REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, October 1, 2019
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
October 1, 2019.
Mayor Rose called the regular meeting to order at 6:15 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Mike Fuller, Al Bowman, Aaron Thatcher, Nathan Cretsinger, Sal
LoPorto, and Jill Hammond (arrived at 6:24 p.m.).
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, HR Manager Amy Strough, Fire Chief Gordon Fowlston, Police Chief
Chris Skinrood, and City Planner Sarah Wagner. Also present was City Attorney Paul Campo.
MOTION TO ENTER INTO Alderman LoPorto moved that the meeting go into closed
CLOSED @ 6:15 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, purchase or sale of real
estate where public knowledge might adversely affect legal
consideration, and RSMo 610.021(3) Hiring, firing, disciplining or
promoting a particular employee, when personal information
about the employee is discussed, second by Alderman Bowman.
Yes: LoPorto, Bowman, Fuller, Thatcher, and Cretsinger.
Motion carried 5-0.
MOTION TO ADJOURN Alderman Bowman moved at 7:00 p.m. to adjourn closed
CLOSED @ 7:00 P.M. session with action taken, second by Alderman Hammond.
Yes: Bowman, Hammond, Fuller, LoPorto, Cretsinger, and
Thatcher.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at
7:01 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Aaron Thatcher, Jill Hammond,
Nathan Cretsinger, Sal LoPorto, and Mike Fuller.
Alderman Al Bowman was absent.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover,
HR Manager Amy Strough, Police Chief Chris Skinrood, City Planner Sarah Wagner, Finance
Director Donna Oliver, and Fire Chief Gordon Fowlston. Also present was City Attorney Paul
Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.

PUBLIC COMMENT None.
CONSENT AGENDA Alderman Hammond moved to approve the consent agenda as
presented, second by Alderman Cretsinger.
Yes: Hammond, Cretsinger, Fuller, Thatcher, and LoPorto.
Motion carried 5-0.
MINUTES OF 09-17-19 Alderman Hammond moved to approve the minutes of the
September 17, 2019 regular meeting, second by Alderman
Cretsinger.
Yes: Hammond, Cretsinger, Fuller, Thatcher, and LoPorto.
Motion carried 5-0.
RESOLUTION 2019-104 Alderman Hammond moved to approve Resolution 2019-104
Bill Pay authorizing the expenditure of funds for fiscal year 2019-2020
weeks ending September 20th and September 27th in the amount
of$395,969.57, second by Alderman Cretsinger.
Yes: Hammond, Cretsinger, Fuller, Thatcher, and LoPorto.
Motion carried 5-0.
RESOLUTION 2019-105 Alderman Hammond moved to approve Resolution 2019-105
2018 Dodge 5500 Chassis authorizing the purchase of a 2018 Dodge Ram 5500 Chassis for
the Fire Department through Chastang Dodge in an amount not to
exceed $38,911.00, second by Alderman Cretsinger.
Yes: Hammond, Cretsinger, Fuller, Thatcher, and LoPorto.
Motion carried 5-0.
REGULAR AGENDA
BILL NO.2019-045 City Clerk Robin Kincaid gave first reading of Bill No. 2019-045.
MOU with Park Hill-SRO Chief Skinrood explained the agreement with the school district for
a school resource officer and it had not been realigned for twelve
years.
Alderman Thatcher moved to accept first reading and place Bill
No. 2019-045 on second and final reading, second by Alderman
Hammond.
Yes: Thatcher, Hammond, Cretsinger, Fuller, and LoPorto.
Motion carried 5-0.
Alderman Cretsinger moved to approve Bill 2019-045 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Cretsinger, Thatcher, LoPorto, Fuller, and Hammond.
Motion carried 5-0.
BILL NO.2019-046 City Clerk Robin Kincaid gave first reading of Bill No. 2019-046.
PT Police Hire-Jensen Alderman Thatcher moved to accept first reading and place Bill
No. 2019-046 on second and final reading, second by Alderman
Hammond.
Yes: Thatcher, Hammond, LoPorto, Cretsinger, and Fuller.
Motion carried 5-0.

said bill as ordinance, second by Alderman Cretsinger.
Yes: Hammond, Cretsinger, Fuller, LoPorto, and Thatcher.

CITY ADMINISTRATOR City Administrator Brian Koral announced we regretfully have
accepted the resignation of our Finance Director Donna Oliver
after thirteen years of service with the City. You will be informed
of a reception being planned in the near future.
An upstream story was shared and a photo about the Riverside
fire fighters participating in the 34 story stair climb in full gear for
the Annual Stair Climb to honor the fallen fire fighters responding
on Sept. 11, 2001 to the disaster in New York City. It is for a
great cause and I am very proud of those that stepped up for the
Riverside Team.
COMMUNITY DEVELOPMENT Nothing to report.
ENGINEERING Nothing to report.
FINANCE Nothing to report.
FIRE Nothing to report.
POLICE Police Chief Skinrood discussed the tractor trailer parking along
the City streets in the Horizons Industrial Park. Community
Development Director Mike Duffy added information and the
Board commented and asked questions. Short term and long
term solutions were shared and in turn discussed. Staff is to
begin by calling the businesses to discuss the concern.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Travis reported that the annual meeting is October 23, 2019.
MAYOR'S DISCUSSION Mayor Rose reviewed the handout regarding her trip to Nashville
Tennessee with the Greater KC Chamber in September. It was a
great trip and very informative. The Monarch Migration event was
wonderful and a highlight of any event for this community, Noel
did an excellent job.
BOARD OF ALDERMEN Alderman Fuller- Nothing to report.
Alderman Thatcher—Thanks to Donna and I wish you the best.
Alderman LoPorto— Nothing to report.
Alderman Cretsinger— I echo the comments on the Monarch
event, they are quality structures and very enjoyable evening. I
also want to thank Donna for her work here.

Alderman Hammond — I also want to say that I was very sorry to
see the news of your resignation but congratulations on your new
adventure. I also agree that the Monarch art was very cool.
Mayor Rose added that the 175th Anniversary celebration for St.
Matthews church was very nice, they loved the proclamation from
the City and it is the oldest structure in the City.
MOTION TO ADJOURN Alderman Thatcher moved to adjourn the meeting at 7:41 p.m.,
-second.by Alderman Hammond.
