REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, August 06, 2019
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
August 06, 2019.
Mayor Rose called the regular meeting to order at 6:45 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Mike Fuller, Al Bowman, Aaron Thatcher, and Jill Hammond.
Alderman Nathan Cretsinger and Sal LoPorto were absent.
Also present were Acting City Administrator Mike Duffy, City Clerk Robin Kincaid, City Engineer
Travis Hoover, and City Planner Sarah Wagner. Also present were City Attorney Paul Campo
and Special Counsel Joe Bednar.
MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed
CLOSED @ 6:48 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation and RSMo 610.021 (2) Leasing, purchase or sale of
real estate where public knowledge might adversely affect legal
consideration, second by Alderman Bowman.
Yes: Thatcher, Bowman, Fuller, and Hammond.
Motion carried 4-0.
MOTION TO ADJOURN Alderman Thatcher moved at 7:04 p.m. to adjourn closed
CLOSED @ 7:04 P.M. session with no action taken, second by Alderman Bowman.
Yes: Thatcher, Bowman, Hammond, and Fuller.
Motion carried 4-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at
7:04 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Aaron Thatcher, Al Bowman, Jill
Hammond, and Mike Fuller.
Alderman Nathan Cretsinger and Sal LoPorto were absent.
Also present were Acting City Administrator Mike Duffy, City Clerk Robin Kincaid, Public Works
Director Tom Wooddell, City Engineer Travis Hoover, Finance Director Donna Oliver, Police
Chief Chris Skinrood, City Planner Sarah Wagner, and Fire Marshal Keith Payne. Also present
was City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.

PRESENTATION Anne Rogers, Platte Senior Services Director used a PowerPoint
presentation explaining the need for additional funding to further
help elderly Riverside residents.
CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda as
presented, second by Alderman Hammond.
Yes: Thatcher, Hammond, Fuller, and Bowman.
Motion carried 4-0.
MINUTES OF 07-16-19 Alderman Thatcher moved to approve the minutes of the July 16,
2019 regular meeting, second by Alderman Hammond.
Yes: Thatcher, Hammond, Fuller, and Bowman.
Motion carried 4-0.
RESOLUTION 2019-091 Alderman Thatcher moved to approve Resolution 2019-091
Animal Transport Unit approving an animal transport unit, second by Alderman
Hammond.
Yes: Thatcher, Hammond, Fuller, and Bowman.
Motion carried 4-0.
RESOLUTION 2019-092 Alderman Thatcher moved to approve Resolution 2019-092
KCPL- Park Improvements approving an agreement with Kansas City Power and Light
Company in connection with the 2019 E.H. Young Riverfront Park
Improvements Project and approving payment for services related
thereto in the amount of$10,408.16, second by Alderman
Hammond.
Yes: Thatcher, Hammond, Fuller, and Bowman.
Motion carried 4-0.
RESOLUTION 2019-093 Alderman Thatcher moved to approve Resolution 2019-093
Flood Insurance—E.H. Young authorizing the purchase of flood insurance from the Hartford
Insurance Company of the Midwest for 1001 Argosy Parkway, E.
H. Young Park in an amount not to exceed $13,921.00, second by
Alderman Hammond.
Yes: Thatcher, Hammond, Fuller, and Bowman.
Motion carried 4-0.
RESOLUTION 2019-094 Alderman Thatcher moved to approve Resolution 2019-094
TCE and Trail Easements accepting a trail easement and temporary construction easement
from Humphreys Fund I Reit, LLC, second by Alderman
Hammond.
Yes: Thatcher, Hammond, Fuller, and Bowman.
Motion carried 4-0.
RESOLUTION 2019-095 Alderman Thatcher moved to approve Resolution 2019-095
2020 Ford Expedition Purchase authorizing the purchase of a 2020 Ford Explorer from Shawnee
Mission Ford off the Mid America Regional Council for Public
Purchase Contract not to exceed $35,000 second by Alderman
Hammond.
Yes: Thatcher, Hammond, Fuller, and Bowman.
Motion carried 4-0.

REGULAR AGENDA
RESOLUTION 2019-096 Alderman Thatcher moved to postpone Resolution 2019-096
Jumping Branch Trail Bid awarding the bid for construction of the 2019 Jumping Branch
Trail and approving the agreement between the City and Mega
Industries Corporation until the next scheduled meeting, second
by Alderman Bowman.
Yes: Thatcher, Bowman, Fuller, and Hammond.
Motion carried 4-0.
RESOLUTION 2019-090 Alderman Thatcher moved to approve Resolution 2019-090
Bill Pay authorizing the expenditure of funds for fiscal year 2018-
2019 and 2019-2020 weeks ending July 19th, July 26th and August
2nd in the amount of$681,434.15, second by Alderman Bowman.
Yes: Thatcher, Bowman and Fuller.
No: None.
Abstain: Hammond.
Motion carried 3-0-1.
BILL NO. 2019-036 City Clerk Robin Kincaid gave first reading of Bill No. 2019-036.
Blight Removal Program City Planner Sarah Wagner explained the location and the
process for the program and how it has been followed to present
for your approval this evening.
Alderman Thatcher moved to accept first reading and place Bill
No. 2019-036 on second and final reading, second by Alderman
Hammond.
Yes: Thatcher, Hammond, Bowman, and Fuller.
Motion carried 4-0.
Alderman Thatcher moved to approve Bill 2019-036 and enact
said bill as ordinance, second by Alderman Bowman.
Yes: Thatcher, Bowman, Fuller, and Hammond.
Motion carried 4-0.
BILL NO. 2019-037 City Clerk Robin Kincaid gave first reading of Bill No. 2019-037.
Beemer Const. Bid Award City Engineer Travis Hoover explained the bid was let for a water
main extension and that Beemer Construction was the low bidder.
Alderman Thatcher moved to accept first reading and place Bill
No. 2019-037 on second and final reading, second by Alderman
Hammond.
Yes: Thatcher, Hammond, Fuller, and Bowman.
Motion carried 4-0.
Alderman Thatcher moved to approve Bill 2019-037 and enact
said bill as ordinance, second by Alderman Hammond.
Yes: Thatcher, Hammond, Bowman, and Fuller.
Motion carried 4-0.

BILL NO. 2019-038 City Clerk Robin Kincaid gave first reading of Bill No. 2019-038.
KCPL Utility Easement City Engineer Travis Hoover explained the bill was for the power
to Spec VIII.
Alderman Thatcher moved to accept first reading and place Bill
No. 2019-038 on second and final reading, second by Alderman
Hammond.
Yes: Thatcher, Hammond, Bowman, and Fuller.
Motion carried 4-0.
Alderman Thatcher moved to approve Bill 2019-038 and enact
said bill as ordinance, second by Alderman Hammond.
Yes: Thatcher, Hammond, Fuller, and Bowman.
Motion carried 4-0.
Liquor License Approval Alderman Hammond moved to approve the picnic not-for-profit
Community Art Display Event liquor license contingent upon State of Missouri approval for the
Riverside Chamber of Commerce, Managing Agent Shelbi Neel
for the Community Art Display Event on September 19, 2019,
second by Alderman Thatcher.
Yes: Hammond, Thatcher, Bowman, and Fuller.
Motion carried 4-0.
LOSS OF QUORUM Alderman Thatcher left the meeting at 7:36 p.m. no further
business was conducted.
