ORDINANCE NO.2006-94
AN ORDINANCE APPROVING THE FORM OF, AND AUTHORIZING THE CITY TO
COMPLETE AND EXECUTE, AN AGREEMENT BY AND BETWEEN THE CITY OF
RIVERSIDE, MISSOURI AND WILLIAMS, SPURGEON, KUHL, & FRESHNOCK
ARCHITECTS, INC. FOR CONSULTING SERVICES
WHEREAS, Williams, Spurgeon, Kuhl, & Freshnock Architects, Inc. is in the business of providing
professional services, including but not limited to architectural consulting services (the "Services"); and
WHEREAS, the City of Riverside, Missouri (the "City") has determined that the City requires the
Services for certain public improvement projects, and that such Services are for a public purpose, and the
City desires to retain Williams, Spurgeon, Kuhl, & Freshnock Architects, Inc. to provide such Services; and
WHEREAS, the City has negotiated with Williams, Spurgeon, Kuhl, & Freshnock Architects, Inc.
and the City and Williams, Spurgeon, Kuhl, & Freshnock Architects, Inc. have reached an agreement (the
"Agreement") concerning the provision of, and payment for, such services.
NOW, THEREFORE, BE IT ORDAINED, by the Board of Aldermen of Riverside, Missouri, as
follows:
Section 1. The City of Riverside shall enter into the Agreement, to be substantially in the form
attached hereto as Exhibit A, with Williams, Spurgeon, Kuhl, & Freshnock Architects, Inc., whereby
Williams, Spurgeon, Kuhl, & Freshnock Architects, Inc. will provide Services specified in the Agreement,
and as consideration for such Services the City shall pay fees described in the Agreement not to exceed an
amount of Fifteen Thousand Dollars and 00/100 ($15,000).
Section 2. The Mayor and the City Clerk are authorized and directed to execute the Agreement,
execution of such document being conclusive proof of such approval. The Mayor Pro Tem, City Clerk, and
City Administrator are each authorized and directed to perform all acts and execute any other documents
necessary or desirable to effectuate the intent of this Ordinance.
Section 3. The sections, paragraphs, clauses, and phrases of the Ordinance are severable and if
any portion of the Ordinance is declared unlawful by the valid judgment, decree, or injunction order of a
court of competent jurisdiction, such ruling shall not affect any of the remaining phrases, clauses, sentences,
paragraphs, and sections of the Ordinance and all provisions of the Ordinance not specifically declared to be
unlawful shall remain in full force and effect.
Section 4. This ordinance shall take effect immediately.

Dear Mr. Blackburn,
Williams Spurgeon Kuhl &Freshnock Architecs, Inc. (WSKF) is pleased to offer the following services
relative to the Riverside Community Center:
1. Provide Programming for the scope of these options and Schematic Design to expand the center.
Option One would include an addition to the west side of the Multi-Purpose Room. This
aa~tldition would include a craft room, game room and weight room.
' ` _,Qption Two would be an addition to the east side of the Multi-Purpose Room. This addition
`would include three meeting rooms and two storage rooms.
Oofion Three would demolish the existing, old public safety building and prepare the site for a
new pool.

Option Four would include the construction of a new Recreational Pool, with "zero entry" depth
'- :with spray features and water toys. A water slide would also be provided. Anew pool house
with locker rooms and pool equipment would be built.
Option Five would enclose the existing outdoor pool. This pool is the ideal size for an indoor
facility. We would prepare adding some water features to the shallow portion.
2. Provide estimates of cost for these options.
3. WSKF agrees to provide these services on an hourly basis for regular services with a guaranteed
maximum fee of Fifteen Thousand Dollars and 00/100's ($15,000.00).
4,; Upon approval and acceptance of this work product, WSKF will prepare an AIA Agreement for
complete architectural services, to be considered by the City.
