HomeMy WebLinkAbout2019-09-17 Regular Meeting Minutes 1 MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, September 17, 2019 6:30 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, September 17, 2019. Mayor Rose called the regular meeting to order at 6:30 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Nathan Cretsinger, Sal LoPorto, Mike Fuller, Jill Hammond, and Al Bowman. Alderman Aaron Thatcher was absent. Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, City Planner Sarah Wagner, Finance Director Donna Oliver, Police Chief Chris Skinrood, Human Resources Manager Amy Strough, and City Engineer Travis Hoover. City Attorney Paul Campo and Special Counsel Joe Bednar were also present. MOTION TO ENTER INTO Alderman Bowman moved that the meeting go into closed CLOSED @ 6:31 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real estate, and RSMo 610.021(3) Hiring, firing, disciplining or promoting a particular employee, when personal information about the employee is discussed, second by Alderman Hammond. Yes: Bowman, Cretsinger, Hammond, Fuller, and LoPorto. Motion carried 5-0. MOTION TO ADJOURN Alderman Bowman moved at 7:02 p.m. to adjourn closed CLOSED @ 7:02 P.M. session with action taken, second by Alderman LoPorto. Yes: Bowman, LoPorto, Cretsinger, Hammond, and Fuller. Motion carried 5-0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:03 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Al Bowman, Sal LoPorto, Mike Fuller, Jill Hammond, and Nathan Cretsinger. Alderman Aaron Thatcher was absent. Also present were City Administrator Brian Koral, Finance Director Donna Oliver, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Police Chief Chris Skinrood, Fire Chief Gordon Fowlston City Planner Sarah Wagner, City Engineer Travis Hoover, and Human Resources Manager Amy Strough. Also present was City Attorney Paul Campo. 1 PLEDGE OF ALLEGIANCE Mayor Kathy Rose led the Pledge of Allegiance. PUBLIC COMMENT None. PROCLAMATION Mayor Rose read the Proclamation recognizing September 2019 as Senior Citizen Month, Debbie Gwin Executive Director of Platte County Senior Fund was present to accept the proclamation. CONSENT AGENDA Alderman Bowman moved to approve the consent agenda as presented, second by Alderman LoPorto. Yes: Bowman, LoPorto, Hammond, Fuller, and Cretsinger. Motion carried 5-0. MINUTES OF 09-03-19 Alderman Bowman moved to approve the minutes of the September 3, 2019 meeting, second by Alderman LoPorto. Yes: Bowman, LoPorto, Hammond, Fuller, and Cretsinger. Motion carried 5-0. COURT REPORT Alderman Bowman moved to approve the court report for the month of August 2019, second by Alderman LoPorto. Yes: Bowman, LoPorto, Hammond, Fuller, and Cretsinger. Motion carried 5-0. REGULAR AGENDA RESOLUTION 2019-103 Alderman Cretsinger moved to approve Resolution 2019-103 . Bill Pay authorizing the expenditure of funds for fiscal year 2019-2020 for weeks ending September 6th and September 13' in the amount of $786,063.47, second by Alderman Bowman. Yes: Cretsinger, Bowman, Fuller, and LoPorto. No: None Abstain: Hammond. Motion carried 4-0-1. BILL NO. 2019-044 City Clerk Robin Kincaid gave first reading of Bill No. 2019-044. MOU - Radio Tower Police Chief Chris Skinrood explained the renewal of the Memorandum of Understanding agreement with Kansas City, Missouri relating to the Argosy Casino Radio Tower Site and that this would be a 10-year extension. Questions from the Board were answered. Alderman Bowman moved to place Bill 2019-044 on second and final reading, second by Alderman LoPorto. Yes: Bowman, LoPorto, Cretsinger, Fuller, and Hammond. Motion carried 5-0. Alderman Hammond moved to approve Bill 2019-044 as and enact said bill as ordinance, second by Alderman Bowman. Yes: Hammond, Bowman, Fuller, Cretsinger, and LoPorto. Motion carried 5-0. 2 CITY ADMINISTRATOR City Administrator Brian Koral stated that last week that Mayor Rose, Alderman Fuller, Mike Duffy and he attended the MML Annual Conference in St. Charles, Missouri. It was a great opportunity to share with other municipalities. Following that conference, Alderman LoPorto, Alderman Cretsinger and I attended the NRCC DC Fly-In. It was a great trip, we had good visits with Senator Blunt, Congressman Graves, and Congressman Cleaver and Congressman Hawley's staff. Riverside was the only elected officials attending with the chamber group. The Monarch Migration Event will be at the Renner Brenner Park on Thursday, September 19th COMMUNITY DEVELOPMENT Nothing to report. ENGINEERING Nothing to report. FINANCE Nothing to report. FIRE Nothing to report. POLICE Nothing to report. PUBLIC WORKS Nothing to report. LEVEE BOARD City Engineer Travis Hoover stated that there is a meeting tomorrow. MAYOR'S DISCUSSION Mayor Rose commented about the Regional Chamber of Commerce luncheon she, Brian and Chief Skinrood attended today and how many times the City of Riverside was mentioned by Kansas City Chief of Police Rick Smith during his speech, which shows how involved and how much our City works with other people and it is appreciated. The MML Conference had about 700 in attendance and was a wonderful conference in St. Charles this year. Kansas City will be the host city next year. BOARD OF ALDERMEN Alderman LoPorto— I echo Brian's comments on the trip to Washington DC. The delegation we met with for Missouri was very informative and an eye opener. It was a great trip. Two congressmen mentioned separately, that the Missouri delegation does meet regularly and the only state that does have regular meetings. Alderman Fuller—Asked for a contact for Platte Senior Services to be able to help a resident. Alderman Bowman — Nothing to report. Alderman Hammond — Nothing to report. 3 Alderman Cretsinger— It was pretty encouraging to see how hard and diligently people in Washington DC are working. They were in the know of the Chamber issues here in Missouri. I learned a lot from Cleaver. A resident has asked me about the locked gate on the back side of the school and the police and fire ability to get through that gate in an emergency. Police Chief Skinrood responded to the concern. Travis Hoover answered questions regarding some rough curbing in the neighborhood. Mayor Rose reported that the HomeDoc Cities had a meeting at the MML conference and they will restructure their bylaws and they will be paying the lobbyists to try to keep VI-Ts out of the cities. We are trying to be proactive on this issue this year. MOTION TO ADJOURN Alderman Bowman moved to adjourn the meeting at 7:26 p.m., second by Alderman Hammond.
