HomeMy WebLinkAbout2020-01-07 Regular Meeting Minutes MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, January 7, 2020 The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, January 7, 2020. Mayor Rose called the regular meeting to order at 6:45 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Mike Fuller, Al Bowman, Aaron Thatcher, Sal LoPorto, and Jill Hammond. Alderman Nathan Cretsinger was absent. Also present were City Administrator Brian Koral, City Clerk Robin Kincaid, HR Manager Amy Strough, and Community Development Director Mike Duffy. Also present was City Attorney Paul Campo. MOTION TO ENTER INTO Alderman LoPorto moved that the meeting go into closed CLOSED @ 6:45 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation and RSMo 610.021(3) Hiring, firing, disciplining or promoting a particular employee, when personal information about the employee is discussed, second by Alderman Bowman. Yes: LoPorto, Bowman, Fuller, Thatcher, and Hammond. Motion carried 5-0. MOTION TO ADJOURN Alderman LoPorto moved at 6:55 p.m. to adjourn closed CLOSED @ 6:55 P.M. session with no action taken, second by Alderman Hammond. Yes: LoPorto, Hammond, Thatcher, Bowman, and Fuller. Motion carried 5-0. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:03 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Aaron Thatcher, Jill Hammond, Sal LoPorto, AI Bowman, and Mike Fuller. Alderman Nathan Cretsinger was absent. Also present were City Administrator Brian Koral, Community Development Director Mike Duffy, City Clerk Robin Kincaid, City Engineer Travis Hoover, HR Manager Amy Strough, Police Chief Chris Skinrood, Fire Marshal Keith Payne, and Finance Director Nate Blum, upon approval. Also present was City Attorney Paul Campo. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. 1 CONSENT AGENDA Alderman Hammond moved to approve the consent agenda as presented, second by Alderman Bowman. Yes: Hammond, Bowman, Fuller, Thatcher, and LoPorto. Motion carried 5-0. MINUTES OF 12-17-19 Alderman Hammond moved to approve the minutes of the December 17, 2019 regular meeting, second by Alderman Bowman. Yes: Hammond, Bowman, Fuller, Thatcher, and LoPorto. Motion carried 5-0. MINUTES OF 12-23-19 Alderman Hammond moved to approve the minutes of the December 23, 2019 special meeting, second by Alderman Bowman. Yes: Hammond, Bowman, Fuller, Thatcher, and LoPorto. Motion carried 5-0. RESOLUTION 2020-003 Alderman Hammond moved to approve Resolution 2020-003 Administration Surplus declaring certain city administration vehicles to be surplus and authorizing disposal, second by Alderman Bowman. Yes: Hammond, Bowman, Fuller, Thatcher, and LoPorto. Motion carried 5-0. REGULAR AGENDA RESOLUTION 2020-002 City Administrator Brian Koral reported to the Board that this is HBP Assessment the annual City payment for property owned in the HBP. Alderman Hammond moved to approve Resolution 2020 - 002 approving the Horizons Business Park Assessment, second by Alderman LoPorto. Yes: Hammond, LoPorto, Thatcher, Bowman, and Fuller. Motion carried 5-0. RESOLUTION 2020-001 Alderman Thatcher moved to approve Resolution 2020-001 Bill Pay authorizing the expenditure of funds for fiscal year 2019-2020 weeks ending December 20th, December 27th, and January 31 in the amount of$576,144.27, second by Alderman Hammond. Yes: Thatcher, LoPorto, Fuller, and Bowman. No: None. Abstain: Hammond. Motion carried 4-0-1. BILL NO. 2020-001 City Clerk Robin Kincaid gave first reading of Bill No. 2020-001. Finance Hire—Blum Alderman Thatcher moved to accept first reading and place Bill No. 2020-001 on second and final reading, second by Alderman LoPorto. Yes: Thatcher, LoPorto, Fuller, Bowman, and Hammond. Motion carried 5-0. 2 Alderman Bowman moved to approve Bill 2020-001 and enact said bill as ordinance, second by Alderman Hammond. Yes: Bowman, Hammond, Fuller, LoPorto, and Thatcher. Motion carried 5-0. CITY ADMINISTRATOR City Administrator Brian Koral told Mayor Rose and the Board Happy New Year, we are very excited for 2020. The April 7, 2020 Municipal General Election filings will close on Tuesday, January 211t at 5:00 p.m. COMMUNITY DEVELOPMENT Community Development Director Mike Duffy explained that the Wayfinding presentation will be postponed for future discussion when Alderman Cretsinger is in attendance. Mike also reminded the Board of the NRCC Annual Banquet on January 25th with a table for attendees. Please let Robin know if you would like to attend. ENGINEERING Nothing to report. FINANCE Nothing to report. FIRE Nothing to report. POLICE Chief Skinrood reported that the Peculiar Firefighter that died fighting a fire will be buried in Riverside on Saturday at the East Slope Cemetery. There will be a fair amount of traffic in that area around noon on Saturday. PUBLIC WORKS Nothing to report. City Administrator mentioned the issue of an especially high amount of overflow and trash at the recycling area during the holidays and Public Works spent about an hour today cleaning the area. We will be considering options on continuing to maintain this during budget discussions this year. LEVEE BOARD Travis reported that there will be a meeting next week. MAYOR'S DISCUSSION Mayor Rose wished everyone Happy New Year. I have been appointed to the Executive Board of the Northland Chamber beginning Friday, January 10th. I enjoyed all the wonderful weather over the holidays and being out on the trails. The transformation of the park is overwhelming and it is such an exciting time. There are many events that you all have an opportunity to attend, just let Robin know if you can go. BOARD OF ALDERMEN Alderman Hammond —Thank you to Brian and Mike for all their work on the wastewater issues. Alderman Bowman — Nothing to report. Alderman Fuller— Nothing to report. 3 Alderman Thatcher— Echo comments from the Mayor on the positive feedback regarding the trails. The grand opening for the Jumping Branch Trail was exciting with 30-40 people attending. Alderman LoPorto—Thanks to Chief Skinrood for the presentation to the residents of Montebella and safety precautions shared with them. Chief Skinrood commented that the department is always available to have meetings with the HOA groups wanting to have informational discussions on safety and concerns.
