REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, December 17, 2019
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
December 17, 2019.
Mayor Rose called the regular meeting to order at 6:04 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Mike Fuller, Al Bowman, Aaron Thatcher, Nathan Cretsinger, Sal
LoPorto, and Jill Hammond.
Also present were City Administrator Brian Koral, HR Manager Amy Strough, Community
Development Director Mike Duffy, Police Chief Chris Skinrood and Deputy City Clerk Sarah
Wagner. Also present were City Attorney Paul Campo and Special Counsel Joe Bednar.
MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed
CLOSED @ 6:00 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, purchase or sale of real
estate where public knowledge might adversely affect legal
consideration, and RSMo 610.021(3) Hiring, firing, disciplining or
promoting a particular employee, when personal information
about the employee is discussed, second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Fuller, Bowman, Hammond, and
Cretsinger.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Thatcher moved at 7:02 p.m. to adjourn closed
CLOSED @ 7:02 P.M. session with action taken, second by Alderman Hammond.
Yes: Thatcher, Hammond, LoPorto, Bowman, Cretsinger, and
Fuller.
Motion carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at
7:04 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Aaron Thatcher, Jill Hammond,
Nathan Cretsinger, Sal LoPorto, Al Bowman, and Mike Fuller.
Also present were City Administrator Brian Koral, Community Development Director Mike Duffy,
City Engineer Travis Hoover, HR Manager Amy Strough, Police Chief Chris Skinrood, Fire Chief
Gordon Fowlston and Deputy City Clerk Sarah Wagner. Also present was City Attorney Paul
Campo and Special Counsel Joe Bednar.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.

CONSENT AGENDA Alderman Thatcher moved to approve the consent agenda as
presented, second by Alderman Hammond.
Yes: Thatcher, Hammond, Fuller, LoPorto, Bowman, and
Cretsinger.
Motion carried 6-0.
MINUTES OF 12-03-19 Alderman Thatcher moved to approve the minutes of the
December 3, 2019 regular meeting, second by Alderman
Hammond.
Yes: Thatcher, Hammond, Fuller, LoPorto, Bowman, and
Cretsinger.
Motion carried 6-0.
COURT REPORT Alderman Thatcher moved to approve the November 2019
November 2019 Court Report, second by Alderman Hammond.
Yes: Thatcher, Hammond, Fuller, LoPorto, Bowman, and
Cretsinger.

REGULAR AGENDA
RESOLUTION 2019-123 Alderman Thatcher moved to approve Resolution 2019-123
Bill Pay authorizing the expenditure of funds for fiscal year 2019-2020
weeks ending December 6th and December 13th in the amount of
$1,576,029.26 second by Alderman Hammond.
Yes: Thatcher, Hammond, LoPorto, Fuller, Cretsinger, and
Bowman.
No: None.
Motion carried 6-0.
BILL NO.2019-061 Deputy City Clerk Sarah Wagner gave first reading of Bill No.
Ch. 100 Doorlink 2019-061. Community Development Director Mike Duffy
explained that due to weather Doorlink is requesting to extend
their Ch. 100 Bonds and the amount. Alderman Thatcher moved
to accept first reading and place Bill No. 2019-061 on second and
final reading, second by Alderman Cretsinger
Yes: Thatcher, Cretsinger, Hammond, Bowman, Fuller, and
LoPorto.
Motion carried 6-0.
Alderman LoPorto moved to approve Bill 2019-061 and enact
said bill as ordinance, second by Alderman Hammond.
Yes: LoPorto, Hammond, Bowman, Fuller, Cretsinger, and
Thatcher.
Motion carried 6-0.
BILL NO. 2019-062 Deputy City Clerk Sarah Wagner gave first reading of Bill No.
KCATA Contract 2019-062. City Administrator Brian Koral explained that this is the
City's annual renewal contract with KCATA. Future bus routes

and fees were briefly discussed and will be evaluated in more
detail for the next renewal. Alderman Cretsinger moved to accept
first reading and place Bill No. 2019-062 on second and final
reading, second by Alderman Thatcher
Yes: Cretsinger, Thatcher, Hammond, LoPorto, Fuller, and
Bowman.
Motion carried 6-0.
Alderman Hammond moved to approve Bill 2019-062 and enact
said bill as ordinance, second by Alderman Thatcher.
Yes: Hammond, Thatcher, Fuller, Cretsinger, LoPorto, and
Bowman.
Motion carried 6-0.
BILL NO. 2019-063 Deputy City Clerk Sarah Wagner gave first reading of Bill No.
CO 1 - Hoy 2019-063. City Engineer Travis Hoover explained that due to the
high water table we have had to relocate the water and sewer
lines for this project. Alderman Thatcher moved to accept first
reading and place Bill No. 2019-063 on second and final reading,
second by Alderman LoPorto.
Yes: Thatcher, LoPorto, Hammond, Fuller, Bowman, and
Cretsinger.
Motion carried 6-0.

said bill as ordinance, second by Alderman Hammond.

BILL NO. 2019-064 Deputy City Clerk Sarah Wagner gave first reading of Bill No.
CO 2 - Beemer 2019-064. Alderman Thatcher moved to accept first reading and
place Bill No. 2019-064 on second and final reading, second by
Alderman Hammond.
Yes: Thatcher, Hammond, LoPorto, Fuller, Bowman, and
Cretsinger.
Motion carried 6-0.
Alderman Hammond moved to approve Bill 2019-064 and enact
said bill as ordinance, second by Alderman Cretsinger.

Fuller.

BILL NO. 2019-065 Deputy City Clerk Sarah Wagner gave first reading of Bill No.
MDA 2019-065. Alderman Thatcher moved to accept first reading and
place Bill No. 2019-065 on second and final reading, second by
Alderman Hammond.
Yes: Thatcher, Hammond, LoPorto, Fuller, Bowman, and
Cretsinger.
Motion carried 6-0.
Alderman Hammond moved to approve Bill 2019-065 and enact
said bill as ordinance, second by Alderman Thatcher.

RESOLUTION 2019-124 Alderman Thatcher moved to approve Resolution 2019-124
CO 1 to Mega Industries approving change order 1 with Mega Industries for the Jumping
Branch Trail Project second by Alderman Hammond.
Yes: Thatcher, Hammond, LoPorto, Fuller, Cretsinger, and
Bowman.
Motion carried 6-0.
CITY ADMINISTRATOR City Administrator Brian Koral announced that the ribbon cutting
for the Jumping Branch Trail will be this Saturday at 9:30 a.m. at
the trailhead at NW 50th Street. The "Fit for Duty" employee
exercise area will have a grand opening on Thursday at 3:00 p.m.
and the City will be doing a "Biggest Loser" challenge beginning in
January. Several "Upstream from Ordinary" stories were shared.
City Engineer Travis Hoover was able to help a new resident get
water turned on. City employees took part in Shop with a
Cop/Firefighter. The Senior Dinner had over 160 attendees and
the nursing home residents will have their gifts delivered on
Friday.
COMMUNITY DEVELOPMENT Community Development Director Mike Duffy informed the Board
that City staff has been in contact with the City of Kansas City
regarding sewer bill issues. Several residents have not been
getting billed. Staff is trying to set up a meeting with KCMO as
well as Missouri American Water to try and resolve this issue.
ENGINEERING City Engineer Travis Hoover explained that the City is doing some
controlled crumbling of some of the rocks above the water feature
at NW West Plate and NW Riverway. New streets light will be
going in on Argosy Casino Parkway. These will be decorative
LED lights that are part of Evergy's lease light program. New stop
signs were put up in Montebella and the Palisades.
FINANCE City Administrator Brian Koral presented the monthly financial
report by PowerPoint presentation.
FIRE Nothing to report.
POLICE Nothing to report.
PUBLIC WORKS Nothing to report.
LEVEE BOARD Travis reported that the Levee District will be working on a new
project behind the Public Works Facility installing relief wells.
MAYOR'S DISCUSSION Mayor Rose stated that she would like staff to make it a priority to
look into ways to keep water in Line creek. She thanked Amy for
all the work she did on the Employee Christmas Party and noted

how much her great-grandson enjoyed it. The Senior Dinner was
great. She saw many neighbors who look forward to this event
every year and the food was the best. April did a fabulous job on
the Chamber Christmas Party. There were lots of new Chamber
members and it was very exciting. Finally, last Saturday there
was an issue with the Spectrum fiber line being cut. We need to
look into other options for service providers and redundant
service.
BOARD OF ALDERMEN Alderman LoPorto—The tree lighting was phenomenal and the
employee dinner was great. Thank you to everyone.
Alderman Thatcher— Enjoyed all of the excitement for the holiday
party. His 16-year-old daughter even made it a point to attend
which just shows that it transcends generations. The trail opening
is super exciting. Thank you to staff and the Board for making this
happen and I hope to see everyone at the opening on Saturday.
Finally, this is my 10th full year on the Board and I am so happy for
all that we have accomplished. I'm not sure if the Board 10 years
ago would have been able to do all that we have. I am very
energized to get things done. I hope everyone has a wonderful
Christmas and Happy New Year.
Alderman Fuller— I also had issues with Spectrum last week and
tried to help neighbors troubleshoot.
Alderman Bowman —The traffic light at NW Vivion and NW
Gateway will not always change when you are in the left turn lane
to turn from NW Vivion onto NW Gateway. Travis noted the issue
and will get Capital Electric out to look at it.
Alderman Hammond — I would like to echo all the comments on
how awesome staff is. I'm excited about the trail opening this
weekend. I appreciate all that staff is doing to address the sewer
billing issues. When we go to renew our next contact with KCATA
I'd like to explore the idea of covering the cost for Riverside
residents to ride. I would also like staff to look into getting covered
benches for the bus stops.
Alderman Cretsinger— I would like to echo the comments
regarding how incredible staff is. I am very intrigued and
impressed with what everyone contributes. I appreciate how
respectful we all are of different viewpoints. I appreciate all the
% support and have a Merry Christmas. Also Monteballa will be
having an event at the Club House with Chief Skinrood and Brian
Koral to address some safety issues and discuss crime
prevention.
MOTION TO ADJOURN Alderman Thatcher moved to adjourn the meeting at 8:15 p.m.,
second by Alderman Hammond.
