HomeMy WebLinkAbout2019-10-15 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, October 15, 2019 6:30 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, October 15, 2019. Mayor Rose called the regular meeting to order at 6:30 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Nathan Cretsinger, Sal LoPorto, Mike Fuller, Jill Hammond, Aaron Thatcher, and AI Bowman. Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, and Community Development Director Mike Duffy. City Attorney Paul Campo and Special Counsel Joe Bednar were also present. MOTION TO ENTER INTO Alderman LoPorto moved that the meeting go into closed CLOSED @ 6:41 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real estate, and RSMo 610.021(3) Hiring, firing, disciplining or promoting a particular employee, when personal information about the employee is discussed, second by Alderman Cretsinger. Yes: LoPorto, Cretsinger, Bowman, Hammond, Fuller, and Thatcher. Motion carried 6-0. MOTION TO ADJOURN Alderman Bowman moved at 7:03 p.m. to adjourn closed CLOSED @ 7:03 P.M. session with action taken, second by Alderman LoPorto. Yes: Bowman, LoPorto, Cretsinger, Hammond, Thatcher, and Fuller. Motion carried 6-0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:03 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Al Bowman, Sal LoPorto, Mike Fuller, Jill Hammond, Nathan Cretsinger, and Aaron Thatcher. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Police Chief Chris Skinrood, Fire Chief Gordon Fowlston, City Engineer Travis Hoover, and Human Resources Manager Amy Strough. Also present was City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Kathy Rose led the Pledge of Allegiance. 1 PUBLIC COMMENT None. CONSENT AGENDA Alderman Bowman requested the Minutes of October 1, 2019 be pulled from consent for separate vote. Alderman Thatcher moved to approve the consent agenda with the Minutes of BOA Meeting October 1, 2019 pulled, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Bowman, Cretsinger, Fuller, and Hammond. Motion carried 6-0. COURT REPORT Alderman Thatcher moved to approve the court report for the month of September 2019, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Bowman, Cretsinger, Fuller, and Hammond. Motion carried 6-0. RESOLUTION 2019-107 Alderman Thatcher moved to approve Resolution 2019-107 Miles Re-Appoint HBPA reappointing Brent Miles to the Board of Directors of the Horizons Business Park Association, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Bowman, Cretsinger, Fuller, and Hammond. Motion carried 6-0. RESOLUTION 2019-108 Alderman Thatcher moved to approve Resolution 2019-108 Surplus Property- Equipment declaring certain exercise equipment to be surplus, and authorizing its disposal, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Bowman, Cretsinger, Fuller, and Hammond. Motion carried 6-0. RESOLUTION 2019-109 Alderman Thatcher moved to approve Resolution 2019-109 Interim Finance Director designating the City Administrator as the Interim Finance Director, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Bowman, Cretsinger, Fuller, and Hammond. Motion carried 6-0. RESOLUTION 2019-110 Alderman Thatcher moved to approve Resolution 2019-110 Fire Rescue Pumper Equip. authorizing the purchase of a new body and high pressure fire pump emergency equipment for the rescue pumper from McQueen emergency equipment, Eureka, Missouri off the HGAC contract pricing in an amount not to exceed $101,000, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Bowman, Cretsinger, Fuller, and Hammond. Motion carried 6-0. 2 RESOLUTION 2019-111 Alderman Thatcher moved to approve Resolution 2019-111 Extrication Equipment authorizing the purchase of Holmatro Extrication Emergency Equipment for the rescue pumper from McQueen Emergency equipment, Eureka, Missouri off the HGAC contract pricing in an amount not to exceed $20,000, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Bowman, Cretsinger, Fuller, and Hammond. Motion carried 6-0. RESOLUTION 2019-112 Alderman Thatcher moved to approve Resolution 2019-112 Fire Surplus Property declaring a certain fire mini pumper to be surplus and authorizing its disposal, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Bowman, Cretsinger, Fuller, and Hammond. Motion carried 6-0. REGULAR AGENDA MINUTES OF 10-01-19 Alderman Thatcher moved to approve the minutes of the October 1, 2019 meeting, second by Alderman Hammond. Yes: Thatcher, Hammond, LoPorto, Cretsinger, and Fuller. No: None. Abstain: Bowman Motion carried 5-0-1. RESOLUTION 2019-106 Alderman Thatcher moved to approve Resolution 2019-106 Bill Pay authorizing the expenditure of funds for fiscal year 2019-2020 for weeks ending October 41 and October 11th in the amount of $885,922.39, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Fuller, Cretsinger, Hammond, and Bowman. Motion carried 6-0. PUBLIC HEARING Mayor Rose opened the public hearing at 7:05 p.m. to accompany Blight Designation Bill No. 2019-047 —an ordinance declaring property located within the boundaries of the Riverside Gateway Community Improvement District to be blighted, in the City of Riverside, Missouri. Community Development Director Mike Duffy explained that in 2016 the Board approved a Community Improvement District (CID) that picks up many properties around the Vivion and Gateway intersection. In 2017 and currently have approximately $320,000 in that budget. Passing this bill will approve the blight areas found in the analysis, to allow for more expansive use of the CID funds. Jim Potter with Development Initiatives, Kansas City, Missouri discussed his company's role in defining the blighted area per state statutes. Questions of the Board were answered. Tom Holloway, 4712 NW Gateway, Riverside, MO with Fastenal stated his excitement that this is moving forward for improvements to the area. 3 Mayor Rose asked if there were further questions or comments, hearing none, closed the public hearing at 7:16 p.m. BILL NO.2019-047 City Clerk Robin Kincaid gave first reading of Bill No. 2019-047. Declaring Blighted Property Alderman Thatcher moved to place Bill 2019-047 on second and final reading, second by Alderman Cretsinger. Yes: Thatcher, Cretsinger, Bowman, Hammond, Fuller, and LoPorto. Motion carried 6-0. Alderman Cretsinger moved to approve Bill 2019-047 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Cretsinger, Thatcher, Fuller, LoPorto, Bowman, and Hammond. Motion carried 6-0. BILL NO. 2019-048 City Clerk Robin Kincaid gave first reading of Bill No. 2019-048. MoDot License Agreement City Engineer Travis Hoover stated this bill is a part of the Vivion Road Trail Project for a portion of right of way with MoDot. Alderman LoPorto moved to place Bill 2019-048 on second and final reading, second by Alderman Thatcher. Yes: LoPorto, Thatcher, Fuller, Bowman, Hammond, and Cretsinger. Motion carried 6-0. Alderman Thatcher moved to approve Bill 2019-048 and enact said bill as ordinance, second by Alderman Hammond. Yes: Thatcher, Hammond, Fuller, Bowman, Cretsinger, and LoPorto. Motion carried 6-0. BILL NO.2019-049 City Clerk Robin Kincaid gave first reading of Bill No. 2019-049. HHW Annual Program MARC City Administrator stated this is the annual program we participate in with MARC and that the 2020 participation per capita fee remained the same as last year. Alderman LoPorto moved to place Bill 2019-049 on second and final reading, second by Alderman Thatcher. Yes: LoPorto, Thatcher, Hammond, Bowman, Cretsinger, and Fuller. Motion carried 6-0. Alderman Cretsinger moved to approve Bill 2019-049 and enact said bill as ordinance, second by Alderman Hammond. Yes: Cretsinger, Hammond, Bowman, Thatcher, LoPorto, and Fuller. Motion carried 6-0. BILL NO.2019-050 City Clerk Robin Kincaid gave first reading of Bill No. 2019-050. Public Works Hire- Rodman Alderman Thatcher moved to place Bill 2019-050 on second and final reading, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Hammond, Fuller, Cretsinger, and Bowman. Motion carried 6-0. 4 Alderman Hammond moved to approve Bill 2019-050 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Hammond, Thatcher, Bowman, Fuller, Cretsinger, and LoPorto. Motion carried 6-0. CITY ADMINISTRATOR City Administrator Brian Koral reported that Donna Oliver will be transitioning out of organization the end of this week. Being a Royals fan, A KC Royal's jersey was shown to the Board, a suggestion from Mayor Rose that will be presented to Donna later this week. COMMUNITY DEVELOPMENT Nothing to report. ENGINEERING City Engineer Travis Hoover reported that the trail is going smoothly. We are in the lead time of the bridge, but it should be open for nice weather in the Spring. Our contract with HDR as the engineers for this project, early on we switched the design of the North bridge from a truss structure to a flat design due to the flooding, causing costs to increase and now the shop drawings are due and the contract amount will be over the 10% allotted. Next meeting there will be a bill submitted from HDR with the overage, I was requesting a motion by the Board to approve staff moving forward with HDR and the shop drawings. Alderman Thatcher moved to direct staff to move forward with HDR to work on the shop drawing submittals and review with the negotiated overage costs, second by Alderman Hammond. Yes: Thatcher, Hammond, Fuller, LoPorto, Bowman, and Cretsinger. Motion carried 6-0. FINANCE City Administrator Brian Koral explained the transition process since Donna announced her resignation and his being Interim Finance Officer for investments. The recruitment process was briefly explained and that it has begun. FIRE Fire Chief Gordon Fowlston reported on his trip to the National Fallen Firefighters Memorial held this year. The Fire Department held their Open House over the weekend and had about 100 in attendance. We think it worked well on a Saturday, so we will build on that for next year. POLICE Nothing to report. PUBLIC WORKS Public Works Director Tom Wooddell reported to the Board that this is the final week of"Fall Clean Up Days", there are a couple dumpsters down at Public Works and the facility will be open all week long and on Saturday, 7:30 a.m. to 4:00 p.m. LEVEE BOARD City Engineer Travis Hoover stated that there is a meeting next Wednesday, Oct. 2314 5 MAYOR'S DISCUSSION Mayor Rose commented that she is so excited about all the Halloween activities, Trunk or Treat tomorrow evening and Saturday will be Carved, there will be activities for all ages. The MML West Gate meeting is Thursday, October 24th, please let Robin or Brian know if you will be attending. BOARD OF ALDERMEN Alderman LoPorto—What time is the MML West Gate? Staff responded, social hour at 6 p.m. and dinner at 7 p.m. Alderman Thatcher— He will not be able to attend the MML dinner. Alderman Fuller— Nothing to report. Alderman Bowman — Nothing to report.
