HomeMy WebLinkAbout2019-12-03 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, December 3, 2019 The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, December 3, 2019. Mayor Rose called the regular meeting to order at 6:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Mike Fuller, Al Bowman, Aaron Thatcher, Nathan Cretsinger, Sal LoPorto, and Jill Hammond. Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, HR Manager Amy Strough, Community Development Director Mike Duffy, and City Planner Sarah Wagner. Also present were City Attorney Paul Campo and Special Counsel Joe Bednar. MOTION TO ENTER INTO Alderman Bowman moved that the meeting go into closed CLOSED @ 6:00 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021 (2) Leasing, purchase or sale of real estate where public knowledge might adversely affect legal consideration, and RSMo 610.021(3) Hiring, firing, disciplining or promoting a particular employee, when personal information about the employee is discussed, second by Alderman Thatcher. Yes: Bowman, Thatcher, Fuller, LoPorto, Hammond, and Cretsinger. Motion carried 6-0. MOTION TO ADJOURN Alderman Hammond moved at 6:58 p.m. to adjourn closed CLOSED @ 6:58 P.M. session with action taken, second by Alderman Thatcher. Yes: Hammond, Thatcher, LoPorto, Bowman, Cretsinger, and Fuller. Motion carried 6-0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Aaron Thatcher, Jill Hammond, Nathan Cretsinger, Sal LoPorto, Al Bowman, and Mike Fuller. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, City Engineer Travis Hoover, HR Manager Amy Strough, Police Chief Chris Skinrood, Capital Projects/Parks Manager Noel Challis Bennion, and Fire Chief Gordon Fowlston. Also present was City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. 1 PUBLIC COMMENT None. PRESENTATION Brad Cole, Operations Manager with Missouri American Water presented the Fire Department with a grant award for$1,200.00 to purchase some needed hand tools for the department. Chief Fowlston announced the notification that the City's ISO rating will be dropping from a 3 rating to a 2 rating in March of 2020. Mr. Cole along with Missouri American Water has been an integral part of making this happen by helping us to get accurate fire hydrant water flow readings. CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda as presented, second by Alderman Hammond. Yes: Thatcher, Hammond, Fuller, LoPorto, Bowman, and Cretsinger. Motion carried 6-0. MINUTES OF 11-19-19 Alderman Thatcher moved to approve the minutes of the November 19, 2019 regular meeting, second by Alderman Hammond. Yes: Thatcher, Hammond, Fuller, LoPorto, Bowman, and Cretsinger. Motion carried 6-0. RESOLUTION 2019-118 Alderman Thatcher moved to approve Resolution 2019-118 Town & Country Agreement approving the first amendment to the agreement between the City and Town and Country Building Services for janitorial services, second by Alderman Hammond. Yes: Thatcher, Hammond, Fuller, LoPorto, Bowman, and Cretsinger. Motion carried 6-0. RESOLUTION 2019-119 Alderman Thatcher moved to approve Resolution 2019-119 Meyers ROW Deed— Belton St. approving and accepting a right of way deed from David A. Meyers for the Belton Street Project, second by Alderman Hammond. Yes: Thatcher, Hammond, Fuller, LoPorto, Bowman, and Cretsinger. Motion carried 6-0. RESOLUTION 2019-120 Alderman Thatcher moved to approve Resolution 2019-120 Eyten ROW Deed— Belton St. approving and accepting a right of way deed from Coral A. Eyten for the Belton Street Project, second by Alderman Hammond. Yes: Thatcher, Hammond, Fuller, LoPorto, Bowman, and Cretsinger. Motion carried 6-0. 2 RESOLUTION 2019-121 Alderman Thatcher moved to approve Resolution 2019-121 Tyler Technologies Contract approving quote no. 2019-93329 from Tyler Technologies, Inc. for the purpose of purchasing certain cloud-based time clock software services and approving a service agreement related thereto, second by Alderman Hammond. Yes: Thatcher, Hammond, Fuller, LoPorto, Bowman, and Cretsinger. Motion carried 6-0. RESOLUTION 2019-122 Alderman Thatcher moved to approve Resolution 2019-122 SJR Park Use Agreement approving a park use agreement with SJR Media Group, LLC., second by Alderman Hammond. Yes: Thatcher, Hammond, Fuller, LoPorto, Bowman, and Cretsinger. Motion carried 6-0. REGULAR AGENDA RESOLUTION 2019-117 Alderman Thatcher moved to approve Resolution 2019-117 Bill Pay authorizing the expenditure of funds for fiscal year 2019-2020 weeks ending November 22nd and November 29th in the amount of $581,354.45, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Fuller, Cretsinger, and Bowman. No: None. Abstain: Hammond. Motion carried 5-0-1. BILL NO.2019-059 City Clerk Robin Kincaid gave first reading of Bill No. 2019-059. Fire Hire—Johnson Alderman Hammond moved to accept first reading and place Bill No. 2019-059 on second and final reading, second by Alderman Cretsinger. Yes: Hammond, Cretsinger, Thatcher, Bowman, Fuller, and LoPorto. Motion carried 6-0. Alderman Hammond moved to approve Bill 2019-059 and enact said bill as ordinance, second by Alderman LoPorto. Yes: Hammond, LoPorto, Bowman, Fuller, Cretsinger, and Thatcher. Motion carried 6-0. BILL NO. 2019-060 City Clerk Robin Kincaid gave first reading of Bill No. 2019-060. Five PT Fire Hires Alderman Cretsinger moved to accept first reading and place Bill No. 2019-060 on second and final reading, second by Alderman Hammond. Yes: Cretsinger, Hammond, Thatcher, LoPorto, Fuller, and Bowman. Motion carried 6-0. 3 Alderman Hammond moved to approve Bill 2019-060 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Hammond, Thatcher, Fuller, Cretsinger, LoPorto, and Hammond. Motion carried 6-0. BILL NO. 2019-053 City Clerk Robin Kincaid gave first reading of Bill No. 2019-053. PT Fire Hire-Hammons Alderman Thatcher moved to accept first reading and place Bill No. 2019-053 on second and final reading, second by Alderman Hammond. Yes: Thatcher, Hammond, Fuller, LoPorto, Bowman, and Cretsinger. Motion carried 6-0. Alderman Cretsinger moved to approve Bill 2019-053 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Cretsinger, Thatcher, Bowman, LoPorto, Fuller, and Hammond. Motion carried 6-0. CITY ADMINISTRATOR City Administrator Brian Koral showed a picture of the Fire, Police and Dispatch crews enjoying cooking meals and then sharing them together on Thanksgiving day, for all those that were on duty during the holiday. The annual tree lighting will be Thursday, December 5th at 6 p.m. at the Welcome Plaza. Tom and the Public Works crew have worked hard and added more lighting to the area and also lights at the Fountain Plaza at Gateway and Riverway as well. Hillcrest will be there collecting canned goods, Santa and Mrs. Claus, a food truck, photo opportunities with Santa. The employee Christmas Dinner is Sunday, December 8' at the Community Center. The April 7, 2020 General Municipal Election filing window will be December 17th at 8:00 a.m. to January 21St at 5:00 p.m., the mayor and one alderman position from each ward will be open. COMMUNITY DEVELOPMENT Community Development Director Mike Duffy informed the Board that at the December 17th meeting we will have an ordinance for the DoorLink project extension on time and the dollar amount, due to the weather conditions the past year. This was an ordinance for Chapter 100 Bonds. ENGINEERING Nothing to report. FINANCE Nothing to report. FIRE Fire Chief Fowlston reminded the Board that Santa will be out on the fire truck on Saturday, December 14th beginning in Montebella about 9:15 a.m. The ISO dropping to a two, is a good thing and credit should be given to the entire Department for their continued work for improvement. The Thanksgiving dinner was a group 4 effort and enjoyed by all. We plan to do the same on Christmas as well. POLICE Nothing to report. PUBLIC WORKS Nothing to report. LEVEE BOARD Travis reported that there will be a meeting in two weeks. MAYOR'S DISCUSSION Mayor Rose stated that this is the week that all the Christmas activities begin. Board luncheons, citizen luncheons, the tree lighting, I am so excited to be a part of it all. I do love this time of year. BOARD OF ALDERMEN Alderman LoPorto— Nothing to report. Alderman Thatcher— I am receiving outstanding feedback on the trail and it isn't even open yet. We need to plan a special opening celebration for this long awaited trail. Alderman Fuller— I agree the new trail, any trail in our community is a great thing, unites the community and is accessible to everyone. Alderman Bowman — Nothing to report. Alderman Hammond — I am looking forward to all the Christmas festivities. Alderman Cretsinger— Nothing to report. City Administrator Koral reminded the Board that Shop with a Cop and Firefighter is Sunday, Dec. 8th.
