R-2019-112 A RESOLUTION DECLARING A CERTAIN FIRE MINI PUMPER TO BE SURPLUS, AND AUTHORIZING ITS DISPOSAL WHEREAS, the City of Riverside finds itself in possession of a Mini Fire Pumper that is no longer needed for City operations. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI,AS FOLLOWS: THAT the mini fire pumper listed on the attached Surplus List ("Equipment") is declared surplus. The Equipment shall be disposed in a manner determined by the City Administrator, or his designee, including sale by receipt of sealed bids, trade-in, public auction, Internet auction, negotiated sale, or donation to a governmental entity, provided however, that if there is no reasonable market value (i.e., the property is worth little of significance) then the equipment may be recycled or discarded. FURTHER THAT the Mayor, the City Administrator, and other appropriate City officials are hereby authorized to take any and all actions as may be deemed necessary or convenient to carry out and comply with the intent of this Resolution and to execute and deliver for and on behalf of the City all certificates, instruments, agreements and other documents, as may be necessary or convenient to perform all matters herein authorized. City of Riverside Resolution Overview Agenda Date: October 15th, 2019 BACKGROUND: 1st Resolution In the FY2020 budget for the Fire Department the Board of Alderman approved the replacement of R-1, our smaller mini pumper. Earlier this month,the Board approved the purchase of the chassis for the new rescue pumper and in this second part of the process,we need to purchase the new body and high pressure fire pump. Through an extensive process we found pricing for the above off the HGAC competitive contract pricing program through McQueen Emergency equipment Apple Valley MN through their Eureka MO office. The price for this is not to exceed$101,000. In addition to the above as part of the purchase,we are requesting a set of Electric/Battery operated Holmatro Extrication equipment. The equipment will consist of a Combination Spreader cutter, batteries and charger and a Spreading Ram, batteries and charger. This equipment will assist us in extricating citizens from not only vehicles but it will also allow us to work around all the manufacturing equipment in Horizons safer. McQueen Emergency equipment was able to provide pricing for this off the HGAC competitive contract pricing program. The price for this is not to exceed$20,000. 2nd Resolution As part of this process we are requesting to trade in the present Mini Fire Pumper to Brindle Mountain Fire trucks. McQueen Emergency equipment has secured a trade in price for us for the present truck. They have provided a guaranteed trade in price of not less than$25,000. BUDGETARY IMPACT: Chassis purchased $ 38,911 - Previously authorized Body& Pump $ 101,000 Extrication Equipment $ 20,000 Trade-in $ (25,000) Total expense $ 134,911 FY2020 Budget $ 140,000 Difference $ 5,089
