HomeMy WebLinkAbout2019-09-03 Regular Meeting Minutes 1, MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, September 3, 2019 The Board of Aldermen for the City of Riverside; Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, September 3, 2019. Mayor Rose called the regular meeting to order at 7:04 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Mike Fuller, Al Bowman, Nathan Cretsinger, Sal LoPorto, Aaron Thatcher, and Jill Hammond. Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover, Finance Director Donna Oliver, Police Captain Gary McMullin, City Planner Sarah Wagner, Fire Chief Gordon Fowlston, and HR Manager Amy Strough. Also present was City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda as presented, second by Alderman Hammond. Yes: Thatcher, Hammond, Cretsinger, LoPorto, Fuller, and Bowman. Motion carried 6-0. MINUTES OF 08-20-19 Alderman Thatcher moved to approve the minutes of the August 20, 2019 regular meeting, second by Alderman Hammond. Yes: Thatcher, Hammond, Cretsinger, LoPorto, Fuller, and Bowman. Motion carried 6-0. RESOLUTION 2019-100 Alderman Thatcher moved to approve Resolution 2019-100 Bill Pay authorizing the expenditure of funds for fiscal year 2019-2020 weeks ending August 23rd and August 30' in the amount of $249,490.43, second by Alderman Hammond. Yes: Thatcher, Hammond, Cretsinger, LoPorto, Fuller, and Bowman. Motion carried 6-0. RESOLUTION 2019-101 Alderman Thatcher moved to approve Resolution 2019-101 Levee District Proxy approving the execution of a proxy for the annual meeting of landowners of Rive rside-Quindaro Bend Levee District, second by Alderman Hammond. Yes: Thatcher, Hammond, Cretsinger, LoPorto, Fuller, and Bowman. Motion carried 6-0. 1 RESOLUTION 2019-102 Alderman Thatcher moved to approve Resolution 2019-102 Service Agreement authorizing the City of Riverside to enter into a series agreement with and pay certain funds to the Platte Senior Services, Inc., second by Alderman Hammond. Yes: Thatcher, Hammond, Cretsinger, LoPorto, Fuller, and Bowman. Motion carried 6-0. REGULAR AGENDA BILL NO. 2019-043 City Clerk Robin Kincaid gave first reading of Bill No. 2019-043. Final Plat City Planner Sarah Wagner explained the location and the purpose for combining two parcels of land into one to have access to Belgium Blvd. Alderman Cretsinger moved to accept first reading and place Bill No. 2019-043 on second and final reading, second by Alderman Hammond. Yes: Cretsinger, Hammond, Bowman, LoPorto, Fuller, and Thatcher. Motion carried 6-0. Alderman Hammond moved to approve Bill 2019-043 and enact said bill as ordinance, second by Alderman LoPorto. Yes: Hammond, LoPorto, Thatcher, Bowman, Cretsinger, and Fuller. Motion carried 6-0. Liquor License Approval Alderman LoPorto moved to approve the picnic not-for-profit Carved Event 2019 liquor license contingent upon State of Missouri approval for the Riverside Chamber of Commerce, Managing Agent Shelbi Neel for the Carved Event on October 19, 2019, second by Alderman Hammond. Yes: LoPorto, Hammond, Bowman, Thatcher, Fuller, and Cretsinger. Motion carried 6-0. Liquor License Approval Alderman Bowman moved to approve the tasting license for Adding Tasting to the License Discount Smoke and Liquor, to be added to their current annual license to sell packaged liquor, prior approval from the State of Missouri has been received, second by Alderman Hammond. Yes: Bowman, LoPorto, Hammond, Cretsinger, Fuller, and Thatcher. Motion carried 6-0. CITY ADMINISTRATOR City Administrator Brian Koral gave an update on our Community Development Director that he is on the mend and making progress and will be back in the office tomorrow. Next week the Northland Regional Chamber will be having their DC Fly-In and . Alderman Cretsinger, Alderman LoPorto and I will be attending. 2 COMMUNITY DEVELOPMENT Nothing to report. ENGINEERING Nothing to report. FINANCE Nothing to report. FIRE Fire Chief Fowlston reported that September 8th, the Annual 9-II Stair Climb at the Town Pavilion in downtown Kansas City and across the nation. This year we have Firefighters Tim Goode, Collin Burgess, Mike Rowe, Mike Reilly and Captain Scott Stubler as the team from Riverside that will end up climbing 110 stories. POLICE Nothing to report. PUBLIC WORKS Nothing to report. LEVEE BOARD City Engineer Travis Hoover reported that there will be the regular meeting in two weeks and the annual landowners meeting is October 2314 MAYOR'S DISCUSSION Mayor Rose inquired about a section of Line Creek Trail and water in Line Creek, City Engineer Hoover responded. September 19th is the Art Event. Hoover gave an update on the installation of the art work. Mayor Rose commented on the beauty of the medallions that are hanging on the bridge. This Saturday, September 7th is the Park Hill South Parade, the Mayor and Board have been invited to be in the parade, it begins at 12:30 p.m. Thursday morning at the KCI Marriott is the Legislative breakfast sponsored by the surrounding Chambers. The Carved event and the tree lighting are currently being planned and promise to be great this year. Mayor Rose has discussed the Beyond the Bell program with Dr. Roe and the possibility of extending it to Riverside children attending the new Southeast Elementary School. BOARD OF ALDERMEN Alderman Bowman — I want to thank Tom and Travis for working on that Vivion Road ditch and got it draining and Tom for straightening out my trash questions. Alderman Hammond — Nothing to report. Alderman Cretsinger— I was approached at our community Labor Day pool party about the fountain at our subdivision and the appearance of it, which is not the City's. There was a concern about the sidewalk to the Park Hill South School that is not complete. Hoover explained that the sidewalk ends where the school property line begins so concerned residents should approach the school to complete the sidewalk to the school. There was also a question regarding the 9 Highway Trail, Travis responded that there is a temporary connection, but may get an estimate for the connection. 3 Alderman LoPorto— I am excited for the DC Fly-In and would like to know if staff or Board has any questions you want us to take to the legislators. Alderman Thatcher— Nothing to report. Alderman Fuller— Nothing to report. MOTION TO ADJOURN Alderman Bowman moved to adjourn the meeting at 7:28 p.m., second by Alderman LoPorto.
