HomeMy WebLinkAbout2004-07-07 Special., Minutes of Special Meeting of Boazd of Aldermen of City of Riverside, Missouri July 7, 2004 A special meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall, of Riverside, Missouri, July 7, 2004 at 7:00 p.m Those in attendance were Mayor Betty Burch, Looker, Legaard, Super and Beazd. Alderman Dazata Absent. Also present, Louise Rusick, City Clerk. Corps of Engineers Fred Kraft, Field Project Manager, Patrick Miramontez, Estimator Visitors/Discussion and Kathy Lust, Resident Engineer were present to answer questions the board wanted clarified. Mayor Burch asked why (ESI) Environmental Specialist, Inc., the general contractor for the Corps of Engineers stopped work on the West Platte Road Bridge project. Kathy Lust said because the city was looking at several bridge sites, they didn't know exactly where the bridge was going to be placed and the stop log gap closure. Pat showed drawings where the earth was removed at the W. Platte site and was replaced with rock. It was at this time the "stop work order" was received. Rick Worrel, Affinis Corp said the stop log gap design was moving forward at that time. Because E.S.I. stopped work, the equipment was demobilized and has now incurred several costs (impact fees of $75,000) excavation, fuel, wage rate and rock fill increases and bringing back the equipment plus will be working in a restricted area. The impact cost is more that E.S.I.'s base bid. The additional amount the Corps of Engineers is asking for from the Levee District is $707,872.27. The amount estimated to replace the bridge is $1,307,872.27. Rick with Affmis said the opinion of probable construction costs for the work on the roadway (NW Vivion Road) to where the bridge would be placed (approximately 400 linear feet) is $225,000, the bridge cost is $700,000 with the road and bridge totaling (minus E.S.I.'s) work is $925,000. The original cost was $890,000 to put the bridge in place and the pile caps and deck costing $780,000. To get the bridge in place, the $925,000 plus $1.3 million equals $2.2-2.3 million. Alderman Super asked, "Who will take the responsibility to make sure everything goes together when installing the bridge?" No definitive answer was given. Motion for Closed Alderman Looker moved that the meeting go into closed session, pursuant to Session at 7:47 p.m RSMo 610.021(1) for discussion of Legal Issues, seconded by Alderman Super, and the vote was: Aye: Alderman Looker, Super, Beazd, Burris and Legaazd. Alderman Darata absent. Mins. 7/7/04 Motion Carries. < v., Motion for Open Alderman Legaard moved that the meeting go into open session, seconded Session at 8:30 p.m. by Alderman Looker, the vote was: Aye: Aldermen Super, Beard, Burris, Legaard and Looker. Alderman Darata, absent. Motion carries. Suspend contract Alderman Beard moved to suspend the contract with Affmis Corporation with Affmis Corp. to design the West Platte Bridge over Line Creek, seconded by Alderman Approved Burris, the vote was: Aye: Aldermen Legaard, Looker, Super, Burris and Beard, Alderman Darata, absent. Motion carries. Corps of Engineers Alderman Beard moved to notify the Corps of Engineers to duect E.S.I. to complete their to complete their original contract work, specifications and the city be original contract work... provided with a comprehensive list of itemized expenditures spent thus far, Approved seconded by Alderman Looker, the vote was: Aye: Aldermen Looker, Super, Bums, Beard and Legaard. Alderman Darata absent. Motion carries. The City to enter Alderman Beard moved to enter into a contract with Shafer, Kline & Warren into a contract with for the design of a bridge over Line Creek as presented in Shafer, Kline & Shafer, Kline & Warren Warren's Apri12003 proposal, seconded by Alderman Burris, the vote was: for design services for the W. Platte Bridge Aye: Aldermen Legaard, Bums, Looker, Super and Beard. Alderman Darata Approved absent. Motion carries.
