REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, November 5, 2019
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
November 5, 2019.
Mayor Rose called the regular meeting to order at 6:00 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Mike Fuller, Al Bowman, Aaron Thatcher, Nathan Cretsinger, Sal
LoPorto, and Jill Hammond.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, HR Manager Amy
Strough, Fire Chief Gordon Fowlston, Community Development Director Mike Duffy, City
Engineer Travis Hoover, and City Planner Sarah Wagner. Also present were City Attorney Paul
Campo and Special Counsel Joe Bednar.
MOTION TO ENTER INTO Alderman LoPorto moved that the meeting go into closed
CLOSED @ 6:00 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, purchase or sale of real
estate where public knowledge might adversely affect legal
consideration, and RSMo 610.021(3) Hiring, firing, disciplining or
promoting a particular employee, when personal information
about the employee is discussed, second by Alderman
Thatcher.
Yes: LoPorto, Thatcher, Fuller, Hammond, Bowman, and
Cretsinger.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Thatcher moved at 6:56 p.m. to adjourn closed
CLOSED @ 6:56 P.M. session with action taken, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Cretsinger, Bowman, Hammond, and
Fuller.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at
7:01 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Aaron Thatcher, Jill Hammond,
Nathan Cretsinger, Sal LoPorto, AI Bowman, and Mike Fuller.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Clerk Robin Kincaid, Public Works Director Tom Wooddell, City Engineer Travis Hoover,
HR Manager Amy Strough, Police Captain Mike Costanzo, City Planner Sarah Wagner, and
Fire Chief Gordon Fowlston. Also present was City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.

PUBLIC COMMENT None.
CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda with
Resolution R-2019-113 removed, second by Alderman Bowman.
Yes: Thatcher, Bowman, Hammond, Fuller, Cretsinger, and
LoPorto.
Motion carried 6-0.
MINUTES OF 10-15-19 Alderman Thatcher moved to approve the minutes of the October
15, 2019 regular meeting, second by Alderman Bowman.
Yes: Thatcher, Bowman, Hammond, Fuller, Cretsinger, and
LoPorto.
Motion carried 6-0.
MINUTES OF 10-28-19 Alderman Thatcher moved to approve the minutes of the October
28, 2019 regular meeting, second by Alderman Bowman.
Yes: Thatcher, Bowman, Hammond, Fuller, Cretsinger, and
LoPorto.
Motion carried 6-0.
RESOLUTION 2019-114 City Administrator Brian Koral reported this purchase is necessary
2020 Ford Explorer-Police due to the Taurus being totaled while working an accident on 10-
10-19. Ford no longer makes the Taurus so the Explorer is the
replacement vehicle.
Alderman Thatcher moved to approve Resolution 2019-114
authorizing the purchase of a 2020 Ford Explorer vehicle for the
Police Department through Shawnee Mission Ford off the MARC
Government Bid for Cooperative Fleet Pricing in an amount not to
exceed $32,877.00, second by Alderman Bowman.
Yes: Thatcher, Bowman, Hammond, Fuller, Cretsinger, and
LoPorto.
Motion carried 6-0.
REGULAR AGENDA
RESOLUTION 2019-113 Alderman Cretsinger moved to approve Resolution 2019-113
Bill Pay authorizing the expenditure of funds for fiscal year 2019-2020
weeks ending October 18th, October 25th, and November 1St in the
amount of$644,875.32, second by Alderman Thatcher.
Yes: Cretsinger, Thatcher, Bowman, LoPorto, and Fuller.
No: None.
Abstain: Hammond.
Motion carried 5-0-1.
BILL NO.2019-051 City Clerk Robin Kincaid gave first reading of Bill No. 2019-051.
Pt-Time Fire Hire-Ward Alderman Thatcher moved to accept first reading and place Bill
No. 2019-051 on second and final reading, second by Alderman
Hammond.
Yes: Thatcher, Hammond, Cretsinger, Bowman, Fuller, and
LoPorto.

Motion carried 6-0.
Alderman Cretsinger moved to approve Bill 2019-051 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Cretsinger, Thatcher, Bowman, Hammond, LoPorto, and
Fuller.
Motion carried 6-0.
BILL NO. 2019-052 City Clerk Robin Kincaid gave first reading of Bill No. 2019-052.
PT Fire Hire—Sapp Alderman Thatcher moved to accept first reading and place Bill
No. 2019-052 on second and final reading, second by Alderman
Hammond.
Yes: Thatcher, Hammond, LoPorto, Fuller, Bowman, and
Cretsinger.
Motion carried 6-0.
Alderman Cretsinger moved to approve Bill 2019-052 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Cretsinger, Thatcher, LoPorto, Fuller, Hammond, and
Bowman.
Motion carried 6-0.
BILL NO. 2019-053 City Clerk Robin Kincaid gave first reading of Bill No. 2019-053.
PT Fire Hire—Hammons Alderman Thatcher moved to accept first reading and place Bill
No. 2019-053 on second and final reading, second by Alderman
Hammond.
Yes: Thatcher, Hammond, Fuller, LoPorto, Bowman, and
Cretsinger.
Motion carried 6-0.
Alderman Cretsinger moved to approve Bill 2019-053 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Cretsinger, Thatcher, Bowman, LoPorto, Fuller, and
Hammond.
Motion carried 6-0.
CITY ADMINISTRATOR City Administrator Brian Koral explained that staff was needing
some policy guidance and to see if the Board would like to see
some ordinances on Tobacco 21, which raises legal age to
purchase tobacco and vaping products from 18 to 21. Next is the
request from Synergy Services to increase Domestic Violence
Court Fee from $2 to $4. That fee is collected when court costs
are paid. These ordinances will be drafted for the Board's review.
There was an Upstream from Ordinary story shared where a card
of deep appreciation was sent to the Police Department and
Officer Dolan for their work to help two sisters going through a
Silver Alert for their father.
COMMUNITY DEVELOPMENT Community Development Director Mike Duffy informed the Board
That the building across the street formerly known as
Kendallwood Hospice building is now Briarside. Curry Real Estate
has purchased that building and they have potential tenants to fill
that it. They have approached the City with a request to put a

monument sign up in the grassy area out front in the right-of-way.
We are looking at doing a licensing agreement as we did with
Eagle Animal Hospital. We will have something to bring to the
Board in a few weeks for the consideration of approval for the
sign.
Mike then mentioned that Alderman Hammond brought up a
concern about housing in Riverside Missouri, specifically
apartments. The City has no rental codes at this time, but if the
Board is interested, staff would begin gathering information for a
rental inspection program.
Alderman Cretsinger left the meeting at 7:26 p.m.
ENGINEERING Nothing to report.
FINANCE Nothing to report.
FIRE Nothing to report.
POLICE Nothing to report.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Travis reported that the annual landowner meeting was on
October 23, 2019 and Jeff Goodwin was re-elected for a five-year
term and remains as President, then Art Homer was voted on the
Board to replace Donna Oliver.
MAYOR'S DISCUSSION Mayor Rose stated that we have a lot going on, but nothing
specific this evening.
BOARD OF ALDERMEN Alderman LoPorto— First of all, thank you to the Fire Fighters for
being up in our neighborhood on Halloween, there was great
feedback from them. I wondered if anyone has reached out to
staff regarding the round-about at Montebella and possible yield
signs or need for speed bumps? City Engineer Hoover responded
to the issues.
Alderman Hammond — Nothing to report.
Alderman Bowman — Nothing to report.
Alderman Fuller—A senior citizen that requested Meal on Wheels
is now receiving the service and is very happy to be getting the
help for a minimal fee.
Alderman Thatcher—Trail is looking great and we are excited
about that. He asked if staff heard about the truck that drove over
the rock at the round-about at Briarcliff? City Administrator Koral
responded.

City Administrator Koral announced that city hall would be closed
on Monday in recognition of Veterans Day and that the Public
Works Department put flags at the Welcome Plaza to honor and
represent each branch of the military for the holiday.
MOTION TO ADJOURN Alderman Hammond moved to adjourn the meeting at 7:33 p.m.,
second by Alderman Bowman.
Yes: Hammond, Bowman, Fuller, LoPorto, and Thatcher.
