BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, November 19, 2019
6:30 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
November 19, 2019.
Mayor Rose called the regular.meeting to order at 6:30 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Nathan Cretsinger, Sal LoPorto, Mike Fuller, Jill Hammond, Aaron
Thatcher, and Al Bowman.
Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, and Community
Development Director Mike Duffy, Fire Chief Gordon Fowlston, HR Manager Amy Strough and
City Planner Sarah Wagner. City Attorney Paul Campo and Special Counsel Joe Bednar were
also present.
MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed
CLOSED @ 6:35 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real
estate, and RSMo 610.021(3) Hiring, firing, disciplining or
promoting a particular employee, when personal information
about the employee is discussed, second by Alderman
Cretsinger.
Yes: Thatcher,- Cretsinger, Fuller, Hammond, LoPorto, and
Bowman.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Thatcher moved at 6:58 p.m. to adjourn closed
CLOSED @ 6:58 P.M. session with action taken, second by Alderman Hammond.
Yes: Thatcher, Hammond, LoPorto, Bowman, Fuller, and
Cretsinger.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at
7:01 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Al Bowman, Sal LoPorto, Mike Fuller,
Jill Hammond, Nathan Cretsinger, and Aaron Thatcher.
Also present were City Administrator Brian Koral, Community Development Director Mike
Duffy, City Clerk Robin Kincaid, Public Works Director Tom Wooddell, Police Chief Chris
Skinrood, Fire Chief Gordon Fowlston, City Engineer Travis Hoover, City Planner Sarah
Wagner, and HR Manager Amy Strough. Also present was City Attorney Paul Campo.
PLEDGE OF ALLEGIANCE Mayor Kathy Rose led the Pledge of Allegiance.

PUBLIC COMMENT None.
PRESENTATION Stevi Reid with RSM US LLC reviewed the final audit report and
2019 Audit Report letter to the Mayor and Board. The report states that the auditing
firm did not identify any deficiencies in internal control of financial
reporting, there were no audit adjustments, and that it was a clean
audit. The Board was given the opportunity to ask questions that
the auditor answered.
CONSENT AGENDA Alderman Bowman moved to approve the consent agenda as
presented, second by Alderman Hammond.
Yes: Bowman, Hammond, LoPorto, Thatcher, Fuller, and
Cretsinger.
Motion carried 6-0.
MINUTES OF 11-05-19 Alderman Bowman moved to approve the minutes of the
November 5, 2019 regular meeting, second by Alderman
Hammond.
Yes: Bowman, Hammond, LoPorto, Thatcher, Fuller, and
Cretsinger.
Motion carried 6-0.
COURT REPORT Alderman Bowman moved to approve the court report for the
month of October 2019, second by Alderman Hammond.
Yes: Bowman, Hammond, LoPorto, Thatcher, Fuller, and
Cretsinger.
Motion carried 6-0.
RESOLUTION 2019-116 Alderman Bowman moved to approve Resolution 2019-116
License Plate Reader authorizing the purchase of one Selex-ES/ELSAG License Plate
Reader for the police department from Busch and Associates to
replace destroyed unit in the amount not to exceed $18,695,
second by Alderman Hammond.
Yes: Bowman, Hammond, LoPorto, Thatcher, Fuller, and
Cretsinger.
Motion carried 6-0.
REGULAR AGENDA
RESOLUTION 2019-115 Alderman Thatcher moved to approve Resolution 2019-115
Bill Pay authorizing the expenditure of funds for fiscal year 2019-2020 for
weeks ending November 8' and November 15th in the amount of
$526,801.06, second by Alderman Hammond.
Yes: Thatcher, Hammond, Cretsinger, Bowman, Fuller, and
LoPorto.
Motion carried 6-0.

BILL NO.2019-054 City Clerk Robin Kincaid gave first reading of Bill No. 2019-054.
ROW Signage City Administrator Brian Koral reviewed the request for the right-
of-way signage and showed a picture of the sign they are wanting.

Director Mike Duffy answered questions from the Board.
Alderman Thatcher moved to place Bill 2019-054 on second and
final reading, second by Alderman Hammond.
Yes: Thatcher, Hammond, LoPorto, Cretsinger, Fuller, and
Bowman.
Motion carried 6-0.
Alderman Cretsinger moved to approve Bill 2019-054 and enact
said bill as ordinance, second by Alderman LoPorto.
Yes: Cretsinger, LoPorto, Bowman, Fuller, Thatcher, and
Hammond.
Motion carried 6-0.
BILL NO. 2019-055 City Clerk Robin Kincaid gave first reading of Bill No. 2019-055.
Amend Code-Court Costs City Administrator Koral stated that this bill is to change the court
costs for domestic violence from $2 to $4 per court case. This
would make approximately $3,000 increase to the amount
Synergy Services will receive annually for this court fee.
Alderman LoPorto moved to place Bill 2019-055 on second and
final reading, second by Alderman Hammond.
Yes: LoPorto, Hammond, Thatcher, Cretsinger, Bowman, and
Fuller.
Motion carried 6-0.
Alderman Cretsinger moved to approve Bill 2019-055 and enact
said bill as ordinance, second by Alderman Thatcher.

BILL NO. 2019-056 City Clerk Robin Kincaid gave first reading of Bill No. 2019-056.
Amend Code — Medical Marij. Police Chief Skinrood reported that this amendment is following
State Statute.
Alderman Thatcher moved to place Bill 2019-056 on second and
final reading, second by Alderman Hammond.
Yes: Thatcher, Hammond, LoPorto, Fuller, Cretsinger, and
Bowman.
Motion carried 6-0.
Alderman Hammond moved to approve Bill 2019-056 and enact
said bill as ordinance, second by Alderman LoPorto.

BILL NO. 2019-057 City Clerk Robin Kincaid gave first reading of Bill No. 2019-057.
Pursell Waste&Yard Recycle Public Works Director Tom Wooddell explained that this is the
renewal of the service agreement for yard waste and bulky waste
at the Pursell site.
Alderman Thatcher moved to place Bill 2019-057 on second and
final reading, second by Alderman Cretsinger.
Yes: Thatcher, Cretsinger, Hammond, Fuller, Bowman, and
LoPorto.
Motion carried 6-0.

BILL NO. 2019-058 City Clerk Robin Kincaid gave first reading of Bill No. 2019-058.
CO 1 to Beemer Contract City Engineer Travis Hoover reported the reasons for the Change
Order 1 due to delays because of the high water table for this
project, causing the increase in costs.
Alderman Thatcher moved to place Bill 2019-058 on second and
final reading, second by Alderman Hammond.
Yes: Thatcher, Hammond, Fuller, Bowman, Cretsinger, and
LoPorto.
Motion carried 6-0.
Alderman LoPorto moved to approve Bill 2019-058 and enact said
bill as ordinance, second by Alderman Hammond.

CITY ADMINISTRATOR City Administrator Brian Koral wished the Board a Happy
Thanksgiving and announced the City offices will be closed on
Thursday and Friday, November 28th and 29th. Also, the annual
Christmas Tree Lighting will be on December 5th. Public Works
has been out stringing up lights and getting things looking great.
We will have lights at the fountain plaza on Gateway as well this
year.
COMMUNITY DEVELOPMENT Community Development Director Mike Duffy gave an update
regarding the event called Everybody's Favorite Hot Sauce and
BBQ Festival that will be held at E.H. Young Park next August.
We will be bringing an agreement for this event to the next regular
meeting.
Mike also addressed the possible NID regarding Belton Street and
D'Mons Drive through a PowerPoint presentation and asked for
Board feedback and direction. City Administrator added that
emergency services equipment and personnel are sent to this
area often and the roads are deteriorating up there and this
project would also add a sidewalk for the children would be a
benefit. General consensus was given by the Board to continue
discussions and moving forward with the NID for these areas.

Alderman Cretsinger left the meeting at 7:27 p.m.
ENGINEERING Nothing to report.
FINANCE Interim Finance Director Brian Koral reviewed the monthly
Finance report as of October 31, 2019. The Tourism Commission
met and voted to continue support of the Riverside Chamber of
Commerce, to continue helping draw others into our City.
We had three final candidates, but one dropped out over the
weekend. We will have the two remaining candidates interviewing
on Thursday, taking tours of the City, and having a lunch interview
as well. We may have a recommendation for you on December
3rd
FIRE Nothing to report.
POLICE Nothing to report.
PUBLIC WORKS Nothing to report
LEVEE BOARD City Engineer Travis Hoover stated that the meeting is tomorrow.
MAYOR'S DISCUSSION Mayor Rose commented that the tree lighting is December 5th and
the Chamber has been involved this year and there will be a food
truck, crafts for the children, and a big red chair for Santa. The
entire event will take place at the Welcome Plaza. I have asked
Public Works to add more lights and it is going to be beautiful. It
will be a great experience for those attending. There will be free
hot.chocolate and cookies, Hillcrest food_ donations again, and a
$250 Zona Rosa gift card.
I want to thank HR Manager Amy Strough and the Betterment
Committee for what they did for the Veterans to celebrate their
service. I would ask the Board to try and keep their Tuesdays
open in December, we may be in need of a special meeting to
stay on top of issues we have moving forward. I want to wish
everyone a Happy Thanksgiving!
BOARD OF ALDERMEN Alderman Bowman — Nothing to report.
Alderman Hammond — I am looking forward to sitting in on the
interviews for the Finance Director. I also had the opportunity to
speak to some ladies at the Park Hill South High School this
week, the Panther talk, and encouraging them to get involved in
political office when they are eligible.
Alderman LoPorto— Nothing to report.
Alderman Thatcher— Commented that he has no issues with long
meetings, that he would just as soon stay longer such as on the
Dec. 3rd meeting to get it all done that evening. I just wanted to

say to Travis that the trail looks fabulous. Travis reported that the
bridge structure will be complete in December. Alderman
Thatcher suggested some type of ice cream social or something in
the Spring in the cul de sak at the top of the hill when it is open.
I also wanted to mention that staff is looking at the possibility of
having charging stations in the park, as part of the renovation
project.
Alderman Fuller— Nothing to report.
Mayor Rose will be meeting with Walden Middle School in regards
to partnerships the City may have with this school that has many
Riverside residents attending. Noel and I are meeting with two
doctors from Eagle Animal Hospital tomorrow to discuss possible
sponsorship for E.H. Young dog park.
City Administrator Koral reminded the Board to RSVP by Friday
for the employee and family Christmas Dinner on December 8tn
MOTION TO ADJOURN Alderman Hammond moved to adjourn the meeting at 7:26 p.m.,
second by Alderman Bowman.
