A RESOLUTION APPROVING AND ENDORSING APPLICATION TO THE PLATTE COUNTY
COMMISSION FOR FUNDING UNDER THE PARKS AND RECREATION OUTREACH
GRANT PROGRAM, FUNDED BY THE COUNTY-WIDE DEDICATED PARKS AND
RECREATION HALF-CENT SALES TAX (LINEAR TRAIL)
WHEREAS,the County of Platte and the City of Riverside deem it a high priority to improve quality of
life for all citizens through parks and recreation programs, and
WHEREAS,the County Commission of the County of Platte seeks to support local parks and recreation
efforts, create effective partnerships, and increase the level of cooperation between County government
and cities, schools, and non-profit community service organizations within the county, and
WHEREAS,the citizens of Platte County on August 4, 2009 approved a renewal of the dedicated half-
cent sales tax for parks,recreation, and stormwater control for a period of ten(10)years, and
WHEREAS,the County Commission of the County of Platte has developed the Parks and Recreation
Outreach Grant Program, funded by the citizen approved half-cent county-wide sales tax, and
WHEREAS,the City of Riverside wishes to make application to the County for consideration of the
attached and completed Outreach Grant Program Application, and
WHEREAS,the Board of Aldermen of the City of Riverside agree to comply with all program guidelines
and requirements of said Outreach Grant Program if such application shall be funded by the County
Commission,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE
CITY OF RIVERSIDE,MISSOURI,AS FOLLOWS:
THAT the attached application is respectfully submitted for consideration by the County
Commission.
FURTHER THAT the Mayor, the City Administrator, and other appropriate City officials are
hereby authorized to take any and all actions as may be deemed necessary or convenient to carry out and
comply with the intent of this Resolution and to execute and deliver for and on behalf of the City all
certificates, instruments, agreements and other documents, as may be necessary or convenient to perform
all matters herein authorized.

Project Description
Using the space provided describe the essential components of your project. Describe the need for
the project, the increased recreational value it will provide, and why Outreach Grant funds are
needed.
1. PROJECT IDENTIFICATION: Describe the basic elements of your proposed project. Include a
statement identifying the needs to be addressed by your project and how your project will satisfy
those needs. Identify the parties responsible for project completion.
The Linear Trail in Riverside is in need of rehabilitation. The existing trail was built with
asphalt and has been maintained as well as possible by crack filling and seal coating as
needed. However, it is time for the entire trail to be re-constructed. Riverside plans to
replace the asphalt with concrete. This will create a much more resilient trail and
minimize future maintenance costs.
This is a very popular trail that connects Riverside to Briarcliff. Residents and visitors
can use this trail for everything from recreation and exercise to running errands.
2. MASTER PLAN CORRELATION: How does the project relate to community priorities, your
comprehensive or master plan and the County's Park System Master Plan?
The City of Riverside is committed to the health of our citizens. Through our Healthy
Citizens Initiative, we provide our citizens reduced rates for Community Center
memberships. The Linear Trail, like all of our other trails, help extend this Initiative,
providing fun and free outdoor opportunities to stay active.
Riverside's Comprehensive Master Plan from 2006 included a trail network that we
have worked to implement with partners. We have now completed approximately 12.75
miles of the 15 mile trail plan.
Providing Health and Wellness Opportunities is one of the three Guiding Principles of
the County Parks Master Plan. One of the goals under this Principle is to "expand the
greenway trails network." The Linear Trail helped to expand this network when it was
originally constructed. It is now in need of reconstruction and is a critical link for
Riverside and County residents in the trail network.
