first reading and place Bill
No. 2019-035 on second and final reading, second by Alderman
Hammond.
Yes: Cretsinger, Hammond, Bowman, Fuller, LoPorto.
Motion carried 5-0.
Alderman LoPorto moved to approve Bill 2019-035 and enact
said bill as ordinance, second by Alderman Cretsinger.
Yes: LoPorto, Cretsinger, Hammond, Bowman, and Fuller.
Motion carried 5-0.
CITY ADMINISTRATOR City Administrator Brian Koral announced that the MML West
Gate Civic Leadership Banquet is next Thursday evening and you
may let Robin know and she will get you signed up for that event.
The Junior Police Academy is in process this week. Five
participants are returning from last year and one of them will be
beginning the police internship this fall. This is an awesome
program for the youth. We have been approached by the Park Hill
School, they have a Professional Studies Internship Program that
serves about 150 students. This program has grown quickly, they
are very cramped for space and they have asked if we could
accommodate some two hours a day in different areas of our
campus. This will be a great opportunity to talk to them about
what we do here and get them thinking of public service in their
future. The Board gave general consensus to help the school with
the accommodations for this program on our campus.
COMMUNITY DEVELOPMENT Nothing to report.

PUBLIC WORKS Nothing to report.
LEVEE BOARD City Engineer Travis Hoover stated that there will be a meeting in
two weeks.
MAYOR'S DISCUSSION Mayor Rose reported that there is a resident in Indian Hills that
hoped to get Riverside to provide a "Beyond the Bell" type
program for another group of kids, but they were in Kansas City,
not Riverside. I provided her with contacts and resources for
possible help with what she would like to accomplish. The
Walden Middle School will have a walk through soon. National
Night Out is coming up in a couple weeks. The MPR conference
will be coming up in September, contact Amy if you would like to
attend. Amy Strough and Doug VanLeeuwen have submitted
applications for the Northland Leadership Class.
BOARD OF ALDERMEN Alderman LoPorto—Thank you to the Fire Department for being
up at our 4t' of July event. They had a call and had to leave, but
then came back. We have placed our T-shirt order.
Alderman Fuller— Nothing to report.
Alderman Bowman —Nothing to report.
Alderman Hammond— I again want to thank City staff for always
being responsive, even with water issues that weren't really a city
issues, but I called to get information to help.
Alderman Cretsinger— I was talking with Brian Koral today and
having the city staff input to help guide us, even though it really
isn't a city issue, is very helpful.
MOTION TO ADJOURN Alderman Bowman moved to adjourn the meeting at 7:27p.m.,
second by Alderman Hammond.
