BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, August 20, 2019
6:30 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
August 20, 2019.
Mayor Rose called the regular meeting to order at 6:30 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Nathan Cretsinger, Sal LoPorto, Mike Fuller, Aaron Thatcher, Jill
Hammond, and AI Bowman.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, City Planner Sarah Wagner, Finance Director Donna Oliver, Police
Chief Chris Skinrood, Human Resources Manager Amy Strough, and City Engineer Travis
Hoover. City Attorney Paul Campo and Special Counsel Joe Bednar were also present.
MOTION TO ENTER INTO Alderman Bowman moved that the meeting go into closed
CLOSED @ 6:31 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real
estate, and RSMo 610.021(3) Hiring, firing, disciplining or
promoting a particular employee, when personal information
about the employee is discussed, second by Alderman
Hammond.
Yes: Bowman, Hammond, LoPorto, Cretsinger, Fuller, and
Thatcher.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Bowman moved at 7:00 p.m..to adjourn closed
CLOSED @ 7:00 P.M. session with no action taken, second by Alderman Thatcher.
Yes: Bowman, Thatcher, Cretsinger, LoPorto, Fuller, and
Hammond.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at
7:02 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Al Bowman, Sal LoPorto, Mike Fuller,
Jill Hammond, Nathan Cretsinger, and Aaron Thatcher.
Also present were City Administrator Brian Koral, Community Development Director Mike
Duffy, Finance Director Donna Oliver, City Clerk Robin Kincaid, Police Chief Chris Skinrood,
Fire Chief Gordon Fowlston, Public Works Director Tom Wooddell, City Planner Sarah
Wagner, City Engineer Travis Hoover, Capital Projects and Parks Manager Noel Challis
Bennion and Human Resources Manager Amy Strough. Also present was City Attorney Paul
Campo.

PLEDGE OF ALLEGIANCE Mayor Kathy Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
CONSENT AGENDA Alderman Bowman moved to approve the consent agenda as
presented, second by Alderman Hammond.
Yes: Bowman, Hammond, Cretsinger, Thatcher, LoPorto, and
Fuller.
Motion carried 6-0.
MINUTES OF 08-06-19 Alderman Bowman moved to approve the minutes of the August
6, 2019 meeting, second by Alderman Hammond.
Yes: Bowman, Hammond, Cretsinger, Thatcher, LoPorto, and
Fuller.
Motion carried 6-0.
COURT REPORT Alderman Bowman moved to approve the court report for the
month of July 2019, second by Alderman Hammond.
Yes: Bowman, Hammond, Cretsinger, Thatcher, LoPorto, and
Fuller.
Motion carried 6-0.
RESOLUTION 2019-098 Alderman Bowman moved to approve Resolution 2019-098
Reappoint Hamilton to Tourism re-appointing Denise Hamilton to the Tourism Commission,
second by Alderman Hammond.
Yes: Bowman, Hammond, Cretsinger, Thatcher, LoPorto, and
Fuller.
Motion carried 6-0.
RESOLUTION 2019-099 Alderman Bowman moved to approve Resolution 2019-099
PS Canopy Re-Roof Bid Award awarding the bid for the Public Safety canopy re-roof project and
approving the agreement with Delta Innovative Services, Inc.,
second by Alderman Hammond.
Yes: Bowman, Hammond, Cretsinger, Thatcher, LoPorto, and
Fuller.
Motion carried 6-0.
REGULAR AGENDA
RESOLUTION 2019-096 City Engineer Travis Hoover explained the bids received, the
Jumping Branch Trail engineer's estimate, and answered questions of the Board.
Alderman Thatcher moved to approve Resolution 2019-096
awarding the bid for construction of the 2019 Jumping Branch
Trail and approving the agreement between the City and Mega
Industries Corporation for construction of such project, second by
Alderman LoPorto.
Yes: Thatcher, LoPorto, Hammond, Fuller, Cretsinger, and
Bowman.
Motion carried 6-0.

PUBLIC HEARING Mayor Rose opened the public hearing at 7:10 p.m. to
SUP—Thompson Gas consider a special use permit for outdoor storage at 3001 NW
Platte Road, in the City of Riverside, Missouri.
City Planner Sarah Wagner stated that this special use permit is a
request for a propane storage tank. She referred to a map for the
location, then District Manager of Thompson Gas, Kc Boeckman
and Sarah answered questions of the Board.
Mayor Rose asked if there were further questions or comments,
hearing none, closed the public hearing at 7:19 p.m.
BILL NO.2019-039 Alderman Thatcher moved to amend Bill No. 2019-039 to include
AMEND SUP the requirement of making the Special Use Permit renewable in
five years, second by Alderman Cretsinger.
Yes: Thatcher, Cretsinger, Bowman, Hammond, Fuller, and
LoPorto.
Motion carried 6-0
BILL NO. 2019-039 City Clerk Robin Kincaid gave first reading of Bill No. 2019-039.
SUP—Thompson Gas Alderman Thatcher moved to place Bill 2019-039 on second and
final reading as amended, second by Alderman Cretsinger.
Yes: Thatcher, Cretsinger, Fuller, LoPorto, Bowman, and
Hammond.
Motion carried 6-0.
Alderman Thatcher moved to approve Bill 2019-039 as amended
and enact said.bill as ordinance, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Bowman, Hammond, Cretsinger, and
Fuller.
Motion carried 6-0.
BILL NO.2019-040 City Clerk Robin Kincaid gave first reading of Bill No. 2019-040.
MDA Payment Spec VI City Administrator Brian Koral stated the purpose of this bill and
payment required by the MDA.
Alderman Thatcher moved to accept first reading and place Bill
No. 2019-040 on second and final reading, second by Alderman
Hammond.
Yes: Thatcher, Hammond, Cretsinger, Bowman, Fuller, and
LoPorto.
Motion carried 6-0.
Alderman Cretsinger moved to approve Bill 2019-040 and enact
said bill as ordinance, second by Alderman LoPorto.
Yes: Cretsinger, LoPorto, Fuller, Bowman, Hammond, and
Thatcher.
Motion carried 6-0.

BILL NO. 2019-041 City Clerk Robin Kincaid gave first reading of Bill No. 2019-041.
Park Hill School District MOU Alderman Thatcher moved to accept first reading and place Bill
No. 2019-041 on second and final reading, second by Alderman
Hammond.
Yes: Thatcher, Hammond, Fuller, Bowman, LoPorto, and
Cretsinger.
Motion carried 6-0.
Alderman Thatcher moved to approve Bill 2019-041 and enact
said bill as ordinance, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Hammond, Bowman, Cretsinger, and
Fuller.
Motion carried 6-0.
BILL NO.2019-042 City Clerk Robin Kincaid gave first reading of Bill No. 2019-042.
BABRA Easements City Engineer Travis Hoover briefed the Board regarding the
easements for the Mattox and 391h Street Project.
Alderman Cretsinger moved to accept first reading and place Bill
No. 2019-042 on second and final reading, second by Alderman
Hammond.
Yes: Cretsinger, Hammond, Thatcher, LoPorto, Fuller, and
Bowman.
Motion carried 6-0.
Alderman Bowman moved to approve Bill 2019-042 and enact
said bill as ordinance, second by Alderman Hammond.
Yes: Bowman, Hammond, Fuller, Cretsinger, LoPorto, and
Thatcher.
Motion carried 6-0.
RESOLUTION 2019-097 Alderman Thatcher moved to approve Resolution 2019-097
Bill Pay authorizing the expenditure of funds for fiscal year 2018-
2019, and fiscal year 2019-2020 for weeks ending August 9th and
August 16th in the amount of$668,194.05, second by Alderman
LoPorto.
Yes: Thatcher, LoPorto, Bowman, Fuller, and Cretsinger.
No: None
Abstain: Hammond.
Motion carried 5-0-1.
CITY ADMINISTRATOR City Administrator Brian Koral announced that Platte Senior
Services information for possible increase in contribution would be
disseminated to all Board members and discussion would be held
at the next meeting. The Board proceeded to hold a discussion on
knowledge of information to this point. The Professional Studies
Program has begun and is going well. An Upstream from
Ordinary Story was shared regarding a new employee with the
City that had a need and fellow employees came together to
support and help.

COMMUNITY DEVELOPMENT Community Development Director Mike Duffy discussed Cliffview
Street improvements that are an ongoing maintenance issue. He
used a PowerPoint for visuals. There is a potential for this to
become a public street through a NID (Neighborhood
Improvement District). Duffy explained the plan and that it would
be part of the infrastructure maintenance program and would be
paid back within specified years. The City would accept it as a
public street upon completion. Staff feels this is a good opportunity
to correct a long term issue and we have partners to help
correcting the issue. The Board asked many questions and added
discussion. Staff will research further and circle back to you soon.
Duffy then addressed the Gateway CID to the Board, outlining
their purpose. The CID Board would like to include blight
components into their CID designations by way of the Board of
Alderman approval. There will be a public hearing scheduled in
the near future for the CID Board to present to the Board of
Alderman.
Our Building Official, Craig Slaughter has been awarded the
International Codes Council scholarship to attend the 2019 Annual
Conference and Public Hearings on Codes. Consensus of the
Board was to send Craig for this opportunity.
ENGINEERING Capital Projects & Parks Manager Noel Challis Bennion told about
Everybody's Favorite Festival, a BBQ and Hot Sauce Festival to
be hosted at EH Young Park in 2020. A three-day festival, there
will be various acts and arts and crafts. It would be a way to show
our new and improved park. Board consensus gave direction to
continue pursuing this event for the park.
FINANCE Nothing to report.
FIRE Fire Chief Gordon Fowlston explained that a rebate was
discovered on each AED unit purchased, which will allow
Riverside Fire to replace 6 rather than 4 units for only $200 dollars
more than budgeted in the 2019-2020. Alderman Thatcher moved
to approve replacing six rather than four AED units for$200 over
budgeted amount, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Fuller, Cretsinger, Hammond, and
Bowman.
Motion carried 6-0.
October is the Fire Department open house on October 12th, it is a
Saturday. October 10th is another Flu Shot Clinic in conjunction
with the Platte County Health Department. I will be attending the
Fallen Fire Fighters Memorial again this year to escort families to
the event, the first weekend of October. This is the fifth year to be
selected and it is a great honor.

POLICE Police Chief Chris Skinrood told the Board that there is a 2000
Crown Victoria, a 1972 command bus, and two city hall vehicles to
go on Purple Wave.
Motion moved by Alderman LoPorto to direct staff to put the four
vehicles, 2000 Ford Crown Vic, 1972 command bus, 2006 Jeep
Liberty and 2007 Ford Freestar for auction on the Purple Wave
site, second by Alderman Thatcher.
Yes: LoPorto, Thatcher, Fuller, Bowman, Hammond, and
Cretsinger.
Motion carried 6-0.
PUBLIC WORKS Public Works Director Tom Wooddell responded to a WCA issue
that Alderman LoPorto got a call on and assured the Board it was
addressed.
LEVEE BOARD City Engineer Travis Hoover stated that there is a meeting
tomorrow.
MAYOR'S DISCUSSION Mayor Rose congratulated Noel Challis Bennion and Doug
Vanleeuwen for being selected for the 2020 Leadership Class
Program which will begin on Thursday evening. St. Matthews
church, September 29th will have a celebration of their 175th year,
everyone is welcome.
MML is offering an advanced MGI class that I am completing.
The Monarch migration buzz is everywhere. It is very exciting.
I will be attending the "She Should Run" event on Monday evening
and will be a panelist.
