HomeMy WebLinkAbout2006-077 - Approval of Gateway Grant and Loan Revitalization Program Application of Rick Turner.. !~ r BILL N0.2006-77 ORDINANCE N0.2006-77 AN ORDINANCE ADOPTING THE RECOMMENDATION OF THE GATEWAY GRANT AND LOAN REVITALIZATION PROGRAM REVITALIZATION COMMITTEE AND APPROVING THE APPLICATION OF RICK TURNER WHEREAS, the Board of Aldermen is charged with protecting the public health, safety and general welfare of the citizens of the City; and WHEREAS, in an attempt to carry out this duty, the City has adopted the Gateway Grant and Loan Revitalization Program (the "Program") as a part of the Gateway Redevelopment Plan, as amended, and the L-385 Levee Redevelopment Plan, as amended; and WHEREAS, the purpose of the Program is to make grants and loans to businesses within certain boundaries so that such businesses may improve their facilities and to facilitate the improvement, revitalization and remediation of blighting conditions within such boundaries; and WHEREAS, a component of the Program requires the City Administrator and City Engineer to review projects for eligibility for grant funding under the Program, and make recommendations to the Board on, applications for such grants made pursuant to the Program; and WHEREAS, Rick Turner ("Applicant") has submitted an application under the Program's Terms and Conditions (the "Application") for a grant to provide funding for an improvement project on property located at 3200 NW Vivion Road (the "Property"); and WHEREAS, the 'Property is within the boundaries of that area which has previously been declared blighted by the Riverside Tax Increment Financing Commission and the Board of Aldermen of the City; and the Revitalization Committee has confirmed that one or more blighting conditions do in fact exist at or on the Property; and, WHEREAS, the Revitalization Committee has recommended that the Board of Aldermen approve and accept the Application, NOW, THEREFORE, be it ordained by the Board of Aldermen of the City of Riverside, Missouri, as follows: Section 1. The Board of Aldermen hereby finds that the Property is within a blighted area as that term is defined at RSMo. § 99.800-99.865, and the Board of Aldermen further finds that the specific Property itself would be blighted without the Project. Section 2. The Board of Aldermen hereby finds that the project described in the Application will improve, revitalize and remediate the blighting conditions that exist on the Property and that the Applicant's business on the Property is compatible with the redevelopment goals of the City. The Board of Aldermen hereby adopts the Revitalization Committee recommendation to approve the Application and does hereby approve and accept the Application with certain stipulations. These stipulations are that the accessory building on the property must be demolished before the Applicant receives the grant, and that the applicant install a fence satisfactory to the Planning Commission and the Board of Aldermen pursuant to Riverside Municipal Code. Section 4. The Board of Aldermen agrees to grant to Applicant five thousand dollars ($5,000) on the terms and conditions set forth on the Grant Eligibility Recommendation attached hereto and incorporated herein by this reference. Section 5. The Board of Aldermen hereby directs the City Administrator and Finance Director to fund said grant of five thousand dollars ($5,000) to the in accordance with the terms and conditions of the Program.
