We are pleased to submit our proposal to provide geotechnical engineering services for the
referenced project. Our understanding of the proposed project and our proposed scope of
services are described herein. Our estimated fee for this project is attached. If we have
misunderstood any aspect of the proposed project, please advise us at once so we can evaluate
the scope of services we have proposed.
PROJECT INFORMATION
We understand that the project involves a new stacked gabion retaining wall. Specific details
regarding the new walls were not provided.
PROPOSED SCOPE OF WORK
Utility Locations
We will contact a utility locate service to have underground public utility lines located and marked.
It normally requires 2 to 3 business days to have utilities located. Sometimes, utility companies
ask us to meet with them on site to show them where we plan to drill. If available, plans showing
the locations of all public and private utilities should be provided.
Boring LocationslElevations
Terracon personnel will locate by estimating distances and right angles from existing site features.
Distances between borings will be estimated based on mapping features shown on the plans
provided to us. If requested, we can interpolate elevations from available topographic
information. If more precise locations and elevations are required, a land surveyor should locate
borings and determine elevations.
Subsurface Exploration
We understand that the site is accessible. We plan to use atruck-mounted drill rig to perform the
borings. TranSystems has requested two (2) boring locations for the retaining wall. We plan to
advance the borings to depths of 20 feet or practical auger refusal, whichever occurs first.

Line Creek Retaining Wall
Proposal No. D0206164
April 18, 2006
Samples of the soils will be obtained using thin-walled tubes and/or a split barrel sampler at 5-foot
intervals. If subsurface conditions are encountered which would merit alteration of the field boring
andlor sampling programs described above, we will contact you.
Laboratory Tests
In the laboratory, unconfined compression, calibrated penetrometer, water content, and dry
density tests will be performed on representative samples extracted from the thin-walled tubes.
Water content tests will be performed on split-barrel samples. Soil samples will be visually
classified in accordance with the Unified Soil Classification System (USCS).
Engineering Services
After completion of exploration and laboratory testing, the data and conditions would be analyzed
and a report will be prepared by or under the supervision of a registered professional engineer.
The, geotechnical report will contain a description of the project, a summary of the drilling,
sampling, and testing procedures and logs of the borings with laboratory test results. The report
will present professional opinions and recommendations concerning the following:
Foundation design parameters (allowable bearing pressure, estimated settlement,
frost depth and minimum sizes).
Lateral earth pressure and friction resistance considerations, as applicable.
Global Stability Analysis, if requested.
This proposal has been prepared in accordance with generally accepted geotechnical engineering
practices. We understand this proposal letter and fee estimate schedule will be attached to a task
order and will be performed under the Continuous Services Subcontract Agreement between
TranSystems and Terracon dated December 21, 2005. We look forward to working with you on
this project. If you have any questions, please contact us.
Sincerely,
