AN ORDINANCE AUTHORIZING THE EMPLOYMENT OF NATHANAEL BLUM AS A FULL- TIME FINANCE DIRECTOR IN THE FINANCE DEPARTMENT AND ESTABLISHING A SALARY AND START DATE FOR SUCH EMPLOYEE WHEREAS, City Code Section 110.070 provides for the appointment of employees of the City by the City Administrator with approval of the Mayor and Board of Aldermen; and WHEREAS, City Code Section 110.140 provides for the establishment of the salary of non- elected employees of the City by ordinance; and WHEREAS, the Board of Aldermen find it is in the best interest of the City to approve the appointment of Nathanael Blum as Finance Director in the Finance Department as provided herein; NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS: SECTION 1 — HIRING OF EMPLOYEE. Nathanael Blum is hereby employed as a Finance Director in the Finance Department. SECTION 2 — STARTING SALARY. The starting salary for this position shall be set at $100,000 per year. The salary shall thereafter be adjusted according to the annual budget and the personnel policies and procedures of the City as may be adopted from time to time. SECTION 3 - REPEAL OF ORDINANCES IN CONFLICT. All ordinances or parts of ordinances in conflict with this ordinance are hereby repealed. SECTION 4 — SEVERABILITY CLAUSE. The provisions of this ordinance are severable and if any provision hereof is declared invalid, unconstitutional or unenforceable, such determination shall not affect the validity of the remainder of this ordinance. SECTION 5 — EFFECTIVE DATE. This ordinance shall be in full force and effect as of January 8, 2020, BE IT REMEMBERED that the above was read two times by heading only, passed and approved by a majority of the Board of Aldermen and APPROVED by the Mayor of the City of Riverside, Missouri, this 7th day of January 2020.
